Project Brief
QNB was the mandated lead arranger and financial advisor for the $ 550 Billion LDPE 3 Expansion Project and developed as a joint venture between Qatar Petrochemicals Company Limited (Qapco), Total Petrochemicals France and Qatar Petroleum (QP), will produce annually 300,000 kty metric tons, Low Density Polyethylene (LDPE3), at Mesaieed Industrial City for export mainly to Asia and Europe.
Qatar Petrochemical Company Ltd. (QAPCO) is the one of the leading producers of Ethylene and Low-Density Polyethylene (LDPE) in the Middle East Region. LDPE is being marketed under the “LOTRENE” brand name. Qapco was established in 1974 as joint multinational venture to utilize the associated and non-associated Ethane Gas from Petroleum Production in line with the industrialization plan of the State of Qatar. QAPCO commenced commercial production in 1981 and soon became well established in the Global market for its commitment to quality and reliability. QAPCO is jointly owned by Industries Qatar (QI) with 80% share Total Petrochemicals of France with 20% share.

Ensures HSE issues will be identified and Manage during Construction, and Pre-Commissioning, Commissioning, Site Security Access Plan Respectively and also General Shutdown and Start-up of the Plants.
Ensuring that all personnel involved with construction and commissioning activities, including sub-contractors and vendors, are adequately instructed of the project HSE requirement.
Ensure that reporting of mandatory HSE matters to the appropriate regulatory authorities is timely and accurate.
Checking the state of preservation of safety equipment.
Promotion of the Zero Accident tolerance Philosophy.
Ensuring that all activities included in sub-contractors scope of work at site will carried out in compliance with this HSE Plan for construction and pre-commissioning.
Conduct daily safety and environment inspections and tours.
Inspect daily work permits and monitoring all ongoing construction activities.
Establish and communicate the company safety programs as well as the proponents HSE standards to all direct and sub-contractors.
Maintain construction site facility emergency plan and assist personnel during the conduct of emergency drills.
Investigate injuries, spills and other incidents and promptly provide corrective actions.
Assist HSE Manager from all Health, Safety and Environmental matters of all project sites.

HSBC was the mandated lead arranger and financial advisor for the $1.2 Billion Qatofin project and developed as a joint venture between Qatar Petrochemicals Company Limited (Qapco), Total Petrochemicals France and Qatar Petroleum (QP), will produce annually 450,000 kty metric tons, Linear Low Density Polyethylene (LLDPE), at Mesaieed Industrial City for export mainly to Asia and Europe.
Working with a multi-national workforce. Conducting HSE training, audits & inspections. Proactively preventing workplace injuries & incidents. Ensures safety and health requirements are met as set out in project specific HSE plan and procedures. Ensures workforce camp accommodation is acceptable and conforms to QP regulations and international standards in particular. Implementation & coordination of emergency response to Saipem/ Qatofin.
Responsible to organize and provide tools and techniques to support the safe execution of Commissioning Activities by the Commissioning and Start-up Team.
Responsible to ensure that all parties working in a Commissioning or Operational Area are trained and aware of the hazards in the area and aware of the safeguards necessary to work in the area safely.
Develop a training plan to be administered to all personnel working in a commissioning area; this will include specific activities such as gas testing, permit to work in an operational area, etc.
Ensure that people not working in the Commissioning Area are aware of the restricted access; to commissioning areas and that there are particular requirements to work, or even visit such an area.
Ensure that permit to work procedure is implemented and all pertinent procedures (Method of Statement, Risk Assessment, JSA, JHA, Related drawings, Etc.) are up-to-date and are in place and readily accessible to the teams working in an operational area.
Coordinates with QP, MIC Safety and Assets Holder’s through joint site meetings in relation with site and local, safety, fire, and health regulations implementation programs.
