We are seeking an experienced Associate Program Manager for Data and GIS Governance to drive enterprise-level data strategy, GIS governance, and master data management initiatives. In this role, you will lead efforts to ensure critical data assets are high-quality, properly stewarded, compliant, and leveraged effectively to support strategic decision-making and digital transformation goals across a complex organization.
The ideal candidate brings extensive background in enterprise data programs, data lifecycle management, and hands-on familiarity with the ArcGIS platform and enterprise geospatial ecosystems.
Key Responsibilities
• Lead and mature the enterprise data governance framework, establishing clear accountability, consistency, and active data stewardship.
• Oversee Master Data Management (MDM) initiatives supporting mission-critical enterprise datasets.
• Champion data lifecycle management best practices—from ingestion and storage to archival and disposal—aligning with operational, regulatory, and security standards.
• Develop, maintain, and expand metadata standards, enterprise data dictionaries, classification schemas, and data governance documentation.
• Identify, triage, and execute remediation strategies for enterprise data quality issues in partnership with business units and technical teams.
• Provide strategic leadership for geospatial governance, including the optimization of ArcGIS platform tools and the integration of GIS data into core business processes.
• Facilitate cross-functional governance working groups and committees to drive policy consensus and data alignment.
• Translate complex technical data concepts into actionable guidance, executive communications, and organization-wide training materials.
Qualifications & Experience
• Proven track record leading enterprise data governance and data management programs within large public- or private-sector organizations.
• In-depth knowledge of data governance frameworks, master data management principles, metadata management, and data quality standards.
• Hands-on proficiency with the ArcGIS product suite and enterprise geospatial data integration.
• Demonstrated experience establishing scalable data documentation processes, business glossaries, and data catalogs.
• Strong analytical and problem-solving skills with experience resolving cross-functional data issues.
• Exceptional verbal and written communication skills with experience presenting to executive stakeholders and facilitating working groups.
Work Environment & Engagement Details
• Location: Richmond, VA (Hybrid – 3 days/week onsite)
• Engagement Type: Long-Term Contract
• Schedule: Standard business hours, hybrid arrangement requiring 3 days per week onsite at the Richmond VA office.
