Provided consulting expertise in the assessment of regulated chemical facilities security posture and their adherence to the Department of Homeland Security (DHS) - Chemical Facility Anti-Terrorism Standards (CFATS). The CFATS regulation evaluated each facility’s Site Security Plan’s (SSP) ability to Deter, Detect, Delay, and Respond to potential intruders seeking to access the Chemical of Interest (COI).

-Performed reviews of Site Security Plans (SSP), ensuring compliance to the CFATS regulations

-Experienced in the assessment of Electric Company’s corporate buildings, substations, and control centers, submitting final reports on their physical adherence to FEMA 426 standards

-Co-authored the Critical Infrastructure Protection Best Practices document for the Protective Security Coordination Division (PSCD) and the Programs Directorate (NPPD’s) Office of Infrastructure Protection, specifically sections on Physical Security and Perimeter Security

Lead Test Engineer

Oversaw security technology evaluations at the McGhee Tyson (TYS) / National Safe Skies perimeter control center test bed facility and at actual airport locations throughout North America. These evaluations provided Airport Security Coordinators (ASC) interested in purchasing such a system with a final report detailing actual system performance.

-Responsible for identifying security technology devices, capable of being deployed remotely, that improve the situational awareness around airport perimeters

-Oversaw the installation of each technology to insure vendor requirements were met

-The test bed utilized a Programmable Logic Controller (PLC), to centrally locate alarms at a control center system enabling the evaluation of multiple technologies types

-Developed the Test Plans for perimeter devices using scenario-based evaluations to appraise the effectiveness of each security system

Oversaw the actual tests being ran and to address any potential issues that may arise

-Both attended (scenario-based) and unattended alarms were gathered and placed in to the Final Test report
