Position Description
This Human Resources Manager provides the administration, benefits and salary administration, payroll processing and regulatory compliance. This position works under limited supervision and is responsible for all HR functional areas within a multi-state environment, to include but not limited to: employee relations; salary administration; performance management; corrective actions; separations; workers' compensation; HR-related training; in-house leave management/FML; unemployment hearings; job description database; personnel records management; and compliance with Federal, State, and County laws.
Interprets and writes policies and coaches management. Must be strong in employee investigations, counseling and progressive disciplinary action. Maintains and updates the employee handbook. Responsible for maintaining an up-to-date knowledge of employment law as it pertains to the above, recommends and implements changes as appropriate. Works as business partner to meet CU's goals.
Must be able to cultivate a positive, respective culture and employee experience where employees are treated fairly and with respect and kindness.
The position is located at Kensington, MD headquarters. The role is hybrid, in office Tuesdays, Wednesdays, and Thursdays.
Position Responsibilities
Hands-on payroll processing on a bi-weekly basis. Maintains confidential payroll and salary records
Manages the administration of payroll, performance management and benefits/401k system(s)
Manages all compensation analysis and annual compensation reviews
Proven experience to handle any employee conflicts with peers, supervisors and management
Proven experience to counsel and follow a three-step warning process
The ability to facilitate separations of employment and conduct exit interviews
Manages employee benefits to include medical, dental, vision, STD, LTD, life insurance, Flexible Spending Accounts, wellness program and administers Smart Benefits and transportation benefit programs along with workers' compensation claims
Conducts new hire orientation
Completes and submits regulatory compliance reports including EEO1. Creates various reports as requested by management
Writes and maintains updated policies and procedures for human resources including the employee handbook
Responsible for attending required compliance and regulatory training. Responsible for compliance with all Federal regulations including Bank Secrecy Act (BSA) and Office of Foreign Assets Control (OFAC)
Ability to handle highly confidential and private information is required
Ability to work independently and as part of a team
Must display strong attention to detail and follows through to effectively accomplish multiple tasks

Position Requirements
High school diploma required. Bachelor's degree in human resource management preferred.
PHR/SPHR or SHRM certification required.
5+ years' experience with payroll, compensation, employee relations, coaching, counseling, compliance and benefits administration.
Experience with in-house leave management/FMLA.
Experience with regulatory compliance (ex: I-9s, HR files, employment posters, records retention).
Excellent presentation and communication skills with the ability to interact with all levels of management.
Proficient with Word, Excel, PowerPoint, and HR systems preferably experienced with Compease and iSolved
Excellent knowledge of employment law in a multi-state environment (Federal, State, local) with continuing education in this area (webinars, seminar).
Experience in preparing for and participating in unemployment hearings.
