2015 - LVC Vacaville, CA Principal Consultant Provide services as a consultant and expert witness in jail and prison litigation, conduct preliminary investigations, research and review documents, provide expert witness reports, testifying in court, auditing agency policies, and providing services as an external investigator.

2008 - 2018 Department of Corrections Napa, CA

Director/ Jail Administrator

As the department head reporting to the elected County Board of Supervisors, responsible for the overall operations of the county jail system, electronic monitoring programs, and the county parole.

Duties included creation of budgets, planning, setting policies, and working closely with law enforcement agencies as well as the District Attorney and the Public Defender.

Oversaw the operation of the training program for new correctional staff and developed programs to assist with the rehabilitation of inmates.

Served as the public information officer for the agency as required.

Performed a variety of HR functions including recruitment, staffing study and analysis, internal affairs investigations, employee retention programs, medical and family leave issues, workplace safety training, employee development and training on cultural awareness and diversity in the workplace among other topics, hiring and promotions, discipline and addressing employee complaints and working with the employee unions on a variety of issues. Directed the overall vision of the department and create policies to meet the goals of the County and the department.

Responsible for the overall of an annual budget of $18 million.

Planned and assisted with development and building of a new criminal justice campus with a construction budget of nearly $198 million.

Adjunct Professor – College of Criminal Justice and Security

Taught a variety of courses in criminal justice and corrections at the University of Phoenix in both graduate and undergraduate courses.

2004 - 2008 Nevada Dept. of Corrections NV

Warden

Managed and supervised the overall operations of three major correctional institutions in the State of Nevada with an average population of 2000 inmates and a staff of 400 uniformed and civilian employees.

Managed an annual budget between $30 million - $50 million and oversaw the construction project of a new prison with a budget of $500 million.

Supervised the on-site training academy and managed the training curriculum in keeping with the Nevada POST standards.

Supervised the operations of the prison high school and other educational programs.

Responsible for two satellite fire camp facilities with independent budgets. Oversaw the operation of the structured living program focused on inmate rehabilitation. Planned and oversaw the opening of the first youthful offender correctional facility in Nevada.

Duties included organizing, budgeting, setting up programs, employing and training new staff.

Planned and implemented the training academy for new correctional staff and oversaw the training program to meet Nevada POST standards. Performed senior level HR functions including recruitment, salary studies, meeting and negotiating with employee unions, overseeing workplace safety programs, acting as disciplinary committee chair, providing training and overseeing staff with HR generalist duties.

Oversaw the operation of the Casa Grande Transitional Housing facility, which served as the transitional center for the department providing educational, treatment, vocational programming, and employment opportunities for inmates prior to their eventual release from custody.

2003 - 2004 Nevada Dept. of Corrections Reno, NV

Correctional Manager

Managed the operations of the only Restitution Center operated by the Department of Corrections.

Provided training and supervision to staff in all aspects of correctional management.

Managed an annual budget of $2 million and oversaw the operations of a community correctional facility.

1998 - 2003 Nevada Dept. of Corrections Carson City, NV

Correctional Lieutenant

Oversaw the operations of Nevada Division of Forestry partnered minimum custody facilities and trained inmates in responding to wild-land fires and fire suppression.

Coordinated training and education for correctional employees in correctional practices and in the management of inmates inside correctional institutions and outside in the community. Oversaw the operations of specialized units including the Hostage/Crisis Negotiations Team, Special Emergency Response Team, and Fugitive Recovery Team.

Assisted in the creation of several programs including a boot camp style training facility, a drug treatment program, and a wild horse-gentling program.
