This position is responsible for resolving the most complex tax accounts that require the use of legal remedies to resolve the delinquency, which include but are not limited to: tax warrants, bank levies, wage assignments, garnishments, pay plans, and asset seizures.

Responsible for determining the best and most appropriate methods and tools used in the resolution of delinquent tax debts.

A high degree of analysis and independent judgement is required as the work is diverse, specialized and technical.

A high level of professionalism is expected as daily contact is made with taxpayers and other professionals such as certified public accountants (CPAs), attorneys, district court officials, Sheriff Officers, local law enforcement, Kansas Department of Revenue (KDOR) legal staff, etc.

Responsibilities include planning, directing, and coordination of assignments for all staff and outside entities involved in delinquent tax collection with regards to asset seizures.

Responsible for making decisions in the field regarding asset seizure activities ensuring that actions comply with statutory authority and ensuring that KDOR staff, law enforcement, 3rd party contractors, are kept at minimum risk.

This position is eligible for telework.

Candidates working from home must have access to stable high speed internet services with download/upload and latency speeds to support our systems.

If candidate prefers to work in the office, this position is based out of the Topeka office.

Qualifications: Education: High school diploma or equivalent.

Minimum Qualifications: One year of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit.

Education may be substituted for experience as determined relevant by the agency.

License & Certifications: Incumbent is required to have and maintain a valid driver's license to perform the essential functions of this position.

Preferred Experience: At least one year's experience utilizing the internet creating documents in Word or Word Perfect, creating Excel spreadsheets and an email package.

Collections or previous management experience is preferable.

Customer service entailing the establishment of mutual agreements and holding someone accountable for those agreements.

Communicating factual information and ideas orally and in writing, dealing with people in an impartial manner, retaining self-control in stressful situations and establishing working relationships with the public.

Experience in making determinations based upon laws, ruling, precedents and reference materials.

Possess the following competencies: Achievement Motivation, Information Seeking, Interpersonal Understanding, Self Confidence, Organizational Commitment, Flexibility, Self Control.

Good personal time-management skills, knowledge of and an ability to interpret Kansas tax statutes, good understanding of KDOR's accounting software (Astra Tax Processing (ATP) and ACM) and an ability to effectively work in those systems, process payments with vouchers, solid understanding of payment options, an ability to negotiate and maintain payment agreements, and to effectively use the Policy Library, Lotus Notes and SharePoint.

Able to form sensible conclusions based upon relevant information, apply guidelines to individual situations, ability to establish and maintain working relationships with the public, clients and fellow employees.

Ability to detect and explain errors, irregularities and violations.

Preferred Skills: Proofreading, editing, attention to detail, Word, Excel, PowerPoint, Access, Outlook, and MS Teams.

Post-Offer, Pre-employment Requirements: KBI and FBI fingerprint required due to access to Federal Tax Information files in KDOR systems.
