Senior Engineer over HSE for Offshore and Onshore Construction PMT on a joint venture of the Kuwait Gulf Oil Company and the Saudi Arabian Oil Company known as the “Khafji Joint Operations” (KJO). The first phase of the Field Development Project (FDP-1) consists of new offshore installations and major additions of sub-sea oil/gas pipe lines, jackets and topsides, fabrication, transporting by sea, installations, pre-commissioning and tie-ins. Includes extensive re-work of existing Gas/Crude processing facilities offshore in the Khafji and Hoot Oilfields, requiring a vast spread of marine operations. Also responsible for tracking of Offshore Project NCR’s, offshore Marine Vessel spread, support vessels certifications and Inspections by Noble Denton Survey. Review and approved contractor method statements, HSE Plans, resumes of HSE personnel, etc.

March 2008 promoted to Penspen Core Team as Safety Team Lead managing contractor safety in the Project Construction and Design Department (PCD) of KJO. Responsible for the mentoring and development of construction contractors and subcontractors in overall safety and the implementation of the new KJO OHS Management System. Since its inception I have spearheaded the committee for the adaptation of the KJO OHS Management System to include construction activities as well as its operational applications. Typical duties include review/approval of contractor method statements, risk assessments, JSA’s & HSE Execution Plans. Designed an online Defensive Driving Course for company personnel. Wrote the “New Joiners Handbook” to introduce new employees and families to working in KSA and living in Kuwait. Member of Bid Evaluation & Clarification Team for KJO on projects exceeding one billion USD. Drafted the “KJO construction Safety Handbook” for publication to all workers. Develop, maintain, and directed an active safety, health and fire protection program on six major expansion projects concurrently within the Kingdom. Developed Hazard Identification Plans (HIP) for contractors as well as approved contractor Loss Prevention Plans. Periodically reviewed and updated plant safety procedures and emergency response plans; prepared and issued records and reports as required by Saudi Aramco management, conducted and coordinated safety training programs and emergency response training drills of contractor and Saudi Aramco engineering personnel, consulted with design and process sections relative to new processes and safety and emergency systems, changes, or additions to existing processes and during the tie-in phase of pre-commissioning.
