CAREER SUMMARY

Environmental (Earth) scientist with 16-plus years of experience and specialization in environmental science

& engineering-based work (predominantly focused on soils and hydrology) involving the direct management of more than 100 regulatory-based water projects for the State of California, in Alaska and Hawaii as a private environmental science contractor, and also at NASA Goddard Space Flight Center in the Earth and Space Science Directorates where I worked as a key contractor on multiple major Congressional funded programs. While working at NASA I was assigned specific work tasks in three project science offices on three distinct programs: NASA’s Mission to Planet Earth/EOS Satellite Project Suite (renamed Earth System Science Enterprise after the 1990s), the National Space Science Data Center and educating the global population about the international GLOBE Soils Education Program. I also have earned work experience and retirement benefits as a federal civil servant, working for the U.S. Department of Defense, the USDA Bioscience Service Center, and the IRS.

I am detail oriented and I do not lose sight of the 'big picture'. I am a positively driven solution-oriented professional with substantial record of performance involving high-profile and strategic projects encompassing global, national, regional, and local issues often involving environmental policy and protection issues and associated analyses of data and information pertaining to natural environments. My work over the years has developed into assessing both environmental quality and degradation issues and remediation approaches, as well as the social implications of environmental impacts to come to important conclusive decisions to aid the global population, whether they be popular to those in office not interested in caring about the global population and the health and well-being of our planet. Throughout my work history I have effectively led both small and large groups to complete work products and associated environmental and engineering assessments and involving statewide and global initiatives. I have consistently been a willing collaborator and in doing so I have had the pleasure to work with multiple stakeholders of technical, managerial, legal, educational, and financial sectors to achieve high-profile organizational objectives and come to realistic solutions. Working with integrity and operating from a base of truth is highly important to me, as is focusing on quality. To help in achieving a more balanced society, and environment, I started a cutting-edge communications business in 2011. I provide pertinent insight, based upon decades of experiences, in order to mitigate and improve upon practices (and associated programmatic thought) that is not truly of realistic benefit to society as a collective whole, nor to the natural environment. NEW WORLD COMMUNICATIONS, LLC November 2011-Present Founder & Director

• I launched and managing/marketing a cutting-edge science-society and spirituality-based communications business. I developed multiple educational endeavors and associated components of these endeavors, predominantly through social media, to address important environmental issues & needs of US citizenry, especially vulnerable children/youth, women, seniors, exploited Veterans and also animals, in order to improve the health and welfare of the collective whole and better protect the natural environment. GOVERNMENT & PRIVATE SECTOR EMPLOYMENT EXPERIENCE

DEPARTMENT OF WATER RESOURCES (DWR) – Sacramento, CA March 2009-February 2011 Environmental Scientist & Project Manager

• Facilitated and implemented Integrated Regional Water Management (IRWM) Program activities, plans, and policies.

• Administered Proposition 84 and a portion of 1E grant monies earmarked for Regional Water Management of water supply, water quality, safe drinking water, flood protection and control, and river and coastal protection projects in CA.

• Managed 24 multi-million-dollar Proposition 50 grant-funded water projects in San Francisco Bay Area and North Coast Regions. Prepared additional grant agreements for IRWMP funded projects, including for disadvantaged communities.

• Managed the timed review and coordination of more than 46 Region submission packages and associated communications with regional representatives, DWR staff/management, and State Water Resources Control Board/Regional Water Board representatives to aid the 46 California regions in securing bond funds to build water conveyance systems and improve existing infrastructure community by community, and watershed planning projects to aid in the protection of California's natural ecosystem.

• Created, distributed, tracked, and evaluated region acceptance materials for public notice and grant award purposes, working nearly continuous overtime at the Department, essentially from 2009 to 2011.

• Collaborated with several state agencies and served as technical expert on multi an inter-agency Strategic Growth Committee in Sacramento.

• Conducted final inspections with staff of recycled water and de-mineralization plant projects. Achievements:

I managed more than 70 water use and efficiency and 25 integrated water management grant projects and affiliated grantees including working directly with water districts, community service districts and irrigation districts throughout California, with projects totaling nearly $55M in bond funding, and under purview and scrutiny of CA legislators. I managed demanding, time sensitive, wide-reaching communication and coordination of high profile IRWM Region Acceptance Process (RAP) activities from April - September 2009.

ATKINS NORTH AMERICA (formerly PBS&J Consulting) – CA & CO December 2006-May 2008 Senior Environmental Scientist - Water Resources

• Reviewed and analyzed environmental documents and supporting technical documents to assess project compliance with federal and California environmental regulations (CEQA and NEPA).

• Served as Deputy Project Manager on multiple environmental management and assessment projects.

• Analyzed multiple environmental impact issues, developed mitigation measures, and provided California Environmental Quality Act (CEQA) regulatory compliance guidance. Achievements:

I conducted analysis of and provided professional opinion to clients and management regarding complex projects, potential environmental impacts, and environmental regulatory compliance requirements for California, Arizona, and Hawaii aquifer, wastewater treatment plant, water quality, potable water, oil, mining, air quality, and water right permit projects. I prepared CEQA section for several proposed development projects and water projects, and state levee data collection analysis efforts. I populated high-profile levee database and coordinated effort with Certified Flood Managers and GIS professional staff for flood protection assessment, planning, and improvement purposes in California, and for use in United States nationwide levee risk assessment database. • I analyzed complex public water projects involving large water purveyors and more simplified private water projects in specific California regions/locations, including those with Underground Storage Tank

(UST) leaks.

• Assessed adequacy of project related CEQA and NEPA documents and supporting technical and legal documentation in conjunction with California water right laws, and applications for water right permits

(gravel mining, vineyards, water agency plans, city conveyance systems, ranches) throughout CA.

• Ensured proposed projects met regulatory environmental compliance of CA Water Code, California’s PorterCologne Water Quality Control Act, and State Water Resources Control Board water right regulations, and federal Clean Water Act regulations.

• Conducted investigations of underground storage tank leaks and developed conceptual site models of hydrocarbon constituent concentrations such as benzene, toluene, ethyl benzene and xylene and their plume migration in soils and groundwater below ground surface.

• Provided analysis to upper management for regulatory compliance and enforcement of the California Water Code, California’s Porter-Cologne Water Quality Control Act regulation, the State Water Resources Control Board Basin Plans and regulations and associated federal Clean Water Act regulations. Achievements as an Environmental Scientist:

I served as lead investigator and author of Sacramento urban creeks organophosphorus pesticide (OP) TMDL Report and associated 2001-2003 water quality monitoring reports for U.S. EPA and State Water Resources Control Board approval and implementation. I conducted underground storage tank site investigations, and Total Maximum Daily Load (TMDL) development, implementation, and associated water quality sampling and data analysis of pesticide contamination of urban water bodies. The U.S. Environmental Protection Agency (U.S. EPA) and State Water Resources Control Board adopted this pesticide TMDL, and it was implemented through the federal NPDES Permit Program in 2004. I managed and conducted surface water quality research and data analysis. I reviewed and assessed water chemistry reports and pesticide registrations through U.S. EPA in relation to regulatory compliance water quality standards. Developed and executed rain and creek monitoring plans.

I was involved in hiring of and management of California State University staff and University of California Davis technical personnel on Central Valley water quality sampling efforts. NASA GODDARD SPACE FLIGHT CENTER (Hughes/Raytheon STX Corp.)–Greenbelt, MD Feb. 1991 – September 1998

• I developed components of and promoted environmental education programs tailored to national and international K-12 teachers and students and the general public; endorsed and educated national and international students and teachers on specific protocols in association with Global Observations to Benefit the Environment (GLOBE) International Environmental Science Program supported by National Science Foundation, the National Center for Atmospheric Research, NOAA, and White House representatives.

• Traveled within United States and coordinated directly with GLOBE Headquarters to discuss with its leaders the educational goals to benefit the general public as well as K-12 teachers and their engaged students. Many international affiliates (over 50 nations) were participating in various GLOBE Program opportunities with the priority of ensuring that youth become more involved in science, engineering, and math, as well as observational skills in their part of the world, observing environmental conditions and associated changes in their microcosm of life.

• Developed soil protocols on bulk density, characterization, and fertility, and created and launched internet web site pages used to instruct K-12 science teachers and students about soils, soils protocols, and GLOBE.

• Self-taught HTML in order to create NASA Soils Science Education website for K-12 teachers and students, and the general public, through published soils science pages I predominantly created with assistance to ensure their presence and relevance on the “World Wide Web”.
