SUMMARY:

VISIONARY CORPORATE DRAGON SLAYER/Seasoned 40-year advisor and senior manager at multiple DOD/DOE Federal and contractor project management, environmental, operations, nuclear and OSHA safety positions. Have worked at multiple defense related facilities and DOE HQ policy offices as both a weapons production manager and Nuclear Safety Office Director for all aspects of operations and safety. Senior advisor to all 4 major entities (Federal Site & HQ Offices), support contractor for M&O contracts and the BNL M&O contractor with multiple Federal agencies while mentoring colleagues/managers.

My unparalleled achievements as both a manager and technical advisor have been mostly delivering visionary, corporate, practical, multidisciplinary solutions directly at the beckoning of the Secretaries of Energy and DOL, NNSA Administrators, DNFSB Chairmen, Senior DOD leadership and their direct reports for whatever high-impact problems the agencies needed solved the worst. Pantex Site Office was a very unique environment as the Federal workforce performed many of the same operational efforts as a traditional M&O Contractor would but just from a slightly different role. The Pantex Site Office was the ONLY site where Federal QA Inspectors are allowed to “accept weapons” for US military application. Because of our end product and having to route specific pieces to their original sites for disposal, I facilitated multiple transfers to SR, Y-12, KC, and all 3 nuclear weapons laboratories and gained a detailed understanding of their operations.

Managed DOE O 413.3B and its predecessors in implementation at multiple DOE NA, EM, NE, and SC since September 1990 and spent 20 years using it as a Construction Project Manager at Pantex on 2 different construction-specific assignments with my own assigned projects. Managed PAE DOD projects as a Construction Project Manager at Kirtland Air Force Base where DOE 413.3B and its DOD equivalent were used daily. Performed multiple walkdowns of SR facilities as joint ventures with other DOE sites and DOE HQ Offices. Taught classes on nuclear safety at SR and conducted reviews of nuclear facility design of SR.

Very versatile and technically proficient communicator in multiple technical disciplines. Have mentored my staff and colleagues, continuing to participate in the DOE Mentoring, EFCOG Early Career Program mentoring, and site mentoring programs and carried them into my personal life. As far as communication skills, I have briefed many senior DNFSB, DOE and DOD officials, the public at several Environmental Impact Study public hearings across the USA and union public meetings on multiple safety topics, participated in the Pantex STEM predecessor initiative in public schools, and as sponsor of multiple EFCOG meetings, provided routine updates on DOE regulations and hosted the annual DOE Facility Representative workshop. My work with the 2 initial International meetings on the Fukushima Japan nuclear disaster also falls into this category.

•Providing hands-on safety and health management in how the site responded to the events from the 9/11 national tragedy and performing iterative emergency planning, site-wide full up operational, safety, security and QA hazard analysis and development of controls for all these areas,

•Standing up a new program and process connected to the DOE Energy Employees Occupational Illness Compensation Program Act (EEOICPA) and working with the unions (local and national) to investigate circumstances related to prevention of future injuries,

•Implementing a complete makeover in the site Safety Culture,

•Helping DOE Headquarters overhaul its OSHA personnel safety regulatory structure and codify it for both the Worker Safety and Health Rule and the DOE Beryllium Rule, and

•Achieving these efforts while still meeting aggressive mission goals.

•Facilitated the groundbreaking June 2011 DOE Nuclear Safety Workshop that included senior managers from DOE, NRC, FEMA, DNFSB, INPO and the Blue Ribbon Commission on America's Nuclear Future on potential improvements in DOE nuclear policy from Fukushima tsunami/earthquake-related events.

Brookhaven National Laboratory/DOE, Upton, NY – (February 2022-present) Direct M&O Advisory Nuclear Engineer

Advising M&O Contractor multiple production and safety managers to ensure nuclear capability for producing higher quantities of nuclear medical isotopes for curing cancer for the 6 billion people on earth using nuclear safety, NQA-1, and project management requirements. Initiated a M&O nuclear safety initiative to improve relationships both with the DOE Site Office and DOE HQ. Leading effort BNL to better engage as a DOE wide contributor to multiple EFCOG nuclear safety activities.

SAIC/DOE – Washington DC (July 2021-December 2021) – Advisory Science Director

Senior advisor for DOE/NNSA research and development of nuclear weapons research and development. Performed technical analysis, including DOE O 413-related efforts, and reporting for the Office of Experimental Science Applied Sciences and Inertial Confinement Fusion program and reporting on program milestones using analytical tools.

PAE/DOD – Albuquerque, NM (August 2020-July 2021) – Construction Project Manager

Managed DOD/DOE compliant construction projects at Kirtland Air Force Base for a variety of base projects including both nuclear and nonnuclear weapon storage facilities. Provided weekly status reports to senior management on project status. Reviewed design drawings, engineering change proposals, and held technical project reviews to ensure requirements were being met. Used DOE O 413.3B and its predecessors and its DOD equivalents in implementation at multiple DOE NA, EM, NE, and SC since September 1990 and spent 20 years using it as a Construction Project Manager at Pantex on 2 different construction-specific assignments with my own assigned projects. Staff advisor responsible for interaction with the DNFSB advising the DOE on a variety of high level DNFSB issues and recommendations, correspondence and communication. Collaborated with DOE Program and Field Offices with the analysis, evaluation of, and proposed DOE responses to DNFSB issues. Evaluated assigned actions and informed impacted DOE Program and Field Offices while providing actions, seeking opportunities to improve proposed responses and independently evaluating to ensure DOE positions are complete, accurate and responsive to established DOE-wide positions and commitments.

Senior Director, Office of Nuclear Facility Safety Programs/DOE-Washington DC (Jan 2012-July 2016)

Led and mentored staff in developing and establishing requirements and maintaining DOE nuclear facility safety programs for general facility safety (nuclear and non-nuclear), packaging and transportation safety, natural phenomena hazards (NPH), fire protection, readiness review programs, and facility representative and safety system oversight programs. I oversaw the development of training rules, DOE Orders, technical standards and handbooks related to the selection and qualification and training of nuclear facility personnel. I provided direct support for nuclear safety as the Alternate AU-1 management representative for the DOE Federal Technical Capabilities Panel that ensures that all DOE Federal nuclear personnel have the appropriate training and qualifications for the work across all aspects of DOE. Conducted joint DOE O 413 series reviews with other DOE Program Offices at LANL and used those same concepts in nuclear safety reviews at SR, OR, and NNSS.

Senior Director, Office of Nuclear Safety Basis and Facility Design-Washington DC (July 2009-Jan 2012)

Developed/maintained DOE nuclear safety basis and facility design policy in general facility safety, electrical, criticality and packaging and transportation safety, risk management, natural phenomena hazards, and development of documented safety analysis across DOE. I participated in Congressional hearings and NRC/nuclear industry meetings related to developing new guidance for nuclear safety Beyond Design Basis Events (BDBE). Led teams in updating the DOE Unreviewed Safety Question Guide, developed DOE Safety Bulletins on BDBE and deposition velocity, and co-authored agency-wide position papers related to accident analysis parameters, risk management and multiple DNFSB recommendations. I co-led the review of DOE Site Responses to the DOE Safety Bulletin on BDBE addressing making improvements to DOE policy and operational effectiveness. I co-led joint DOE Program Office reviews of nuclear safety controls at Hanford, Savannah River, Los Alamos National Laboratory (LANL) and Oak Ridge National Laboratory (ORNL) towards closure of DNFSB 2002-3 and informed the DNFSB Board on its status. Presented DOE-sponsored classes on nuclear safety topics and routinely briefed at Energy Facility Contractor Group (EFCOG) meetings. As a DOE Nuclear Safety Office Director for every single nuclear safety policy document, collaborated with DOE O 413.3B predecessors, took classes on the DOE O 413 suite and incorporated relevant content into our DOE Nuclear Facility design documents, such as DOE STD 1189 which addresses the integration of safety into the entire DOE 0 413 project management series.

Site Acquisition Strategy Team (AST) Advisor/Pantex/DOE, Amarillo, TX (Sep 2008-July 2009)

The AST project affected three DOE National Laboratories (Lawrence Livermore, Sandia, and Los Alamos), four production sites (Kansas City, Y-12, Savannah River, Pantex), and a testing facility (Nevada National Security Test Site). The work involved review of DOE, NASA, NRC and private sector design, development and implementation of personnel and nuclear safety standards, requirements, and regulations for design, construction, operations and decommissioning of nuclear facilities. I developed evaluation criteria for improved protection of workers and the public from nuclear hazards. These criteria were then used as part of the overall site rating criteria. Briefings were routinely provided to the NNSA Administrator, his direct reports, and site managers. The team received significant awards and commendations from the NNSA Administrator and other senior DOE officials for the visionary work accomplished. The effort set the stage for how DOE would conduct future procurements.

Manager-Oversight and Assessment/Pantex/DOE, Amarillo, TX (Nov 2007-Sep 2008)

Managed quality assurance, special nuclear materials, industrial hygiene, health physicist, industrial safety, explosive safety, construction safety, fire protection, emergency management, and transportation personnel to ensure overall safety and health (S&H) of Pantex contractor and Federal personnel associated with nuclear safety management programs. The work supplied direction for multiple initiatives involving budgets, Standards Based Compliance and Integrated Safety Management (ISM). Initiated multiple process improvements related to OSHA, DOE, DOT, and State of Texas occupational safety requirements. Initiated improvements in Federal oversight of its contractors and metrics for monitoring performance. Fostered a strong rapport with local and national union leadership. Developed training standards for my staff and mentored them to accomplish the training objectives.
