I have nearly two decades of international property and construction experience and holds a number of board and advisory positions with other organisations. I am now the President of Kampong Bharu City Centre Sendirian Berhad (KBCC) and I joined the Board of Directors on 6th September 2018 on a 2 year contract. I am working closely with the Deputy Ministry of Territories to develop over 40 acres of land in Kampong Bharu Kuala Lumpur in line with the Kampong Bharu City Centre Master Plan 2016 with RM400+ million annual revenues and average Internal Rate Return of 23% in 3 years development scheme. Around RM10 billion will be spent on a 17 year plan (2018-2035) and I am responsible to manage the strategic redevelopment of 11 parcels of urban Malay Reserve Land for encouraging greater density and to attract investment which will entirely be on the socio-private partnership (SPP) to pair capital with high impact urban industrial, commercial and residential.

In 2002, I received once in a lifetime the precious Queen’s XVII Commonwealth Games Volunteer Award 2002 from Her Majesty Queen Elizabeth II. Then I received Anugerah Kecemerlangan Perniagaan Beretika 2010-2011 from YAB Tan Sri Muhyiddin Yassin, Deputy Prime Minister of Malaysia. I was appointed as Chief Operating Officer of Pembinaan BLT Sendirian Berhad (PBLT) following my appointment as an Executive Director of Aman Sukuk Berhad (ASB), a controlling shareholder of PBLT 7th March 2016 on a 2 year contract. I was reported directly to the Chief Executive Officer and from time to time to the Minister of Home Affairs and Minister of Finance II. I was collaborated with Polis Di Raja Malaysia (PDRM) as the End User together with our Sukuk Shareholders and Public Stakeholders to pair capital with high impact projects. PDRM Facilities – I was a Project Director and had successfully handed over 74 PDRM facilities including Ibu Pejabat Kontijen (IPK), Ibu Pejabat Daerah (IPD) dan Pusat Latihan Polis (PULAPOL) to the Ministry of Home Affairs

(KDN) on a 10 year contract (2007-2017) with total Sukuk Investment of RM7.4 billion (raised AAA Rating Sukuk amounting RM7.12 billion) including the use of public capital assets. I have taken steps to reshape key agencies of PDRM with building functionality to achieve maximum utilisation wih Key Performance Index (KPI) of 92%. High Impact Responsibility - Commercial Project

Semarak 2.0 - I was a Lead Advisor and Project Director for FELCRA Berhad (FELCRA) on a mixed development scheme on a 4 acre of land along Jalan Sultan Yahya Petra with a Gross Development Cost (GDC) of RM650 million over the period of 3 years. I was acted as the primary interface between FELCRA’s Clients and lead the project team of Architects, Engineers, Consultants, Contractors and Suppliers through the process of planning, design and construction of new buildings including ground up, tenant improvements and strategic real estate planning. 1 July 2009 – 30 June 2015 SYARIKAT PERUMAHAN NEGARA BERHAD – KUALA LUMPUR MALAYSIA POSITION: PRESIDENT

Management Role

As an executive and non-independent BOD member with over 15 years of senior management experiences, I was successfully turnaround of an underperforming business through a defence first approach. I earned the trust of the Malaysian Government to deliver my proposal of SPNB New Deal by restructuring the business into three new housing schemes named Rumah Aspirasi Rakyat for middle income buyers, Rumah Idaman Rakyat for low to middle income buyers and Rumah Mesra Rakyat for rural poverty families with an average of RM200+ million annual revenues and average Internal Rate Return of 23% in 3 years development scheme. The word speaks itself when SPNB had gained a net profit before tax of RM1.8 million in 2010 after 5 years of losses. SPNB enjoyed a pinnacle gain in its profit after tax at RM83 million in 2011 and RM84 million in 2012 before it settled at RM29 million in 2013 with an improvement on KPI from 76% in 2010 to 97% in 2013. 3


High Impact Responsibility - Residential Project

Rumah Aspirasi Rakyat – I was a Project Director and had successfully sold and handed over 27,215 units of mixed housing development ranging between RM30,000 to RM450,000 per unit on a 10 year contract (2005-2015) generating a total Gross Development Value (GDV) of RM8.41 billion. Rumah Mesra Rakyat – I was a Project Director and had successfully sold and handed over 53,000 units of single detached homes through my invention of a new IBS Hybrid prototype with Built Up Area of 1,000sqft, 3 bedrooms and 2 bathrooms at the cost of RM65,000.00 (excluding infrastructure cost) on a 3 year contract (2012-2015) generating a total Gross Development Cost (GDC) of RM3.45 billion. As a member to BOD with 8 years of senior management experiences, I was responsible for developing business, supporting Client on planning, design, costing, procurement, construction and maintenance through a range of services, overseeing performance and collaborative framework to drive supply chain towards best value. Building School for the Future Project, UK - I was a Project Director for Partnership for School to overseeing the united front of capital and lifecycle investment of circa £1.2 billion to rebuild and refurbish 88 secondary schools over 15 years period. I was providing key inputs on conceptualisation and raised the design and performance standard with state-of-the-art classroom and ICT facilities of the 10 schools under Wave 4, valued at £200 million. National Academies, UK - I was a Project Director for 4 new Academy Schools in the Hertfordshire and Croydon, valued at £100 million. Nuffield Hospitals, UK - I was a Project Director for new build, refurbishment, fit-out and PACS/RIS installations under National Framework Agreement and varying in value from £500,000 to £30 million. I had introduced an integrated controlling and monitoring system including digital dashboard on project execution plan, administering quality and risk bidding, reviewing SLA and negotiating interim services. 4

Salford City Council, UK - I was a Programme Director for Salford Partnership to deliver and manage Salford Housing Strategy 2002-2005 focusing on three major schemes; group repair, paint and repair and facelift ranging between £250,000 to £13 million, valued at £1.5 billion. I had involved in pre and post contract, coordinating programmes of work for 4,700 dwellings and successfully secured 80% funding from New Deal for Communities Initiative UK with 20% funding from Bovis Land Lease Partnership UK. State Government of Perak, Malaysia - I was a Strategic Advisor for the State Infrastructure Committee under 9th Malaysian Plan to assist the Perak Government in developing a highly competitive posture to face challenges in the fast-evolving business environment and to hone on Perak's core strengths that add value to its economy. I had revisited the industrial and infrastructure development policy. I had developed a change management in terms of planning framework and its appeal to internal and external investors. Zurich Financial Services, Switzerland - I was a Lead Advisor in addressing current and future supplier relationship for the fulfilment of building services using Domestic Building Insurance Claims Framework, valued at £11 million per annum. I had revised supply chain network, services capability, insurance claim validation and subsequent reinstatement, insurance perils, with the exception of subsidence. I had extracted market information so they can focus on process efficiency to meet customer service and expectations, whilst controlling claims service cost. Abbey National, UK - I was a Programme Director for Abbey National Plc to commission the Partnering Agreement through the establishment of One Stop Centre, valued at £15 million for 750 roll out programmes that individual varying from £5,000 to £750,000. I had reviewed existing processes and instigate changes in line with compliance functions as well as to agree risk-based solution including incentive risk and reward strategies by using Information Centre System for big database.


I was a member of the PPP/PFI Specialist Group for UK and Europe and hand-picked to lead team of 5 Business Unit Leaders in meeting performance and bidding goals for Healthcare Division through strategic and tactical plans focused on improving procurement, establishing long term international business growth and building the best performance team to drive achievement of goals. Projects under my responsibility; NHS PFI UK, NHS LIFT UK and NHS Procure21 UK had managed to reverse losses to profits, driving 20% year over year revenue gains through 2001 and profitability at over 20% of total revenue. National Health Trust - I was working on three major PPP/PFI schemes; Royal Infirmary of Edinburgh, valued at

£188 million, Blackburn Queenspark Single Acute Hospital, valued at £81 million and North Durham Acute Hospital, valued at £70 million. I was assisting the contracting business in the aspects of commercial, legal and contractual and working in conjunction with the client, design team and sub-contractors in terms of building up pricing database system based on GE Book cost input for budget estimation, updating project cost plan and tender reconciliation, coordinating the process of procurement, negotiation, appointment, administration, management and payment of sub contractor's and supplier's work packages, facilitating supply chain framework covering sub- consultants’ agreements, sub-contractors’ and suppliers’ contracts, implementing change control procedures through variations, modified and additional works, evaluating the progress of work and recording the financial value of the packages for applications for payment, preparing, submitting and negotiating contractual claims. 5
