Supervisory Realty Specialist (Ephrata, WA)– Implementing a land management program under a Resource Management Plan (RMP) for the Columbia Basin project addressing natural resources, disposal, acquisition and management of 89,519 acres of federal property. Ensuring NEPA compliance for federal actions. Supervising nine staff responsible for land management use permitting. Working with the general public, landowners, farmers and elected boards to resolve water and land use issues. Negotiating land purchases and easements with private and public entities. Deputy Chief, Resource Management Office, Lower Colorado Region, (Boulder City, NV) Assisting the Director in managing a 50-person regional office responsible for environmental management, water system and conservation planning, realty services, cultural resources and GIS services. Directly responsible for environmental compliance for 1.7 million acres of public property and three hydroelectric facilities in three states. Responsible for program planning and management of a $10 million annual budget. Washington State Department of Ecology, Spokane WA, 8/92 – 6/09

Section Manager, 3/01-6/09; Managing an aquatic resources and land use program for a state regulatory agency responsible for a region covering more than 21,000 square miles, 13 counties and their incorporated jurisdictions. Responsible for the administration and management of a $1.5 million operating budget, $5 million in grant contracts, and 10 unionized staff. Responsibility for overseeing a regional watershed planning process, and representing the State of Washington on local advisory committees. Managing related grant programs, overseeing instream flow studies and related data collection, water supply and demand analysis and water budget development, reconciling paper and perfected water rights. Providing regulatory oversight of, and technical assistance to, public and private project proponents related to: Implementing statewide land use planning; Administering agency State Environmental Policy Act (SEPA) compliance and NEPA review; Shoreline planning, fish habitat restoration; Wetlands mitigation and conservation; Clean Water Act implementation; Flood hazard planning; state representative on a hydropower relicensing effort for a multiple facility system on the Spokane River. Environmental Planner IV, 8/92-3/01; Serving as an independent Project Manager, responsible for providing technical and regulatory assistance to urban and rural local governments, health agencies and the general public regarding solid and hazardous waste management, waste reduction and recycling.
