Stephen Blizzard has over 30 years experience in the heavy industrial market and has managed two of the “ENR” Top 10 Mechanical and Electrical contractors, and was the president of Encompass Central Plains with responsibility of (3) operating companies to include: Encompass Power Services, Encompass Design Group, and Encompass Electrical Technologies in Tulsa, Oklahoma.

For the past 17 years Mr. Blizzard has focused his efforts on power generation for all facets of project delivery to include lump sum, design-build, and EPC/M for projects in North America.

Steve has personal hands-on experience with pulverized coal-fired and NG power generation facilities with Georgia Power, Constellation Energy, PSI Energy, TVA, Tampella Power, Mitsubishi, and various independent power producers. A principal contractor of PSI Energy and Destec in the development of the nation’s largest coal-gasification, combined cycle power plant located in the United States at Wabash River Coal facility in Terre Haute, Indiana.

Steve has recently completed an assessment program for Constellation Energy at their facility in Alabama of which had endured a lay-up of 5 years at 50% completion. Based on the results of the assessment Constellation Energy chose to move forward with the completion of the plant and Mr. Blizzard performed the duties of site manager for the construction efforts. This 708MW Baseload with 774MW Cycling Power capabilities included a equipment arrangement utilizing a 2 on 1 combined cycle configuration with (2) Siemens 501G CTG’s and a Siemens Steam Turbine Generator Model KN rated a 300MW, along with (2) Nooter/Erickson HRSG triple-pressure reheat recovery steam generators with duct burners.
