Vice President of Security Services (Operations)

• Responsible for services in Armed and Unarmed security; Security Patrols; Property Protection; Access Control; Visitor Center Operations; Weapons Receipt, Transfer, and Storage; Facility Badging; Personal Identity Verification (PIV-II); Commercial Vehicle Inspections; Law Enforcement Operations; Security Services; Closed Circuit TV Monitoring; Alarm Monitoring; Security & Law Enforcement Dispatch Services; Port and Maritime Operations; and services utilizing the industry's most comprehensive X-Ray cargo and vehicle inspection system for detecting security threats and contraband to Federal and State government and commercial clients. 3T International, Inc. (3TI) May 2003 - October 2003

• Responsible for providing security functional expertise for 3TI (a Management and Information Technology consulting company) in its business relationship with the Department of Homeland Security’s Federal Protective Service. Supported 3TI’s efforts in the management of seven nationally accessible police systems for the Federal Protective Service, that addressed the major functional areas of contractor guard hiring, employee training and certification, weapons and ammunition tracking, building security administration, and the implementation of a Federal Protective Police Computer Aided Dispatch (CAD) and Records Management System (RMS).

• Selected to be the first commissioned officer to command the U.S. Army’s Protective Services Unit responsible for the management and oversight of the planning and execution of worldwide protective services for the then Secretary of Defense (Dick Cheney), Deputy Secretary of Defense, the then Chairman of the Joint Chiefs of Staff (General Colin Powell), Vice Chairman of the Joint Chiefs of Staff, Secretary of the Army, Chief and Vice Chief of Staff of the Army, foreign counterparts/dignitaries, and General (Retired) Norman Schwarzkopf, Commander in Chief of Operation Desert Shield/Desert Storm after Desert Storm, to protect them against assassination, kidnapping, injury or embarrassment in normal and high threat situations.

• Principal point of contact to the Commanding General for matters pertaining to protective services operations.

• Maintained positive liaison with sister protective service agencies such as the United States Secret Service, the State Department protective services detail, and the FBI.

• Responsible for providing objectives, priorities, directives and procedures to develop and implement the Remedies Assistance Program in the application of Department of Defense remedies (restitution and financial remedies) to economic crime investigations.

• Selectively assigned to supervise and orchestrate several key and sensitive investigations.

• Advised USACIDC and Army leadership on sensitive, serious or special interest investigations, prosecutive efforts and coordination of remedies initiatives.

• Action Officer for the U.S. Army Criminal Investigation Command’s 24-hour Emergency Operations Center during Operation Just Cause (invasion of Panama). Provided information to the Secretary of the Army on sensitive investigations as a result of combat actions on the ground during Operation Just Cause.
