PROFESSIONAL EXPERIENCE
Senior Consultant: Capture& Program Management, LLC Orlando, FL 2005 to Present
•Consult with various DOD contractors (customers) in the review and interpretation of RFP’s and SOW’s that the customer chose to deliver a quote/proposal.
•Learned each company’s goals and mission statements in order to prepare or assist in preparing a well-defined proposal with Master Program Schedule and manpower requirements.
•Also supported additional proposal changes due to Customer inputs and assisted in BAFO’s. Currently have a 76% win rate.
•Contract wins range from 800k T&M to multi-million FFP production contracts.
•Led or participated in Red Team reviews.
•Proposed various IPT needs and team members.
•Assisted in locating quality subcontractors, vendors and offsite properties if required.

Senior Program Manager: DEI Corporation Winter Park, FL 2003 to 2005
•Managed a team of up to 28 personnel, 12 sub-contractors and numerous vendors in the design, build, test, delivery and maintenance of the Black Hawk Avionics Trainer.
•Oversee software and hardware builds and configuration changes. Assisted in the development of fault insertions, training documents and drawing packages

Director of Test and Simulation: AT&T Ground Systems Orlando, FL 2002 to 2003
•New product to simulate ground fire given and received by field troops, howitzers, HUMVEEs and Abrams Tanks.
•All training performed at Ft Irwin in the Mojave dessert.
•Ensure fire systems would be equal to or better than the present system presently in service.
•Team with customers to define special product-development specifications and translate customer needs into product-line extensions.
•Worked hand in hand with Army and Marine Corps personnel to obtain their inputs constantly to make sure the product would survive in the field and support their training needs.
•Supported logistics personnel in the creation of the RSPL, GFE management process and shipping and receiving procedures.
•Produced SOWs for all major sub-contractors and managed their progress and expenditures.
•Became very familiar with OCONUS site set ups and various currency considerations.

Senior Program Manager: L3 Communications Orlando, FL 1990 to 2002
•Managed two major programs. One for US Navy and one for selected National Guard sites.
•First program was MK 48 ADCAP torpedo. This product had tactical and exercise configurations plus all the ancillary test equipment. With two deputy PM’s, managed a multi-million nine year program from RFP to contract close out.
•This program ran from the ADM phase through full rate production including a complete environmental program and setting up CONUS & OCONUS offsite facilities.
•Contract funding types were CPFF at start to FPFI in production.
•Managed program via Master Program Scheduling using CPI and SPI controls.
•Enabled 35% cost reduction by leading hardware/software configuration changes due to ECPs or customer requests with a cost control process that later became company SOP.
•Worked closely with contract personnel in the understanding and application of the contract and FAR/DFAR requirements.
•Second program was a National Guard program requiring design, delivery and maintenance of the Paladin Howitzer crew trainer for Customer selected National Guard sites
•Again, this program was managed from RFP to close out
•During this Program, my team received the highest CPAR rating ever given at that time by STRICOM. (now called PEO/STRI)
