PROFESSIONAL PROFILE
Chemical engineer graduated in Venezuela from Universidad del Zulia (LUZ) in 1974. Thirty years experience in the Refining Industry starting as a process engineer at El Palito refinery in 1975 (Mobil Oil Co.). Relevant experience is in the area of Conversion units: Fluid Catalytic Cracking, HF Alkylation, Sulfur plant, Merox and Amine treatment plants. He has worked at both El Palito and Puerto La Cruz PDVSA refineries. He has participated in basic and detail engineering projects for the industry, worked as start-up engineer, process engineering Supervisor, Operation Superintendent, technologies selection project team leader, project advisor. He had the opportunity to be resident engineer at Foster Wheeler offices assigned to El Palito expansion project (ELPAEX). New Jersey-USA. Trained in FCC unit operation at Barrancabermeja refinery - Colombia. Select the technologies for a new project Nueva Refinería de Oriente (NRO) at Fluor Daniels offices. Houston, USA., resident engineer at IFP offices monitoring basic engineering NRO project (HDT gasoline, HDT distillates, catalytic reforming, Butanes Selective Hydrogenation). Paris, France. Retired from PDVSA in year 2000. As Process and Operation advisor for Refineries he has participated in different activities (occasional consulting jobs related with organization and operational procedures, support to startup activities of a new refinery, project advisor).

Duties and responsibilities:
To carry out, as Hydrocarbon expert, the validation, verification and certification audits of CDM (Clean Development Mechanism) project activities. The CDM allows emission-reduction projects in developing countries to earn certified emission reduction (CER) credits, equivalent to tonnes of CO2. These CERs can be traded and sold, and used by industrialized countries to a meet a part of their emission reduction targets of green house gases (GHG) under the Kyoto Protocol.
