GENERAL BACKGROUND:
Extensive experience as a Contracting/Grant Officer and as a Project Manager. Retired as a Foreign Service Supervisory Contracting Officer in September 2003 (United States Agency for International Development(USAID)) which is a federal agency under the U.S. Department of State. After retirement, accepted a position as Team Leader in procurement at Los Alamos National Laboratory(LANL) and left LANL in early 2006 to begin a career as a Realtor in Virginia. Currently seeking employment while living in my home state of New Mexico.
I have over 20 years of experience working for the federal government and seven working in the Private Sector. I served approximately 10 years as Project Manager designing and managing Rural Development Projects. I also have approximately 12 years of experience as a procurement Officer handling both Contracts and Grants (i.e., cradle to grave). While serving as a Foreign Service Officer, consultant and Peace Corps Volunteer, I worked extensively in Latin America and now speak both Spanish and English fluently. I have also gained limited language abilities in French.
I held a US$5,000,000 warrant for both contracts and grants and handled grant (70%) and contract (30%) award actions from cradle to grave while serving with USAID. There I held a diplomatic passport and a top secret security clearance while employed. During August 2005 my clearance was renewed by DOE while employed by LANL. I held a $1,000,000 warrant for contracts while employed at LANL. In February 2009 my security clearance was reciprocated by the Department of Veterans Affairs.

I held a non-supervisory senior procurement officer responsible for procurements over $100,000 for services, software, and fabrications. Our team (one of seven teams) completed over 27% of the procurement actions completed at LANL during 2005. I became adept at utilization of LANL’s electronic purchasing and payment system. Responsibilities have included handling of multimillion dollar Indefinate Delivery Indefinate Quantity Task Order Contracts as well as a myriad of acquisitions under the simplified acquisition threshold. Responsible for on-site maintenance contracts which require diligence with regard to ensuring contractor’s follow LANL’s quality assurance, safety, security and insurance requirements.

Supervisory position responsible for two procurement teams. One team was composed of 10 individuals who handled over 20 JIT Awards with well over $150 million dollar value and the second team was an Express Small Purchase Team composed of 22 staff members who processed over 10,000 simplified acquisitions (i.e., Purchase Orders) during CY03-04. Participated as a line supervisor in management’s reorganization of LANL’s procurement staff composed of over 150 staff members. This required evaluation of all my staff, recommending placement in various buyer’s teams and voting (i.e., deciding) on supervisors’ recommendations.

As a warranted Contracting Officer I managed a branch in USAID’s Office of Procurement providing worldwide support (i.e., in both assistance and acquisition) in the areas of Agriculture and Democracy and Governance. Branch was also responsible for USAID's contract portfolio which provided training for USAID staff with a portfolio exceeded $800 million. I supervised up to five (5) GS-13 Contracting Officers. I held a US$5 million dollar warrant for both contracts and grants. Branch was responsible for administration of Contract, Grant, Cooperative Agreement, RSSA and PASA awards from cradle to grave. In addition to supervision I also handled my own procurement actions.

I served as an Acting Supervisory Contracting Officer coving the West African countries of Senegal, Benin and Cotonou.
Due to vacant Supervisory position served as the Acting Supervisory Regional Contracting Officer responsible for over US$40 million dollars of acquisitions action undertaken by USAID in West African countries for projects directed at low-income families. I supervised one USPSC, and six Foreign Service Nationals. Regional counties supported were Senegal, Benin, Guinea and Ivory Coast. Actual acquisition and assistance portfolio is over US$100,000,000. Developed a FY 2000 and 2001 annual procurement plan for the aforementioned USAID missions and ensured all procurement were completed as planned for FY 2000. Deputy Supervisory Contracting Officer (Regional Bolivia, Brazil and Paraguay)
Responsible for US$20 million dollars of acquisitions undertaken by USAID
in three over countries, Bolivia, Brazil and Paraguay. I supervised of five Foreign Service Nationals. In addition to duties as Deputy Regional Contracting Officer I periodically served as the Regional Contracting Office Chief and also as the Supervisory Executive Officer. As the Executive Officer I was responsible for ensuring all job descriptions were in compliance with federal regulations. Served on selection committees and ensured that selection criteria was established and adhered to during selection process. I was responsible for award actions for both acquisition and assistance instruments from cradle to grave. Contracts and grants were directed at the poor in these countries. Actual dollar amount of award portfolio was over US$80 million. Developed training for PVOs on USAID’s assistance procedures and rules and regulations which PVO’s were required to observe.

Managed four Mission projects including the Mission's second largest (US$ 52 million) and most complex project (seven implementing Guatemalan governmental agencies and a 12 member U.S.D.A. technical assistance team) Small Farmer (i.e., low-income) Diversifications Systems Project.
Responsible for project management of two Cooperative Agreements (AIFLD) Agricultural Production and Marketing Project and CLUSA Dairy Development Project an Operational Program Grant; CARE Cardamom Project; and a Limited Scope Grant Agreement providing logistical support for the Guatemalan Medfly Environmental Impact Assessment (EIA).
I served as the Mission's Environmental Officer responsible for assuring that rural development projects and activities were in compliance with AID Environmental Regulations. Responsible for the conceptualization and ensuring the completion of an Environmental Assessment on six ongoing agricultural projects under one awarded contract (Use of PL480 for Medfly Eradication, Screwworm Eradication, Highlands Agricultural Development Project, and Pesticide Use in three other Agricultural Projects). This was the first time in USAID that a single EA on pesticide use was undertaken on a Mission's entire agricultural portfolio. I was also responsible for developing a seminar on pesticide use and Integrated Pest Management training for all Mission Agricultural Officers and USAID Ag Officers in Central American countries.
Other experience in environmental activities include the development and management of: an assessment of Biodiversity and Tropical Forests in Guatemala; training NGOs in grantsmanship and negotiation; elaboration of a Wildlife and Park Guard Manual for training Park Guard Trainers of Guatemala's protected areas and used in training Park Guards in five protected areas; and the study of a tropical forest's renewable resource, the chamaedorea ('xate') palm.
Under a Dairy Development Project in which 800 metric tons of Non-Fat Dry Milk was utilized, gained experience in monetization of PL-480 Title 416 resources.

Duties included: hiring, training, supervision and evaluation of staff; forming an advisory group consisting of community leader and area agency representatives (e.g. State Planning, Council of Government, etc.) to provide periodic review of project progress; drafting, field testing, and compiling survey results; reviewing prior and current economic development plans; and administrative reporting. Work resulted in the development of an area assistance development plan. Programs contemplated related to small scale agricultural development and a rural housing solar retrofit business.
4/1979 - 10/1979, American Institute for Free Labor Development, Washington D.C. Program Reviewer/Developer (Guatemala)
Responsible for evaluation of five National 'Campesino' (i.e., rural small, low-income rural farmers) Organizations in Guatemala as to their administrative controls on their credit portfolio, personnel, affiliate groups organizational level, training needs and viability for future investments in agricultural credit. I was responsible for setting up an agricultural loan fund for a national 'campesino' organization, 'Confederacion Nacional Campesina'.
Designed and implemented a system used to disburse and recuperate these monies. Trained board of directors (4), field personnel (8), and rural leaders (50) in their responsibilities in the credit system designed. I drafted a proposal for an Operational Project Grant requesting U.S. $430,000 to establish a legal assistance program aimed at securing land titles and ultimately credit for low-income rural groups. This rural “land titling” concept became a central part of the land reform program in El Salvador carried out by AIFLD during the 1980s.

Conducted internal evaluations and reviews of program activities of project directed at low-income/poor, farmers in order to develop and make overall assessments of the 's program in three geographical areas. Two of these reviews each required over six months of field research.
During this time, attended five-to-ten agricultural association meetings weekly, designed questionnaires, and utilized various techniques in order to assess the associations' administrative capabilities, technological level used in managing funded projects, and groups' adherence to parliamentary procedure. In addition, spent considerable time with FDD personnel in order to observe small farmer associations and evaluate their work plans, administrative systems, and problem solving techniques.

I am a fifth generation, native New Mexican and have lived extensively in various third world countries.
