Summa ry of Experience

My experience, I worked in the Airport Emergency Service for 7.5 years as an operational Junior Fire Officer in

t he mil itary and commercial airports, and 4 years as a training instructor in the Singapore Aviation Academy. I

a m trained in aircraft / building fire fighting techniques and rescue operations, chemistry of fire and its classes,

h azardous chemicals and fuel fire, the use of breathing apparatus, and fire prevention in the work place.

Deployed at Pulau Merlimau oil refinery fire scene, supporting the Civil Defence in fire fighting from the Airport

E mergency Services. I had been working as a safety supervisor since 1995 in the building construction trade, and

5 months as a safety manager in the Dow Corning Silicon project in China, Suzhou, ZhangJiaGang.

I am versatile and efficient to adapt the SWP and house rules of the other industries in safety supervision and

p rovision in compliance with the ISO 9000, OHSAS 18000 and ISO 14000, to comply with the work environment

required for the nature of work in the industry. Dur ing my unemployed period, I freelanced as a part time safety

Joined the above company as a site coordinator, but sometimes cover the role as a safety

coordinator, coordinating site works and safety work practice in Singapore Power Power Grid

P rojects. Set up high voltage test set for the high voltage testing when engaged by the client.

The company deals with high voltage installation of switchgears, transformer and reactors from

22KV to 400KV, and high voltage testing on power cables, switchgears, transformer and reactors.

Corus Building Systems Pte Ltd November 2009 – Apri l 2010

Employed by the above company as a safety coordinator under a five months contract for the Mar ina Bay

Sands Project. The project consists of the M ICE, Casino, Theatre a nd the A rts and Science Museum

building.

The company is specialized in K alzip Roof P rofi le, my duties is to supervise workers working at heights

using the proper safety harness and fall arrestor system to be worn a nd arranged the rope specialist to

t rain them on how to use the rope grab device.

system for the company, as the company has no basic safety standards.

Deployed to work in S uzhou, China for the DCSS Project at Zhang J i aGang enforcing the safety

I joined N ishimatsu a fter the collapse of the N icoll H ighway Project.

My duties was to enforce safety precaution du ring the remedia l work and this included

i mplementing

t he O HSAS 18000 and ISO 14000, r isk assessment and permit to work system for certain work

a ctivity. Conduct safety induction tr a ining for a l l new workers before they enter the site to work.

My duties cover ed t he whole N icoll H ighway a rea start ing from the Ophi r Flyover r ight up to

t he

M erdeka Bridge for both sides of the road. The stretch from behind the Pl aza Park Hotel, r ight up to

t he Golden M i le Complex. Unfortunately, the completed tunnels had to be abandoned due to the

collapse a n d the r einstatement of the N icoll H ighway . The other side of the road a long Republic

Avenue is the new a l ignment for the N icoll H ighway Station (NCH). I w as solely responsible for the

d aily supervision of the site, and environment matters on the public roads. I a lso conduct safety

i nduction for new workers or contractors working on site before they start their work and process

t heir security pass.

Other than that, I was dedicated the duties of my Safety Officer in corresponding non-

conformance issues created by a l l the sub-contractors and submit workers accident reports to

t he authorit ies.

Ensure that the Professional Engineers physically checked a l l the l ifting machinery and issue

certificates periodically, and validity of the l ifting gears and l ift ing equipment certificates.

Taisei Corporation October 2004 – February 2005

I joined Ta isei Corporation as a Tunnel Safety Supervisor at C854 as a contract staff .

As this was a new project, I started out in phase with the road diversion works at J a l an

M ashhor, site preparat ion, and silt control measures, implementing the O HSAS 18000 and

I SO 14000, and assist the construction team in the work progress.

I oversee the safety of the works car ry out by the sub-contractors for the diversion and

u nderground uti l ities l ayout and excavation.

Before every new contractor start the work, I had to conduct the in house safety i nduction and

educate them with the ru les and statutory regulations.

Shanghai Tunnel Engineering Company L im ited A ugust 2003 - February 2004

Employed by the above company as a Tunnel Safety Supervisor, my duties is to l iaise with the main

contractor (Econ and NCC JV ) and the owner (LTA ) to solve the site issues.

I also assist the Chinese Project Manager to correspond with main-contractor and LTA on day

to day running of the site a nd letter correspondence.

Ensure the workers understand the importance of safety and house ru les working in the tunnel, and

a rrange for workers to attend Tunnel Rescue Courses relating to tunneling works.

Co-ordinate the preparation and assembly for the Earth Pressure Boring (EPB) machine or Tunnel

Boring Machine (TBM ) in the tunnel and conduct weekly safety inspection with LTA Senior Inspector of Works

a nd main-contractor safety personnel.

Monitor gas condition in the tunnel at all times and supervised changing of TBM cutting blades.

Monitor the proper handling and hoisting of tunnel segments from the ground level into the

t unnel for installation of tunnel segments with Inspector of Works and the locomotive movement.

Check the locomotive tracks periodically to ensure the tracks are in alignment so that the

locomotive does not derail. Ensure the locomotive operator signal with the horn at intervals to warn

workers in the tunnel during traveling time.

Ensure every material loaded on the boogie wagon is secured before transporting to the TBM inside

the tunnel. Conduct training on tunnel evacuation and fire fighting with the use of portable

extinguisher and gas mask. I left the company after my contract was completed.

Singapore Pi l ing & Civil Engineering Pte Ltd M ay 2000 - June 2003

Worked for Singapore Piling and Civil Engineering Pte Ltd as a Site cum Safety Supervisor.

Submission of factory registration to MOM for each new job site and inform NEA, check with the

a irport authorit ies or mil itary airbase to inform and apply for crane permit when working near the

aerospace area.

Main duties included safe supervision on site, co-ordinate with sub contractors, mobilize and demobilize

t he job site for work commencement and completion. Pre-concrete casting inspection with clerk of works,

supervise concrete casting and checking of concrete slump.

Fil l up and submit factory registration form to MOM for approval and registration, advise and brief the

p roject manager on the new site requirements and the percentage of the contract sum set aside for safety

use as required by the authority.

Other responsibilities included monitoring the performance of the work force on site and attending to

p ublic complains. I also had to ensure the site and surrounding environment is clean and pest free, put

u p noise monitors device and print out weekly to submit to NEA, engage specialist to monitor the ground

v ibration during bored piling at interval period.

Drew up, submitted relevant paper work, and report ed to various engineer s a nd authorities in charge.

Record ed bored piles log and submit to consultant, supervise bore piles reinforced steel cage fabrication

for inspection with consultant and casting concrete.

Enforced discipline on all workers and informed office to renew their work permit application, made

claims and submit accident reports to MOM for workers injured during working hours.

Attended to the needs of the consultants when required, recommended cost cutting and work efficiency

measures for the company.

H a rt Engineering Pte Ltd M ay 1999 - Apri l 2000

Employed by Hart Engineering as a Project Coordinator in the door department.

Responsible for taking clients’ orders and send it to the factory for fabrication.

Also responsible for coordination transport to deliver doors to the site and arrange for installation.

I was assigned a few sites to manage, with each project, I had to ensure that the site condition is properly

m aintained, and the door openings are correct.

Planned and coordinated the Company’s transport service to cater to the public and private clientele.
