Coordinated training and advisory support for the Government of Sudan-Political Parties Affairs Council (PPAC) to regulate political party gender integration. Supported Sudanese Women’s Parliamentary Caucus (SWPC) to strengthen their role in training parliamentarians on gender issues. Partnered with the University of Khartoum Development Studies Research Institute (DSRI) to engage with civil society organizations to promote women’s participation in constitutional reform. Responsible for all project management, concept note preparation, development of knowledge products, and technical advisory and oversight of consultants’ reports. Convened a workshop for academics and practitioners to review a comparative study on gender and constitutional issues to inform the Sudan Constitutional reform process.
Strategy Development. Developed Strategic Program and Theory of Change for UN Women's interventions in Sudan for 2014-2016 in alignment with Global and Regional strategies and Government of Sudan development priorities. Partnership with the UN Country Team (UNCT) and Department of Peacekeeping Operations (DPKO) colleagues to implement UN coherence and joint program approaches. Liaison with UN Women's East and Southern Africa Regional Services Office (ESARO) in Nairobi, Kenya to promote regional initiatives and collaboration on addressing gender equality and women's empowerment as well as social cohesion within the region. Contributed to multi-agency research assessment on HIV/AIDS programming.

Assessment and Country Office Gender Strategy Design. In collaboration with UNDP and the UN Country Team, conducted an assessment of Country Office Operations and Program capacity for gender mainstreaming and gender equality programming in UNDP's largest country program undergoing a major transformation and transition process. The gender equality strategy incorporated a revised Theory of Change to address gender responsive programming for integration within the Governance (Presidential Affairs, Electoral Processes, Local Governance); Rule of Law (Human Rights and Law Enforcement and Paralegal Support); Poverty/Environment; and Gender pillars to enhance program coordination on the Afghan governance and peace transition process.

Somalia Legal Education Advisor - Rule of Law Program (March 2012-January 2013)
Policy and Strategic Advisory Services to Governments of Somaliland, Puntland, and Federal Republic of Somalia. Designed and implemented a justice-wide Training Needs Assessment and establishment of a database of all legal professional and civil service personnel in the justice sector to determine capacity needs and potential interventions for sector strengthening and curriculum development in compliance with the various regional constitutions. Promoted linkages and integration of Rule of Law and Security programmatic approaches in areas of Justice, Community Security, Policing, and Armed Violence Reduction projects. Developed implementation frameworks for Judicial Capacity Building Strategic Work Plans in all three regions of Somalia in close collaboration with the Supreme Court-Office of the Chief Justice, Ministry of Justice, Office of the Attorney General, Universities and Law Clinics and paralegals, justice sector officials, elders, civil service commission, non-governmental organizations and civil society. Provided strategic recommendations on integration of women into the judicial sector, given that there are currently no women judges in Somaliland or Puntland.

Policy Advisory, Strategic and Technical Support to Government of Liberia on Justice, Security, Reconciliation, and Electoral Processes. Provided policy and programmatic assessments as well as strategic advice and development of Theory of Change for justice and security and conflict-sensitive programming to the Office of the Resident Coordinator, UNDP Country Director and, Governance team, and the Government of Liberia. Through delegation by the Deputy Special Representative for the Secretary General (DSRSG)-Rule of Law, led the ‘One-UN’ technical assistance team for design of implementation frameworks for the National Strategic Plan for the Judiciary of Liberia as well as the Ministry of Justice encompassing the Liberian National Police, Bureau of Immigration and Naturalization, Bureau of Corrections and Rehabilitation, Human Rights Unit, and Office of the Solicitor General. Participated in Rule of Law Donor Coordination groups. Represented UNDP at Liberia Governance and Rule of Law Pillar meeting on Liberia’s Poverty Reduction Strategy and decentralization approach. Support to Special Prosecutor’s Office on gender violence cases. Served as interim Project Manager for Support to Election Processes project. Designed strategic and operational conceptual plan for Government of Liberia’s access to justice policy approach to harmonization of statutory and customary law and constitutional reform in dialogue with the Law Reform Commission, Ministry of Internal Affairs, the Ministry of Justice, Judiciary, county level authorities across the country, traditional authorities, civil society actors, and community members. Member of UNDP Senior Management Team. Oversaw the design and development of a Carter Center sub-grant that provided training, mentoring, and implementation of a village-based paralegal and mobile legal support program.
‘Delivering as One’ (DaO) UN Program Support. Member of drafting team for development of Liberia’s Peacebuilding Priority Program for Justice, Security, and Reconciliation that will serve as the UN’s multi-donor funding DaO modality. Led the 2010 Annual Work Planning process under a ‘Delivering as One’ approach for the UNDAF Governance Outcome for Rule of Law with the UN Mission in Liberia (UNMIL) and UNCT. Responsible for the Mid-Term Assessment of the Governance Outcome under the UNDAF and Poverty Reduction Strategy for Liberia. Ensured that human rights-based approaches (HRBA), especially those related to gender and vulnerability, were incorporated into strategic planning, assessments, and implementation frameworks as well as Annual Work plans (AWPs).
UNDP Practice Networks. Participation in Regional Bureau for Africa (RBA) legal practitioner network and presented UNDP’s Access to Justice programs for Liberia and Sudan at June 2010 Legal Practitioners Network conference held in Senegal. Chair of Legal Practice Network Working Group for Legal Aid.
UNDP Knowledge Products. As part of this function, reviewed and edited a UN Office of Drugs and Crime (UNODC) publication entitled ‘Handbook of Promising Practices to Enhance and Strengthen Access to Criminal Legal Aid and Primary Justice Services in Africa and Beyond’ and a publication of the UN Mission in Liberia and OHCHR entitled ‘Rule of Law Indicators in Liberia’. Edited the Joint UNDP-UNICEF-UNIFEM joint study on Informal Justice Systems for BDP’s Democratic Governance Group. From June-October 2010, provided interim management for the Basket Fund Elections Support project, under the leadership of the DSRSG-Governance and Recovery. Provided advisory support to UN Secretary General's Office in New York on Rule of Law and Security approaches.
UNDP – Southern Sudan Regional Office (Juba)
Rule of Law Unit – Senior Advisor/Team Leader-Unit Head (April 2006-August 2009)
Team Leader and Program Management. Provided overall development and management of a multi-million dollar funded Rule of Law program for Southern Sudan (delivery of $20 million in 2009) with a team of over 50 staff using a decentralized approach to support the state and local justice systems; built substantive partnerships with Southern Sudanese stakeholders on decentralized approaches to Rule of Law, Human Rights, Gender, and Access to Justice activities, and identified appropriate UNDP responses to priorities, concerns and needs; provided program assurance and supervision for the assessment, design, implementation and evaluation of the various components of UNDP’s Rule of Law program in Southern Sudan, including: development of Bridging Program; leadership for Governance and Rule of Law sector; preparation of the Common Country Assessment(CCA)/UN Development Assistance Framework (UNDAF)/ Country Program Document (CPD)/Country Program Action Plan (CPAP); Chair of Governance and Rule of Law sector working groups for coordination and UN strategy development with UNCT and UN Mission in Sudan (UNMIS); facilitation of change process towards a Results-Based Management program approach.
Capacity Building Design and Support. UNDP was the key UN body to provide initial recovery support to the newly formed Government of Southern Sudan (GOSS) from 2005 and the team worked closely with the nascent government through a two-pronged approach to address ‘supply’ and ‘demand’ justice imperatives as articulated in the Comprehensive Peace Agreement (CPA). The ‘supply’ strategy focused on institutional capacity development through infrastructure, technical advice (including policy and legislative framework issues), training and operational support to key rule of law actors including the Ministry of Internal Affairs-housing the Police and Prisons Services; Ministry of Legal Affairs and Constitutional Development; the Judiciary; the Southern Sudan Human Rights Commission; and traditional authorities. The ‘demand’ strategy focused on a field-based access to justice initiative including the development of legal advice centres and training of paralegals, provision of community awareness and dialogue on the rule of law, constitutional structures, women’s rights, and human rights, rule of law forum meetings, support to local civil society initiatives including liaison with traditional authorities and customary law issues, psychosocial and victims’ protection, peacebuilding and reconciliation advocacy, and quick impact initiatives. I served on the Board of the University of Juba’s Law Faculty move after decades of operation in Khartoum.
Cross-cutting Linkages. Identification of programmatic linkages across the Governance, HIV/AIDs, and Crisis Prevention and Recovery Units including Community Security and Arms Control (CSAC) and Poverty Reduction. In collaboration with the UN Mission in Sudan (UNMIS), designed and provided oversight for a perceptions survey on community security in Southern Sudan for the SRSG. From 2006-2009, I served as the Co-chair for the annual GOSS Budget Sector Working Group planning process for the rule of law sector and lobbied for inclusion of civil society in decisions regarding sector budget priorities. With UNMIS, UNIFEM, and UNICEF, successfully advocated for establishment of Special Protection Units (SPUs) in police stations as well as a 24-hour police hotline to respond to Sexual and Gender-Based Violence (SGBV) issues and police harassment of women wearing trousers; supported the UNDP Bureau of Crisis Prevention and Response (BCPR) Gender study in Southern Sudan.
Senior Management Team and Resource Mobilization. Member of UNDP Southern Sudan’s senior management team providing leadership in resource mobilization, donor coordination, enhanced delivery of program and operations, capacity development for national staff, etc. Built a solid resource mobilization effort that over a 3-year period increased from annual delivery of US$2 million to US$20 million with qualitative demonstrable results and impact for the sector. Worked closely with all donors including World Bank, Joint Donor Team (Canada, EU, Norway, Denmark, UK), Japan, Sweden, and USAID in Donor Coordination and Technical Working Groups for Governance and Rule of Law.
UNDP Partnerships, Linkages, and Networks. Facilitated linkages to regional partnership collaboration with other countries in East and Southern Africa including Kenya, Tanzania, Ethiopia, Botswana, Namibia, Rwanda, DRC, Burundi, Somalia, South Africa, Mauritius as well as with regional bureaus. Participation in UNDP’s Democracy and Post-Conflict Knowledge Network and Community of Practice-ROL network. Member of University of Juba Law School Establishment Committee.
Knowledge Management. Co-authored a study entitled ‘Rule of Law 8 Lessons Learned: Strengthening the Rule of Law in Conflict and Post-Conflict Situations – UNDP’s Experience in Sudan 2004-2007’. Speaker at OHCHR Conference on Legal Pluralism in 2007 covering the Southern Sudan Constitution and Customary Law resulting in publication of two articles in an editorial compilation entitled In Search of Justice and Peace: Traditional and Informal Justice Systems in Africa, 2010. The articles focused on justice interventions in Somalia and multiple identity issues and the UN Civil and Political Rights treaty.

Rule of Law and Access to Justice Technical Support. Served as the senior technical advisor to the Rule of Law team and to Sudanese partners on strategies for harmonizing customary and state-based legal frameworks in compliance with domestic and international legal standards; established UNDP sub-office in Kassala State and, in partnership with a Sudanese NGO, provided oversight for the formation of a legal aid and referral system that combined paralegal services, a lawyers’ network, awareness raising for communities, and training for rule of law professionals; responsible for capacity building and strengthening of customary courts that provide dispute resolution and decision making for limited cases referred by the formal judiciary; served as the chief advisor to UN partners on human rights, legal aid and capacity building activities including outreach to refugee (Ethiopia/Eritrea) and Internally Displaced Populations (IDPs).
Project Design and Resource Mobilization. Developed project documents and proposals for funding that resulted in the award of $2.2 million for Gender-based Violence focused activities in Darfur.

Human Rights Monitoring and Analysis. Foreign Service Officer with various temporary duty missions. Served as the Protection Officer on Darfur, Sudan with the Disaster Assistance Response Team (DART) through the Office of Foreign Disaster Assistance (OFDA) and the Office of Transition Initiatives (OTI). Duties included assessment and monitoring human rights and protection issues for IDP populations affected by the conflict and humanitarian crisis in Darfur and liaising with UN, INGO, NGO, and civil society actors including the provision of legal assistance and training of paralegals (October 2004 –March 2005). Conducted research on issues related to legal empowerment issues particularly surrounding gender-based violence, customary law, and land rights in the Darfur states. Contributed analysis of the use of rape as a genocidal tactic in Darfur and examined the government’s use of an archaic criminal procedure to withhold legal and medical treatment and prosecute victims of sexual violence.
Program Planning and Strategy Development. With the USAID/Regional Economic Development Services Office (REDSO)/Kenya, provided advisory assistance on the implementation of the Conflict Early Warning and Response Mechanism (CEWARN), a regional, cross-border conflict agreement through the Intergovernmental Authority on Development (IGAD); drafted various contracting instruments; provided technical advice on implementation of conflict management strategy to USAID/REDSO Mission in Nairobi, Kenya (June through September 2004); worked with USAID contractor on implementation of conflict/rural development program; served on a technical review committee for access to justice and paralegal training program for USAID/Malawi; and developed procurement documents for Community Development and Reconciliation for Democracy/Governance program of the USAID/Rwanda mission; integration of gender issues into all conflict-related programming; received training and certification in financial management, contract and grants management and supervision courses, and PAL (Planning, Achieving, and Learning) for evaluation of results-based management.

Developed programmatic focus in the areas of democratization, civil society development, human rights education, and legal rights advocacy incorporating national constitutions, customary legal mechanisms, religious law, and international legal frameworks. Brought together diverse sectors of civil society and government to promote democratization and peace in communities that experienced dislocation due to civil conflict and are attempting to rebuild their lives within the framework of democratic transition.
