This is a new web-based application developed to automate the Average Final Compensation (AFC) calculation tool. This provides the business users with an agile and interactive application that would significantly reduce the time and effort to calculate the AFC by eliminating any manual procedures currently followed by the Agency. This includes Salary Cleansing and Flagging, Salary Adjustments and AFC calculation. This will pave the path for automating the creation of the retirement final and estimate transactions, eliminating the manual data entry keying of the transactions. Eventually, this application will also be incorporated into level that will enable the members to calculate retirement benefit estimates through secure online web applications.
Maryland State Retirement Agency (MSRA), MPAS-2 Improving Data Integrity, Project Lead / Team Lead
The system streamlines the calculation/review of over 385,000 active state employee’s disability, death and retirement benefits enrolled under different plans. Initially system designed using legacy mainframe environment, later converted to relational database, due to conversion historic data for various members need to be cleansed.
At the time of member’s retirement, staff needs to review each account manually and correct the wrongly reported contribution, hours and salary etc. based on employment type (part time/full time), system and plan. We developed automated system that link the prior year member’s details and cleansed the various information such salaries, hours, contribution & various important dates, which helps to recalculate the service for benefit calculations at the time of retirement.
MPAS Operation & Maintenance and Pension Reform, Role: Project Lead / Team Lead
HP Enterprise Services is one of the leading providers for the Government Solutions, such as Elections, Public Retirement Systems, Enterprise Health, Human Services, Unemployment Insurance, Motor Vehicles, Tax and Revenue, Justice, and Information Technology Outsourcing. Maryland State Retirement System is the retirement system managed by the State Retirement Agency of Maryland. In April 2011 Maryland State passed Pension Reform legislation to increase the contribution amount to pension system. Pension Reform include the changes in member contribution rate, benefit multiplier, early age retirement, benefit calculation on highest 5 years of salary rather than highest 3 year salary, eligibility criteria, COLA calculation and some more. MPAS (O&M) includes Routine Job Processing, Customer Service Request Task Execution, Ad hoc Technical Support, Team/Project Management, Project Work Planning and continuous functional and technical improvement in MPAS.
Maryland State Retirement Agency, Maryland Pension Administration System (MPAS), Database Architect
MPAS is a conversion project from Legacy Mainframe system to .NET applications. It provides the screens which will be used by the client for accessing the MPAS solutions. Each of the JCL jobs is converted into the .NET console-based applications and the SQL Server 2005 acts as the backend database. The .NET console applications are scheduled through GECS (Global ECS), a job scheduling engine. As the mainframe maintains the large data in VSAM files, similarly the data is maintained in relational database SQL Server 2005 in MPAS. Most of the programs in Mainframe are converted as stored procedures in SQL Server and the JCL steps are converted as Dot net applications. The MPAS applications follow the 3-tier architecture in which the Web services act as an interface for the database through the data access layer. The input files are passed to the application through BizTalk over SOAP adapter or through SSIS package for large files. To provide the business rules for enabling the client to change the hard-coded values at runtime, the business rules are maintained using the ILOG Business Rules. The output files of one job may be used by the other jobs as input, for which GECS has the capability to run the jobs as stream. The common functionality of all the jobs is maintained in Common Web service, which is capable of handling multiple files and clubbing them to create a new file and placing the file in the BizTalk watcher folder. SQL Server Reporting services are used to generate the reports in the different formats like PDF, XLS and CSV, and so forth. The reports are subscribed for each run of the job through GECS and the report gets generated based on the parameters set through the reporting service subscriptions.

Public Employees Benefit Board (PEBB) manages health care benefits for Oregon State employees. Previously, they did not have a computerized system to manage their daily work. Benefit Management System (BMS) system is developed to manage PEBB’s daily work, including members benefit management, communication with health care providers, and payroll centres. Since BMS has sensitive data, electronic communication is performed using health industry standards-HIPAA. BMS generates HIPAA files based on the periodic transaction. BMS also has ongoing communication with payroll centres. BMS also allows individual members to log into the Web-based system to check their benefits and post their queries to PEBB staff.

CISRS is the Workforce Partnership’s custom-developed case management system. It is the cornerstone Web-based application for participant data collection and reporting. The case manager used CISRS to record and track all services provided to the client. These were complex statistical reports for performance measure calculations for the San Diego Workforce that mainly deals in studying and controlling the grants provided by the government for the upliftment of various communities and sectors of the society.

With North American Trucking Company and Canon's dealers, this project streamlined and automated the Return Pickup process. NAVL and ROSS are the two existing systems. ROSS is Canon's internal system and NAVL is external (Transporter's) system. On completion of lease of any machine at the customer’s location, Canon sends Information for machines to dealer; dealer picks the machines from the customer and keeps it with them. Canon sends price quote for that machine to dealer. If dealer is not interested in buying it, then Canon will send data to NAVL by fax; NAVL then sends data to Canon (by phone or fax). Earlier this information was entered manually into the ROSS system at Canon.

This company had domestic, as well as international customers. For each type of customer, they do business in a different manner. The Major forms of this system were Customer Master, Sales Advice, Sales Invoice, and so forth. The Major reports of this system were Sales Invoice for Domestic/Export Customers on Pre-Printed Stationery, Region-wise Sales, Dispatch Summary, Excise Summary, Product-wise Sales, Sales Book, Sales Advice Backlog, On-date Dispatch Statement, and so forth.
