• Handled cost estimating functions for oil and petroleum projects for major clients including Exxon Mobil, BP, Conoco-Phillips, Tesoro Corporation and Shell Company.

• Held responsibility for preparing material take-offs and independent detailed cost estimates for Hydrolysate Intermodal Storage Yard, encompassing $5 million of site work and concrete construction, which was comparable within allowable 6% of the bids.

• Prepared independent cost estimate for all subcontracted change orders, facilities maintenance and operational change order costs.

• Developed bid analysis, conceptual cost estimates for additional work and comparative design analysis; obtained quotes for materials and subcontracted services.

CHIEF ESTIMATOR - CITY OF SAN DIEGO WATER DEPARTMENT (1998 – 2004)

• Served as Chief Estimator for $773 million City of San Diego Water Department Capital Improvements Program, with projects including water treatment plants, large diameter pipelines, pump stations, reservoirs, standpipes, tunneling, dredging, and water reclamation plants.

• Checked capital budgets and construction costs for 98 projects.

• Prepared estimates and analyzed impact of changes and additional projects.

• Developed conceptual cost estimates from planning scope of work reports, and reviewed design consultants’ cost estimates.

• Supervised three estimators to prepare independent cost estimates for comparison to capital budget, A/E consultant cost estimate, actual winning bid and actual construction cost.

• Developed and prepared presentations to the Estimating Manager, Project Manager, Construction Manager and clients.

• Attended bid opening meetings and prepared associated bid analysis.
