Responsible for identifying resource opportunities and preparing proposals on behalf of municipal and nonprofit clients.

Specific duties of the position include working under contract with clients to identify resources and funding opportunities, evaluating funding guidelines, and writing proposals (e.g., needs assessments, work plans, budgets, program designs, evaluation plans, sustainability plans, etc.).

Significant accomplishments include establishing a new business venture to support the resource development needs of clients whose mission it is to provide services to vulnerable residents in southwest Washington.

• 02/99 - 08/12 Development Manager

Multnomah County Health Department, Portland, Oregon

Responsible for a broad range of resource development activities as the senior member of a team that acquired an annual portfolio of ~$25 million in grants, contracts and interagency agreements to support health initiatives (I was responsible for $67.2 million over the past five years).

Specific duties include coordinating all aspects of proposal development to address a broad range of public health and personal health needs. Examples of specific duties include:

- Preparing proposals resulting in millions of dollars in resources to support health care service delivery, research, capacity building, capital improvements, IT, etc.

- Developing procedures to identify, track and monitor resource development activities.

- Managing contracts including negotiating, preparing and monitoring the work of consultants and vendors.

- Collecting and interpreting data to assess needs, and intervention outcomes and performance.

- Maintaining databases to support access to government and foundation resources.

- Communicating resource opportunities to the Department’s leadership, and presenting recommendations to the Multnomah County Board of Commissioners.

- Providing training to staff regarding procedures, expectations and outcomes.

- Identifying collaborative opportunities with community-based organizations.

Significant accomplishments included the establishment of resources and management processes to support research, clinical services, interventions, education, information systems, policy development and capital projects. Examples of significant accomplishments include:

Significant accomplishments included developing internal procedures for submitting grant applications; acquisition of grant funding and inkind resources to establish the SWIFT Community Dental Clinic; and obtaining funding through the Northwest Health Foundation that resulted in the establishment of a community health center in Clark County.

• 05/93 - 06/97 Executive Director

East Portland District Coalition, Portland, Oregon

Responsible for administering an annual contract with the City of Portland to support the activities of this 18-member nonprofit coalition of civic organizations (i.e., neighborhood associations, business associations, and community groups).

Specific duties included support to the Board of Directors, leadership training, annual strategic planning and work plan; personnel and fiscal management; community relations, significant contact with nonprofits, schools, government agencies, and private businesses.

Significant accomplishments included establishing a partnership with the Portland Police Bureau that resulted in a community policing facility with access to a citizens’ resource center under the direction of the Coalition; establishing a neighborhood-based geographical information system to facilitate citizen involvement in land use issues; establishing a training program to enhance board member effectiveness; organizing community forums and public outreach events, and designing resource development initiatives to support the work of the Coalition.

• 09/91 - 04/93 Owner/Managing Partner

Waltz/Amell Consulting, Inc., Vancouver, WA

Responsible for managing all business affairs of the firm (e.g., marketing, planning, fiscal management, contracting, etc.) and providing a broad range of planning and public relations services to corporate, nonprofit and government organizations. Notable clients included the American Water Works Association (Washington State Chapter); Town of Yacolt, Washington; Washington Department of Health; Washington Rural Water Association; and Washington State University’s Small Business Development Center.

Specific duties of the position included providing technical support to clients; business marketing; managing contracts and project budgets; conducting planning projects, outreach campaigns, and public involvement activities; providing training services; preparing grant proposals and permit applications; and meeting the legal and fiscal requirements associated with operating a business.

Significant accomplishments included serving as Director under contract with Clark County Neighbors (a coalition of 33 nonprofit organizations in Clark County, Washington); establishing the Center for Resource Services affiliated with Clark County Neighbors to enable community groups to access staff services; and leading the Yacolt Wellhead Protection Project funded by an EPA grant.

• 04/81 - 09/91 Program Manager for Natural Resources

Intergovernmental Resource Center, Vancouver, WA

Responsible for managing a variety of natural resource projects for this council of governments serving Clark, Skamania and Klickitat Counties in Washington state. Reported directly to the Executive Director, and served as a member of the agency's executive leadership team.

Specific duties of the position included managing the strategic direction of the program; preparing and managing budgets; writing grant proposals, developing RFPs to select vendors, negotiating and managing contracts, monitoring project expenditures and grant payments; data collection to evaluate performance outcomes, recruiting, hiring and supervising and evaluating professional staff; coordinating public forums on natural resource issues; working with interest groups and concerned citizens; developing effective public outreach campaigns; working with electronic and print media; and preparing reports, brochures and newsletters.

Significant accomplishments included developing a single, grant-funded project into a multi-million dollar resource protection program; participating in the establishment of a land trust in Clark County; and building relationships with dedicated citizens to address natural resource issues.
