Professional Experience:

• Local assistance, as independent consultant, to an European company engaged with the factory inspection works of hydraulics turbines and power generators needs for a rehabilitation project of Guri Power Plant ( 2008 – present ).

• Help to analysis of retrofit strategy of El Tigre, San Gerónimo and Santa Teresa 400 kV substations ( 2006 -2007 ).

• Managing of a complete substation project including preparation of technical specification for purchase order of primary and secondary items, bids analysis process, design audit, follow-up on the milestones, claims analysis, follow-up on components manufacturing, follow-up on the site work progress regularly. ( El Furrial 230 kV substation, 2004 – 2007 ).

• Participation in factories capability evaluation for manufacturing of Power Transformers and Reactors up to 765 kV ( tree manufacturers plants located in Brasil, 2005 ).

• Member of team project responsible for the refurbishment of 765 kV Yaracuy S/E (2003).

• Responsible of specification preparation, bids evaluation, engineering review, factory inspection of low voltage components for a 400 kV ( Caruachi substation, 2002 -2003 ).

• Responsible for bids evaluation, design audit, claims analysis, factory acceptance testing and site installation and commissioning of digital substation control systems for tree 400 kV substations (Jose, El Furrial, Palital , 1998 – 2001).

• Responsible for specification preparation, bids evaluation, design audit and site test inspection of auxiliary services systems for 115 and 230 kV substations ( Macagua, Las Claritas, El Callao, Santa Elena, 1992 -2000).

• Responsible for the factory inspection of Power Transformers, Circuit Breakers, Surge Arresters, Disconnectors, Earth Switches, instrument transformers to 765 kV ( Extension of Guri, Malena, San Gerónimo and construction of Sur substation, 1988 – 1992 ).

• Developing of an standard policy for carry out factory inspection activities of high voltage apparatus and other substations components, from owner point of view ( 1990 ).

• Participation in the project for Revision of the Technical Specification for 765 kV Circuit-Breakers, together with experts engineers provided by CESI Lab. 1987.

• Participation in team work engaged with field test program for commissioning of the firs stage of EDELCA 765 kV power system. The testing were done on tree SF6 circuit breakers models: FX – Alsthom , FA – Merlin Gerin, 3AT – Siemens ( 1985 ).

• Participation in preparing specification for purchase orders, bid evaluations, test certificates review, drawing review, following on manufacturers process, site test protocols evaluation, for several substations ( 1982 – 1987 ).

• Coordinator of a design review process carry out on voltage transformers to be installed in several 400 kV substations.

• Witness and certification of type and routine test at manufacturers works ( Alsthom, Lyon - France; ABB, Baden - Switzerland; Toshiba, Kawasaki - Japan ).
