Ray has functioned as a specialist in orientation and training of new personnel that are utilized in the performance of the various projects completed by this organization. His duties also included project/exhibits, property acquisitions for various state and federal projects, including concept development, design, public administration and public relations, grant preparation, administration, utility relocation conflict resolution/permitting and environmental compliance. Ray has 25 years project design, implementation and management experience to include federal funding such as Community Development Block Grants (C.D.B.G.), HUD Section 202, Section 811, Section 8, Section 3; wastewater improvements and NPDES Compliance, Stormwater Pollution Prevention Plans (SWPPP), various NMDOT funding programs, Hazard Mitigation and Emergency Operations Planning, C.D.B.G. project implementation seminars administered on a federal government level as well private funding sources. As a public relations liaison he has been responsible for releasing bilingual statements of information to the news media related to project progress and pertinent information that might directly affect the well-being of the public. His experience includes sub surface utility engineering, administering and developing the first of its kind Utility Coordination Conflict Resolution consultant program for the New Mexico Department of Transportation in the State of New Mexico. In addition, providing services on over ninety-three different projects developed simultaneously with regard to telecommunication and other public utility relocation and permitting in excess of $400,000,000.00 in development costs. From the very beginning of a project, whether it is determining the contract conditions, financing or scheduling, Ray is present to assist with his experience and expertise.
