Joyce Kirk is an accomplished, professional International Emergency Management (EM) Subject Matter Expert, who holds the highest internationally recognized credentials available within the Emergency Management industry; to include the venerated Certified Emergency Manager (CEM ®) credential. Supporting those accreditations, is almost two decades of extensive operational (autonomous-entity, and joint-entity) field response experience. Ms. Kirk possesses first-hand Command and Control expertise executed within all echelons of United States (US) Government, to include the Department of Defense (DOD), the US Intelligence Community, Department of Homeland Security

(DHS), individually, all branches of the US Military, many diverse, public and private sector establishments, as well as Non-Governmental Organizations (NGO’s) spread across numerous continents globally.

Ms. Kirk remains active in her seventeen (17) year career with the Department of Health and Human Services (HHS), deploying to the field at the direction of HHS, as a Disaster Response Specialist (reservist capacity). An abbreviated list of national disasters and National Special Security Events (NSSE’s) responded to include Hurricanes Katrina, Rita, Wilma, Irma, Gustav, Harvey, Sandy, and most recently returned from a month of field duty as Command Staff on behalf of HHS in the aftermath of Hurricanes Maria and Irma in devastated Puerto Rico. Ms. Kirk was chosen to be part of a small group of hand-picked experts to comprise the HHS Emergency Management Group (EMG) and deployed at the discretion of HHS to Washington, D.C. to monitor, plan, prepare, and manage strategically prepositioned disaster response teams during high-threat potential occasions (NSSE’s) such as the Obama Administration Inauguration, Obama Joint Address to Congress, District of Columbia Fourth (4th) of July celebration, and many more. Ms. Kirk is distinguished in her creative, realistic, and measurable strategies during disaster exercising. National Geospatial Intelligence (NGA) requested Ms. Kirk direct their participation in the National Level Exercise (NLE) focused on earthquake preparedness, response, mitigation, resiliency and recovery; the Department of Navy requested Ms. Kirk develop, execute and oversee objective evaluation of the largest multi-agency, joint – military/public/private interface full-scale exercise in the District of Columbia (DC) area, the annual Collaborative Multi-Agency Exercise (CMAX) on numerous occasions. Ms. Kirk holds a coveted position on the Transportation Research Board (TRB) of the National Academies Subcommittee on Aviation Security and Emergency Management

Executing volunteer tasks is conducted in tandem with being a Department of Homeland Security (DHS) Train-the- Trainer/Instructor of the DOD mandated Homeland Security Exercise and Evaluation Program (HSEEP) and is a Federal Emergency Management Agency (FEMA) certified United States (US) Master Exercise Practitioner’s (MEP). Ms. Kirk was invited and accepted to the exclusive Society for International Business Fellows (SIBF) and went on to become a sitting Board Member. With no marketing or advertising conducted, Ms. Kirk began and grew her eight (8) year old company, with unmatched passion for her profession and gaining years of experience as a Defense Contractor working with DOD, other US Government entities and public and private corporations. Prominent current clients include a large number of major oil and gas companies globally, and partnered US allied NATO governments, which have taken Ms. Kirk to numerous international locations. Ms. Kirk specializes in working with government dignitaries, large corporation C-Level Executives, top military, law enforcement, and response authorities of every stratum to deliver FEMA/DHS credentialed training, design and execute complex exercises to evaluate capabilities, expose threats and risks, develop and implement mitigation strategies, consult on or author, de-conflict or align- policy doctrine, as well as additional intellectual property consultation services. The government of Trinidad and Tobago (T&T), has repeatedly sought the expertise of Ms. Kirk, to include delivering training and exercising for the largest US maritime response ally in the Caribbean, the T&T Coast Guard, additionally they procured an eight-week Emergency Management Leadership course, designed and delivered specifically for hand selected government officials from all twenty-one (21) T&T Government Ministries. At the request of T&T authorities, Ms. Kirk addressed a fully-assembled Parliament to speak on the criticality and impact of Emergency Management issues in Trinidad and Tobago. Ms. Kirk’s goals for 2018 include exploring new challenges, growing with, advancing and contributing to the progression of the Emergency Management Industry, focusing on emerging technologies, intelligence, policy creation, adoption and integration with a robust belief in the “global citizen,” as the future of preparedness and resilience worldwide. A primary concentration for Ms. Kirk remains being a primary facilitator with the implementation of updated DHS doctrine such as the National Incident Management System (NIMS) Implementation Objectives (2017), utilizing the 2018 FEMA Sustainability Resources, leading necessary change management to create, evolve and educate on FEMA’s forward-leaning next five (5) year Strategic Plan, which focuses greatly on the integration and importance of Government/Public-Private Partnerships during large casualty potential or mass casualty disasters, and equally critical - recently released DOD Emergency Management/Preparedness Directives.
