Mortgages were started in the 1930s by insurance companies in the US, primarily with the hope of gaining ownership of properties if the borrower failed to make the payments on it. It wasn't until 1934 that mortgages, in their current form, came into being. The Federal Housing Administration (FHA) played a critical role in this process.
