Mpumalanga Provincial Spatial Development Framework, (PSDF).
These provinces are two out of the nine provinces in South Africa and entail the development of a spatial vision for the provinces over a ten to fifteen year horizon looking at the comparative advantage of the region; providing directives for transport, environment, economy, tourism, mining education etc. I am part of the project management team managing the project and I am the lead project manager for the Mpumalanga PSDF.

The Agri-village model is self- sufficient, self- contained and sustainable human settlement. We lowered infrastructure costs for the provision of water and energy by inexpensive alternative means; these include harvesting using catchments, reservoirs, windmills, solar panels and hydropower generators, bio gas digester for producing methane gas and planting of seeds for bio-fuel.
Infrastructure costs were further reduced through the use of on-site sewage and solid waste processing systems such as the use of wetlands, composting and recycling.

SDF Guidelines:
The following SDF Guidelines project planning was developed by me depicting the consultations conducted my sub-directorate nationally between June and November 2010. This clearly depicts my project management capabilities.:
On 3 June 2010, an SDF Guidelines analysis questionnaire was compiled for Free State, Gauteng, Western Cape, Eastern Cape, Northern Cape and KZN to ascertain the challenges that municipalities are facing. Spatial Planning and Information SDF Evaluations received comments on the SDF Guidelines Draft 3 from SPI National, Provincial Officials and PSC members representing National, Provincial, Local departments and municipalities. The SDF Guidelines Roll-out Plan Stakeholder Consultation and Capacity Building roll out plan was received.
On 7 July 2010 SPI SDF received comments from DRDLR (National, Northern Cape, Limpopo, and KZN), DWA and Human Settlements. An Internal Workshop, which included the presentation of roll out plan was attended by SPI National Provincial Officials on 12 & 13 July 2010. On 21 July 2010 we received the 5th SDF Guidelines Working Draft and 4th Research Report for distribution. On 28 July 2010, SPI SDF held a PSC Meeting: in attendance included: COGTA, Human Settlements, SALGA, DWA, Department of Environmental Affairs (Biodiversity representative) and Department of Transport.
On 04 August 2010 SPI SDF attended the SALGA meeting and presentation of purpose of guidelines and future roll out and implications. SDF Evaluations attended a COGTA Meeting on 16 August 2010. A discussion on a collaboration initiative between COGTA, DRDLR and Human Settlements was held due to the existing SDF toolkit and the oncoming SDF Guidelines. On 23 August 2010 Limpopo IDP Assessment Presentation of SDF Guidelines was well received, however, resulted in a need for another engagement with Limpopo. The Free State Provincial Implementation Forum Presentation was held on 23 August 2010 of SDF Guidelines was well received, however, resulted in a need for another engagement with Free State. SDF Evaluations hosted a bilateral meeting with the Department of Agriculture, Forestry and Fisheries, Department of Transport, Department of Arts & Culture; further input was received and SDF Evaluations required more in-depth input by 7 September 2010.
On 30 August 2010 the SDF EMF Evaluation was submitted. It was found that the structure and content of EMFs is valuable and SDF should seek to have the same content. It was suggested that EMFs be developed by all municipalities to alleviate pressure on SDFs to include SEAs. On SDF Evaluations co-hosted the SDF Guidelines and SDF Toolkit Meeting on 31 August 2010 Mpumalanga. The objective was to find an appreciation of the Guidelines and Toolkit and ultimately agree that one product would be submitted to cabinet. The proposal was well received by all.
On 1 September 2010, SDF Evaluations attended a SAPI meeting and discussed the SDF Guidelines with SAPI. SDF Evaluations hosted the National Work Session on 22 Septembers 2010, it was well attended and numerous comments were received. On 8 October 2010 SPI SDF distributed National Work Session Minutes. SDF Evaluations attended LED Strategy Meetings on 22-23 September 2010 on two District Municipalities in Free State, namely, Motheo and Xhariep In the midst of these meetings, the DRDLR presented SDF Guidelines through Free State SPI to the LED Officers.
SDF Evaluations hosted two SDF Guidelines Stakeholder Consultations during 5-7 October 2010, in Northern Cape.
In November 2010 Spatial Planning and Information SDF Evaluations visited all nine provinces and the last province was North West on 30 November 2010. The Guidelines were well received. General issues raised from the consultations included the following:
Under capacitated municipalities and suggestions included: a simplified SDF Guideline in the form of a catalogue or chart to make it easier for small municipalities to execute; in-house capacitating for unqualified planners
The use of service providers transferring of skills and information sharing
Land ownership particularly land owned by tribal authorities
Over regulation; some are for and some are against overregulation and DRDLR is for.
The need for political champions to be on the same page as Town Planners.
The link to the IDP as key, alignments with sector plans and Capital infrastructure Framework.
SDF to be developed in parallel with Land use management Schemes.
SDFs Guidelines should be differentiated enough to address category A,B,C municipalities.
Future Developments
Based on the recent Spatial Planning and Land Use Management Bill (SPLUMB) initiatives, the Chief Directorate contemplates regarding the amendment of the SDF Guidelines in order to incorporate National Spatial Development Framework, Provincial Spatial Development Framework, Regional Spatial Development Framework, etc. as advocated in the new Bill.

Kanana: Redevelopment of an Old Landfill

The preparation of concept proposals for the redevelopment of a disused Landfill site north of Guguletu; responding to resource challenges faced by the city such as housing need.
I scoped the problematic nature and extent and potential impacts of the landfill (research, data capturing and analysis),
I assessed and analyzed the extent, impacts and options of the problem of remediation and redevelopment of the site in relation to policy, legislation and best practice guidelines.

The Limited Building Scenario
If after investigation it is was found the pollution levels in the ground water were tolerable; this option would be preferred. Provides a recreational and subsistence farming function; capping of the landfill would be required. It is the least expensive option. Excavation of some of the low-lying edges of the landfill would be required for housing provision. It would offer some financial recuperation in terms of recycling and housing.
The Combination Scenario
If after investigation it is was found the pollution levels in the ground water were high; this option would be preferred. The excavation of half the landfill would be required for mixed-use development. The remainder of the landfill would be capped and used for agriculture and recreational activity. A hydraulic system would be used to reduce the potency of toxins flowing into the underground water system.
The Optimum Land Development Scenario
If after investigation it is was found the pollution levels in the ground water were critical; this option would be preferred. The removal of the entire landfill would be required in order to establish a new township. This option offers high financial recuperation, because of the site’s high location value within the metropolitan area.

I developed briefs that identified specialist studies, which would still be required in order to accelerate the development process. These briefs were assessed against Environmental laws and existing guidelines. The following activities were suggested: a survey of the landfill, a test of methane gas and carbon dioxide levels, a ground water pollution test and a depth and stability test of the landfill.

The brief requires services and infrastructure intervention, a conceptual design development process and a master plan for Solomon Tshuku and Idada Avenue in Khayelitsha Site C. The aim of this project was to improve the environment for non-motorized transportation users (pedestrians, cyclists etc).
