For Bechtel Telecommunications, managed construction of twenty-three, AT&T, NSB sites including T.I., collocations and greenfield sites in an overlay including GSM and UMTS as well as preparations for LTE and SIAD. Worked with landlords and Site Acquisition to negotiate lease amendments and changes required for constructability. All sites were provisioned for fiber optic backhaul and Ethernet; however, many came on line with multiple T1 circuits for backhaul. Worked with DAS sites and mentored the construction team on solutions to fault current issues and electrical aspects of the build; such as, safety implications of proximity of proposed verticality to existing high-voltage, distribution and service drop electrical conductors – a problem not clearly understood by the site acquisition team and not adequately addressed by engineering – 25% of the sites I dealt with had issues with electric utility infrastructure as much as four times closer to the vertical structure than OSHA, the utilities and company safety policy allow. Solutions to these problems were costly and time consuming. I sat for the Arizona Commercial Electrical Contractor's test and earned the status of Qualified Person for that license.

For Bechtel OG&C, did troubleshooting of a subcontract / subcontractor and process that was failing to meet project needs. Installation of Electric Heat Trace was far behind schedule and production that was turned in suffered due to high inspection failure rates. I worked with the contractor and contract administrator as well as field engineers to determine that the subcontract was based upon engineering done seven years after the prime contract was produced. All material for the project was ordered to the older engineering basis for the prime contract; therefore, the traces were too short when the new engineering was applied at the time of inspections. During my time on site, the subcontractor increased the rate of accepted trace, and was able to consistently increase his output by almost ten times. Because the new engineering basis was imposed upon us by the client, cost of implementing that change went from a liability to become a billable extra.

For Bechtel OG&C, worked as Field Engineer on steam trace and insrumentation of refinery modular assemblies at the Gulf Marine and Kiewitt mod yards. This massive project’s schedule was critical to maintaining the overall project schedule at the refinery site up river in Illinois. We met the schedule and delighted our customer.

Lead Electrical Superintendent for a unique N-1 outage preparing for a massive SGR project. The hole in containment through which the generator passed in the SGR was in conflict with eleven cable trays full of power, instrumentation, and control wiring cables. My task was to develop the process and procedure for identifying and marking each of the affected cables so that they were ready to be cut and rolled back during the SGR, then I implemented the plan and carried out the task. I reviewed work packages, prepared and presented the TRR, worked directly with the client, and executed the work with twelve, Union direct-hires. We completed our work with 5 rems of dose to turn back to the plant and with time to spare. We had no reportable accidents and our ALARA awareness and performance earned our customer’s respect and acknowledgment.

Built Verizon Wireless network in I 95 / I 40 corridor from Florence, SC to Raleigh, NC and back down to Wilmington, NC. The build was 80% Greenfield and the balance collocations. I was the only one of six PMs to build all assigned sites in the allotted time – then built two bonus sites in my area and an additional five sites in Wilmington to help out another PM whose workload was overwhelming him. These sites ranged from Greenfield to Co-locations and my territory encompassed over 3000 square miles.

Field Engineer on Basrah, Iraq area substations. Work included plan reviews and handling RFI’s, interface with the client (PCO, COE, and MOE (all client entities)) and maintenance of DCC on site. The scope included a SCADA system for wireless remote operation and monitoring. The project included living in a man camp in a hostile environment and under combat conditions.

Manager of AC and DC power upgrades including Field Engineering on seven hundred AT&T telecommunications sites in the greater Los Angeles metro including field engineering. Construction Coordinator on digital wireless communications facilities and 3G upgrades in the San Francisco area including extensive Microcell design and installations. Literally wrote the book Bechtel used to deploy microcells using omni antennas for AT&T’s 3G roll out nationwide. Successfully turned around the market’s most difficult subcontractor.

Performed site assessments and design work for outside plant and microwave backhaul 2.4 – 38Ghz(last mile), and set up hubs and fiber facilities for backbone connections providing multi-family dwelling units ultra-high-speed internet service as ISP. Managed all phases of construction from Cincinnati to Houston, to Tucson to Seattle.
AT&T 2G LUCENT TECHNOLOGIES 1998 -- 1999
As Direct Hire Market Lead (Project Manager) for AWS (AT&T Wireless Services) 2G in Albuquerque and El Paso, was responsible for site selection and managed six Site Acquisition specialists monitoring their work product, reviewing it to insure adequate space, access / egress and utilities easements were included, and that commercial considerations were within project target parameters. Then I forwarded Memoranda of Lease documents to AT&T Legal for approval of any black-line changes. Upon executing a lease-option, proceeded with design, zoning and permitting, and upon completion of those processes continued through exercising the lease option into construction on to turn-key turnover of integrated TDMA PCS facilities. Built broadband networks from the ground up as Project Manager in Seattle and Phoenix for the client, Advanced Radio Telecommunications (ART), using microwave (2.4 – 38 ghz) last-mile backhaul.
NEWMONT GOLD AND COLLAHUASI COPPER / BECHTEL / PERU AND CHILE JULY 1997 – AUG 1998
Mining and metals division South America -- I oversaw the development of all infrastructure, electrical high-voltage-transmission and distribution including diesel back-up generators, water (process and potable), fiber and microwave for SCADA (Distributed Control Communications for process management), process and potable water, wastewater, man-camp facilities, and process wiring and controls for a gold mine at 13,500 feet in the Peruvian Andes and at the same altitude for a copper mine in the Atacama desert (the driest place on the planet) in Northern Chile.

Built fifty-seven sites in Tucson (including the first ever site in Arizona) for the Sprint PCS, CDMA (Lucent equipment) roll out. Found the work exciting and rewarding; and thus, began pursuit of knowledge and experience in wireless that continues through today. Subsequently went to Denver to help roll out the US West PCS network there.
