Quality Reliability Officer

I serve as a Quality Reliability Officer (QRO)/Associate Program Manager for Quality (APMQ) (Electronics/Computer Software/High Speed Communication Switching Systems) and Alaska satellite Telecommunications infrastructure program with the Federal Aviation Administration in Washington D. C. I am responsible for maintaining contractual oversight for all contractors conducting business with the Federal Aviation Administration throughout the United States Guam and Alaska..

My duties include evaluation of highly specialized Quality Assurance Systems. I evaluate the contractors proposed Quality Assurance Program Plans, Quality Control Systems Plans and Computer Software Program Plans for acceptability. I serve as the senior Quality Reliability Expert for multiple FAA programs. I am responsible for exercising final quality assurance authority on the agencies major system acquisitions. I participate in provisioning conferences and contract negotiations as the expert on new equipment, which has not previously been incorporated into the National Airspace System (NAS). I conduct evaluations on both the prime contractor and the major subcontractors who produce systems for the FAA. I have developed and implemented software process systems evaluation and conduct risk management evaluations on a regular basis. I evaluate actual contractual progress against incurred costs to determine a recommendation for approval or disapproval of progress payments. I am required to write progress reports and special reports to inform the procurement team of contract progress. I advise top management personnel on areas of concern to the FAA, such as progress and anticipated slippage in schedules on the various programs. I approve Specification Deviations, Waivers and changes, which do not affect contract price, delivery or end use. As a QRO I posses an extensive background in the areas of policies and procedures, system testing, contract administration, engineering, and program management. I determine manpower requirements and prepare personnel work schedules for various contracts within the State of Florida.

Quality Assurance Specialist Aerospace

I served as a Quality Assurance Specialist (Electronics\Computer Software) and Space Flight vehicle (Space shuttle) program).

As a Quality Assurance Specialist my duties included surveillance of the modification and maintenance/overhaul of highly complex electronic equipment such as Satellite Receiving/Transmitting systems, Laser Processing systems and Computer Software Development. I performed many quality assurance functions at Kennedy Space center and contractor facilities located throughout the USA to assure the outgoing product was in compliance with the contract.

I also performed quality Assurance audits to assure the contractor was performing in accordance with MIL-Q-9858A and NASA quality clauses for a man rated Aircraft and other contractual requirements. I advised the Quality Assurance Representative of any deficiencies in the technical data package and made recommendations for its correction. As a Quality Assurance Specialist I have a broad knowledge of procurement, engineering, production and contract administration. I am skilled at interfacing with contractor personnel at all levels within the management structure.
