PROFESSIONAL PROFILE

Chemical engineer graduated in Venezuela from Universidad del Zulia (LUZ) in 1974. Thirty years experience in the Refining Industry starting as a process engineer at El Palito refinery in 1975 (Mobil Oil Co.). Relevant experience is in the area of Conversion units: Fluid Catalytic Cracking, HF Alkylation, Sulfur plant, Merox and Amine treatment plants. He has worked at both El Palito and Puerto La Cruz PDVSA refineries. He has participated in basic and detail engineering projects for the industry, worked as start-up engineer, process engineering Supervisor, Operation Superintendent, technologies selection project team leader, project advisor. He had the opportunity to be resident engineer at Foster Wheeler offices assigned to El Palito expansion project (ELPAEX). New Jersey-USA. Trained in FCC unit operation at Barrancabermeja refinery - Colombia. Select the technologies for a new project Nueva Refinería de Oriente (NRO) at Fluor Daniels offices. Houston, USA., resident engineer at IFP offices monitoring basic engineering NRO project (HDT gasoline, HDT distillates, catalytic reforming, Butanes Selective Hydrogenation). Paris, France. Retired from PDVSA in year 2000. As Process and Operation advisor for Refineries he has participated in different activities (occasional consulting jobs related with organization and operational procedures, support to startup activities of a new refinery, project advisor).

WORK EXPERIENCE

• CDM Technical Reviewer (part time)

ICONTEC – Colombia (Dec. 2011 – Present)

Duties and responsibilities:

To carry out, as Hydrocarbon expert, the validation, verification and certification audits of CDM (Clean Development Mechanism) project activities. The CDM allows emission-reduction projects in developing countries to earn certified emission reduction (CER) credits, equivalent to tonnes of CO2. These CERs can be traded and sold, and used by industrialized countries to a meet a part of their emission reduction targets of green house gases (GHG) under the Kyoto Protocol.

Duties and responsibilities:

Resident engineer at Fluor Daniels offices in Houston, Tx. USA. To select the licences for seventeen (17) processes subject to licence considered in the NRO Project. Sisty nine (69) licensors contacted.

Preparation of long lists, short lists, preparation and revisión of confidential agreements. Final selection.

Duties and responsibilities:

Manage technical assistance to different process plants of Puerto La Cruz and San Roque refineries. Technical support to FCC revamp start-up team. Supervision of some engineering projects as: humidity control in Alky unit, improvements to FCC fluidization system, storage of olefins during Alky shut down, crude unit heaters evaluation. Panelist at First Technical and Operational meeting of Venezuelan Petroleum Industry organized by Intevep in the area of Catalytic Cracking (1991)
