The Weapons of Mass Destruction (WMD) mission set is critical to the Federal Bureau of Investigation (FBI) and provides a centralized capability to coordinate activities across the FBI and with other Federal departments and agencies to ensure the security of the American people. As a Management Program Analyst (MPA) the for WMD Directorate, Executive Strategy Unit, I provided Knowledge Management and Strategic Communication Support - provided Manage and implement the directorate’s strategic communications plan, to include consistent and frequent messaging to WMDD employees and stakeholders. Wrote, edited and consolidated internal and external documents as requested, to include articles, memos, and positive mission statements. Coordinate with Knowledge Management personnel as well as the FBI communications staff in the National Security Branch and Office of Public Affairs as requested. Senior Strategic Planner charged with developing and writing the strategic plan for the Identity Resolutions Exploitation Management System (IREMS) in addition to writing and developing the Exploitation Coordination Cell (ECC) concept/implementation plan. As the senior strategic planner I lead team of two other seasoned strategic planners in acquiring an in-depth understanding of the decision maker’s vision for INTEL-at-large (the Army Chief of Staff Intelligence/HQDA G-2). This includes decomposing these visions, establishing and assessing Operation Intelligence criteria in order to determine the potential contributions of C-IED/TECHINT QRC, IREMS and HQDA G-38 investment capabilities. Inclusive in the IREMS Strategic Plan are the mission, vision, values and goals, gap analysis, objectives, strategies and initiatives, five year roadmap, lines of effort and timelines and resources. The ECC was the vehicle identified by the Department of the Army G-2 and G-38 to fill the critical capability gap of an organization that does Operation and Intelligence Convergence in the arena of Counter-IED, network engagement, and Phase 0 Operations. As such I am charged with researching, analysis of requirements, developing, writing and implementing the ECC Concept/ Implementation Plan over an 18 month timeline. * IREMS – Cloud based Enterprise-of-Enterprise solution for Identity Superiority for the Army. Identity Superiority for this purpose includes Counter-Improvised Explosive Devices (C-IED), Weapons Technology Intelligence (WTI), Technical Intelligence (TECHINT), Forensics, and Biometrics.

The Total Army Analysis is a phased force structure analysis process. It examines the projected Army force from both qualitative and quantitative perspectives. As the TAA (SME) for the Army Facilities Components System (AFCS), I serve as the liaison between Headquarters Department of Army Office of Chief of Engineers guidance and the Army’s planning and program building processes, balancing the Army’s force structure requirements against available and resources. AFCS is the Army Chief of Engineers component chartered to prepare and maintain engineer designs, standard drawings, standard construction specs, bills of materials and construction planning guides for the various facilities, structures, and utilities. Additionally AFCS is chartered to help develop operational standards and design data for facilities, structures, and engineering services by the other services i.e the Navy, Air Force, Marines and Special Forces. Example of these facilities and structure are the base camps presently used in the Iraq and Afghanistan Theater of Operation today which include mature electric grids and petroleum base on the need of the force in place. As the TAA (SME) I insured that AFCS planned and execute plans to mitigate and defend against the latest imminent threats; IED’s, CBRN and WMD. AFCS is continuously sharing and receiving designs and information from the other services and COCOMs. The Theater Army Construction Automated Planning System (TACAPS) is the automated tool developed for use by AFCS. It is an interactive unclassified system which allows planners to roll-up facilities, bill of materials and construction man-hours for each construction mission. However TACAPS is not compatible with the others services like systems. I have designed and share designs, schematics and AFCS information using SharePoint. AFCS has sites in various states and theaters; example Training, Fort Leonard Wood, Mo, Architectural Design and Configuration Management, Winchester, Va, and Administration HQDA OCE, Pentagon, D.C.. SharePoint allowed me to consolidate and design templates, create web applications, design sites, share and collaborate data and resolve and mitigate the various software differences between services and other agencies, set up annual conferences and quarterly meeting (stationed or virtual) and provide all player to operate on a common system. AFCS IT Systems: Microsoft Office, TACAPS and SharePoint.

Strategic Mobility Planner 10/2008 – 10/2010

Serve as staff action officer and Army representative for matters pertaining to strategic mobility planning and integration. Provided the analysis of strategic mobility plans, policies, and programs in order to establish and support the Army Staff position on strategic and operational mobility issues.

Review and analyze Joint and DOD strategic planning documents and formulate Chief of Staff, Army (CSA) positions on strategic mobility and deplorability programs. Analyze and investigate Air Force and Navy plans relating to strategic mobility assets, evaluates assumptions and conclusions and determines the impact of such plans on Army planning and programs based on knowledge of military strategic mobility, planning and logistics concepts, national security objectives, distribution logistics and force structure additionally. Participate in the Planning, Programming, Budgeting and Execution System and provide mobility related input to Army and DOD strategic planning documents. Synchronize mobility programs with the Army modular modernization efforts. Ensure that the Army warfighting capabilities and service-unique perspectives, concerns and priorities are reflected in Joint and Army forums and activities such as the QDR, Mobility Capability Studies, and the Army Power Projection Program. Serve as the Army’s Subject Matter Expert (SME) on the High Speed Sealift and intra-theater sealift to include articulating the Army’s mobility needs for the 2012-2024 timeframe, and develop policy guidance for strategic sealift and airlift for the Army. Coordinated the Army strategic mobility position for inclusion in Army strategic documents such as the Army Plan, Defense Planning Guidance and the National Military strategy. Develop and implemented the HQDA G-3/5/7 SSW War Plans input in recurring policy documents such as the Quadrennial Review, Mobility Requirements studies and national Defense panel reports. Evaluate and verify internal systems and procedures for carrying out administrative functions, meet the requirements of balancing cost, benefits, productivity, and effectiveness (Cost Benefit Analysis). Prepare written responses, staffing actions and briefings for the senior leadership at the highest levels of the U.S Government (HASC) and the Department of the Army to include subordinate Commands (Army Commands, Army Service Component Commands and Direct Reporting Units) and be prepared to brief on order.

Developed the requirements for the engineering, implanted the integration and validation of all APAAS software and developmental releases. Ensured the Department of the Army HQDA, G-1, communicated consistently with our SPAWAR partners regarding overall APAAS project requirement and development status. Developed the Army forecasted Program Objective Memorandum (POM) five year budget plans for APAAS software and hardware developmental life cycle. Conducted research and development of the Army Personnel Accountability and Assessment System Concept of Operation (CONOPS/APAAS)

Coordinated system requirements between Headquarters Department of the Army Staff, G-1, Joint Staff, The Office of the Secretary of Defense, Chief Information Office, G-6 and the civilian contractor to develop the implementation plan to bring APAAS online for an Initial Operational Capability (IOC) within 60 days and Full Operational Capability (FOC) within 12 months as required by the Department of the Army 3001.DODI.

Mobilization Branch Chief 12/2004 - 06/2007

OCAR subject matter expert on all mobilization matters to include plans and policies.

Primary advisor and SME to the Chief Army Reserves (CAR), on mobilization, demobilization and the Title 10 laws that govern both actions. As the SME I provided the OCAR staff and the Commanding General factual analysis and evaluations reference mobilization requirements, laws and policies in preparation for all testimony to Congress and to the Commission for National Guard and Reserve affairs. Continuously provided information and changes to the Army Reserve senior leadership supporting mobilization law and policies necessary to implement ARFORGEN. Monitored and when necessary arbitrated the smooth mobilization/demobilization of units and Reserve Soldiers in Operations Enduring Freedom and Iraqi Freedom. Serve as the OCAR Command representative at FORSCOM twice yearly sourcing and training conferences to ensure and mitigate Army Reserve equities are properly represented. Supervised and mentored a small staff of three field grade officers to include preparing their evaluations, awards and scheduling.

Mobilization Branch Chief 11/2001 - 12/2004

HQDA G-3/5/7, DAMO-ODM Pentagon, Washington DC

Executed for HQDA, the Department of the Army mobilization laws (Title 10 12302 Partial Mobilization, 12301 Contingency Activation), and policies in support of the Global War on Terrorism (GWOT) and Presidential Reserve Call-up (PRC). Supervised and mentored a staff of ten field grade officers in 24 hours 7 days work schedule in the Department of the Army Operations Center (Crisis Action Team) immediately after 9-11 to include preparing their evaluations, awards and scheduling. Responsible for the coordination of the mobilization and demobilization of all Army Reserve and National Guard Component Soldiers and Units world-wide in support of the Global War on Terrorism (GWOT) and the on-going Presidential Reserve Call-up (PRC) in Bosnia and Kosovo. Represented the Department of the Army, Army Operation Center/ Crisis Action Team (AOC/CAT) G-3/Operations senior leadership in all mobilization request and planning actions; to include briefing the Assistant Secretary of the Army, Manpower and Reserves (ASA M&RA), and the Undersecretary of Defense (Dr. Chu) on the mobilization and limitations placed on specific Army Reserve and National Guard units and Soldiers especially those units and Soldiers that are red-lined due to mobilization time constraints. In addition to the mobilization of over 200,000 Army Reserve and National Guard Soldiers and Units in support of GWOT, the Mobilization Branch at request of G-3 Senior Leadership; developed and implemented two critical mobilization information systems, the Mobilization and Deployment Information System (MDIS) and the Department of the Army Mobilization Processing System (DAMPS). These two systems have reduced the time required to process a mobilization order by half and allowed the Mobilization Branch to reduce staff by five Soldiers; MDIS and DAMPS are now the backbone of mobilization information depository and the efficient processing of mobilization orders, amendments and de-mobilization orders.
