EXPERIENCE
Federal Bureau of Investigation (FBI) From 07/16/1978 to 12/27/2010.
Provide telecommunications oversight for all FBI operations in Western New York (WNY) with a staff of over 225, to include the Joint Terrorism Task Force and four other cross-functional teams comprised of an additional 80+ federal, state, local law enforcement investigators and analysts working FBI investigative programs.
TELECOMMUNICATIONS MANAGER
● Responsible for managing, training and assigning work to Electronic Technicians and Information Technology Specialists.
● Planning, organizing and managing the field office work schedules as well as corrective maintenance programs.
● Conduct on-the-job training in more complex maintenance work.
● Responsible for maintaining off-sites, and renew leases as required for all Mobile and Hand-Held radio antenna sites.
● Sentinel Coordinator as well as the Point of Contact for the PKI program.
● Provide training to Special Agents and Professional Support Personnel on Bureau equipment and technical systems used.
● Provide instruction on mobile radio functions, the Intrusion Detection System (IDS), and the Hirsch entry system.
● Provide assistance as needed to Bureau and Joint Task Force (JTF) personnel regarding the Bureau computer system and construction/maintenance of the LAN/WAN.
● Directly responsible for surveys, installation, maintenance and repair of all Bureau systems related to the ET and ITS programs.
CHIEF SECURITY OFFICER
With the Bureau's implementation of the Chief Security Officer (CSO) Initiative, I began assisting the Division's CSO with many of the responsibilities associated with this program before becoming the new CSO. To include in the build out of the following facilities and off-sites, (a) Sensitive Compartmented Information Facility (SCIF); Joint Terrorism Task Force (JTTF); Health Care Task Force (HCTF); Safe Streets Task Force (SSTF) and, the Regional Computer Forensic Laboratory (RCFL), I also developed proficiency in the following areas:
● Oversight by both the CSO and Telecommunications Manager (TM) to ensure that required security measures and countermeasures are in place and meet with FBI Security Division (SecD) and Physical Security Unit (PSU) standards.
● Liaison with the contractor, construction crew, TM, Electronic Technicians (ET), Information Technology Specialists (ITS), and FBI, SecD, PSU to ensure all building design changes have Space Management approval and met with FBI, SecD, PSU standards.
● Security backgrounds on all work crews who have access to Bureau construction sites.
● On site inspection during different phases of the construction by the CSO.
● Final inspection (Open / Closed storage checklists) at the completion of the construction for approval of open or closed storage.
● Directly responsible for surveys, installation, maintenance and repair of all Bureau security systems in Headquarters City all RA’s and off-sites.
● Designing and coordinating the installation of the closed circuit television systems, Intrusion Detection Systems and Hirsch access systems.
● Served as the lead technician in the implementation of the Trilogy project and updated the LAN/WAN and computer system in the Buffalo Division.
● In coordination with technical specialists, defined vulnerabilities and oversaw the installation of physical and technical security barriers to prevent penetration of computer systems to include the internet from espionage, terrorism, sabotage, or fraudulent purposes.
In addition to the above and in connection with my responsibilities as a TM and ITS Supervisor as the CSO I have completed the following:
● Creation, evaluation, revision, and implementation of appropriate emergency plans to ensure the continuation of Divisional operations, resolution of security breaches, and safety of the facility's occupants.
ADDITIONAL EXPERIENCES
World University Games:
● In preparation of this event, I located venues, communication centers and staging areas for command posts for federal, state and local law enforcement agencies as well as members of the media.
● Installed and maintained all communications equipment from each department.
TDY Assignments:
● Assigned temporary duty status as the Acting Telecommunications Manager in the Los Angeles Division. During this assignment:
● Performed all TM assignments to include preparing work schedules for the ETs, handling all communications and paper work associated with this program, and conducted performance appraisals for all lower grade ETs.
During my early years in the Bureau I served in many different positions to include Mail Clerk, Engineering Technician, Communications Clerk, Radio Maintenance Technician, Electronic Technician, ITS Supervisor, Telecommunications Manager and Chief Security Officer. All of these positions provided opportunities for growth in career development which afforded the opportunity to compete for the Telecommunications Manager position and Chief Security Officer in which I was assigned. I am also the direct Supervisor for the Information Technology Specialists and Information Systems Security Officer.
