In a consultant support role, I currently provide program management guidance to the Department of Interior, Office of the Secretary/Office of the Chief Information Officer OS/OCIO in reference to the IT Transformation in an effort to establish a delivery model of centralized IT services that realize cost savings, performance goals and customer satisfaction.

My responsibilities include, but are not limited to the establishment of the project charter and schedule for the delivery of the IT Transformation Plan to Secretary Salazar and am responsible for establishing and maintaining the Master Schedule for the IT Transformation effort which will include the monitoring and delivery of high level milestones and deliverables and the interdependencies of potentially twenty projects. I support the Federal Project Management lead in an effort to establish various project management templates and provide coaching to Project Managers to ensure consistency throughout the IT Transformation projects.

I continue to support my company’s contract with the Bureau of Indian Affairs which includes task orders at the Department of Interior and manage all associated resources and subcontractors.

Bureau of Indian Affairs – 11/2007 to 2/2011

As a consultant at the Bureau of Indian Affairs, I provided project management support on multiple IT projects to include the development of project plans, scope, schedules, costs, earned value, quality, issues and risks, work breakdown structures and managing through the System Life Cycle. I have managed both standard and Agile projects. My focus was to successfully manage these projects to their conclusion and maintain quality performance. Each project was authorized by the CIO, initiated by the CPIC process, managed with clear accountability and focused on efficiency and profitability as required by Clinger Cohen Act. I acted as a liaison to multiple organizations within the Bureau, and managed all project stakeholders and executive sponsor’s expectations. I worked closely with the Federal Program Managers to determine budget baseline estimates, resource requirements, and participated as an integral part of the acquisition process and management of capital assets on a multimillion dollar project. I was responsible for supporting the Security organization at the Bureau to ensure a plan to manage risk, protect privacy and confidentiality and ensure that adequate and proper documentation of the agency activities were provided.

In addition I managed my company’s contract with the Bureau, which includes several task orders at the Department of Interior. I worked closely with the COTR to ensure adherence to the task order requirements and provide contract support.

Responsible for the organization, development and management of the Texel/SPL Project Management Organization focusing on the efficient, timely and cost effective implementation of multiple projects Documented all internal Texel/SPL process and work flow. Lead the team responsible for the design and relocation of the Texel/SPL office headquarters.

Consulting Program Manager - Government Solutions Program

Identified and implemented a comprehensive, user-friendly, project management methodology based on PMI PMBOK principles that established standardized processes with on-line, customizable capability. Developed a structured project audit program to identify process inconsistencies and problem projects in an effort to synchronize processes and establish continuity throughout several newly merged program management groups that formed the Government Solutions Project Management Organization.

Advisory Program Manager – FTS2000/U.S. Treasury

Responsible for management of the conversion of the Treasury Communication System from Network B (Sprint) to Network A (AT&T) as it related to FTS2000. Acted as single point of contact for Lucent Technologies in a multi-vendor transition of more than 2700 sites. Developed the processes, systems requirements and resources to support this complex data communications activity. As a key member of the Treasury Transition Team Steering Committee, interacted extensively with all other team members including GSA and the Treasury Office of Telecommunications Management. Positioned Lucent as leading the team in developing a successful project plan.

Senior Program Manager - NET/First Union Bank

Responsible for directing the installation of 750 First Union sites, involving third party data and telecommunications equipment, over a four month period of time. Established the processes and worked with the Northeast region to acquire a dedicated installation team to support this highly concentrated effort. Provided close coordination with the NET, MCI, and First Union teams. Matrix managed the installation team with accountability to upper management and successfully completed project on time and fully within the customer's requirements.

Advisory Project Manager - Proposal Team

Responsible for management, development, analysis, pricing and submission of the AT&T Paradyne portion of a large government data communications RFP response. Developed and negotiated the Statement of Work and subcontract documentation. Accountable for identifying service resource requirements, task descriptions, maintenance requirements and pricing of all service needs. Developed a best cost/value package. Acted as single point of contact for this bid for both Sales and Service organizations.

Senior Project Manager- FTS2000 Packet Switched Network

Responsible for project management of the installation of packet switched service for the FTS2000 project. Coordinated site survey process and new installations to ensure customer satisfaction. Managed application of AT&T Paradyne resources to meet program objectives. Served as local point of contact with FTS2000 customers. Provided customized invoicing reports to comply with government specifications. Received commendation from AT&T FTS2000 Operations Director for U.S. Forest Service implementation success. Maintained a "consistently exceeds" customer rating throughout the life of the contract.

Senior Project Manager - Telegraph Elimination Project

Responsible for the phase-out transition of AT&T telegraph service and coordinated the migration of major federal customers to other AT&T digital services. Acted as central point of contact between AT&T Paradyne and AT&T Federal Systems. Received letter of commendation and award from AT&T Vice President for successful on-time completion of this project.

Project Manager II - VSAT Project

Managed the AT&T Paradyne service support contract with a major VSAT vendor. Provided on-site account management, handling customer satisfaction, service escalations and problem resolutions. Coordinated activities of 3rd party vendors to support the logistics requirements of the end users. Responsible for maximizing profitability of contract. Doubled revenue per hour over the life of the contract by reviewing all invoices and monitoring service calls to minimize expenses. Received AT&T “Employee of the Year” award for performance on this assignment.
