Licensed Professional Geologist in Delaware, Pennsylvania and North Carolina
Experienced and highly skilled geological science professional with expertise in hydrogeologic and geotechnical analyses, modeling and construction management.
SUMMARY OF QUALIFICATIONS
• Over 30 years of experience in hydrogeologic investigations, site characterization and remediation using monitoring well and modeling techniques.
• Extensively managed projects including activities in commercial, municipal, environmental, mining, oil and gas, and water projects.
• Oil and gas experience includes assistant management of Starlight Field (Youngstown Sheet and Tube), design and installation of first successful coal mine methane degasification system (Emerald Mine, Waynesburg, PA) and leasing, design, permitting and installation of oil and gas wells in Ohio, Pennsylvania and West Virginia.
• Expert hydrogeologist with the experience to take a water supply project from conceptual design to final delivery.
SKILLS AND ACCOMPLISHMENTS
Ground Water Design and Development
• Designed and assisted in the installation of high capacity municipal wells at Bridgeville, Delmar, Dover, Georgetown, Milford, Rehoboth Beach, Selbyville, Somerset County, and Snow Hill.
• Prepared groundwater sections of spray irrigation design development reports for Bridgeville, Georgetown and Harrington.
• Designed and permitted pumping test of existing water well for eventual application to Susquehanna River Basin Commission (SRBC) and Department of Environmental Protection (DEP) for appropriation permit.
• Designed and installed shallow groundwater pumping system for foundation dewatering including placement of pumping wells, acquisition and installation of pumping system and system start-up and operation.
Project Management
• Assisted the Corps of Engineers at Nashville District in completing a $309 - million plan to improve the long term reliability of the Wolf Creek Dam (Seepage Rehabilitation Project, Jamestown, KY).
• Developed Operations and Maintenance Manual for the wastewater treatment plant 12-inch injection disposal wells which included testing and analysis of injection system performance, and development of daily operational and maintenance procedures.
• Investigated new groundwater development locations to supplement the current water supply (well and springs), resulting in property right-of-way option and installation of test wells.
• Responsible for the location and installation of raw and potable water wells to supplement the Borough’s present surface water supply including completion of wells, testing and permitting.
• Determined capital and the operating cost to process shot rock for a manufacturing process.

• Managed the completion of a new surface mine permit which included compilation of geologic and groundwater data and development of mining, erosion, sedimentation control and mining reclamation plans.
• Installation of addition to water treatment system including all piping and tanks, nitrate removal system, new chlorine injection and contact tank, new salt storage vessel and building additions to existing treatment plant and new pump house.
• Managed an accelerated remedial investigation and feasibility study (RI/FS), Phase II, which included detailed environmental site assessments of the potential sources of the volatile organic compound (VOC) contamination, including monitoring well siting, sampling and analysis of resulting data to determine potential migration pathways and possible environmental impacts at Naval Air Station, Keflavik, Iceland.
• Obtained a construction air quality permit for a 600 ton per hour lime handling and load out facility, which included a flow diagram presented in CAD format.
• Performed logging core, scheduling drilling rigs and providing access and reclamation of drill sites in West Virginia.
• Oversight activities for U.S. Army Corps of Engineers (Baltimore Division) at the Kane and Lombard Superfund site which was being investigated by Harding Lawson Associates.
• Field supervision of hazardous waste investigation including installation of monitoring wells under Level C conditions at Heleva Landfill.
• Supervision of replacement well installation, including water line installation and underground boring wastewater construction supervision which was a result of groundwater contamination.
• Worked in mining geology and coal exploration and oil and gas well completions at Bethlehem Steel, Pennsylvania Mines Corp., Bellaire Corp., Sohio Coal.
Project Analysis
• Composed numerous preliminary groundwater impact assessments for large on-site wastewater treatment and disposal systems.
• Prepared comprehensive reports for development and analysis of wastewater flow models, slug and pumping test data, and seasonal depth to groundwater using Delaware Geologic Survey area digital interpretations and statistical analysis.
• Performed statistical analysis of DGS continuous local well records and interpretation of hydrostratigraphy from borings and well logs.
• Investigated and recovered subsurface chemical spill in karstic setting.
• Characterized basin groundwater potential, well location and installation, and conducted pumping test analysis (72 hour test with 44 monitoring points), well permitting (DEP and SRBC) and public presentation of impact use on area private water wells.
• Performed a hydrogeologic investigation concerning the mechanism causing formation of iron bearing seeps following abandonment of an underground coal mine which included placement and monitoring of piezometer wells, geochemical analysis, geophysical logging and detailed analysis and mapping of stratigraphic sequences.
• Conducted an RCRA Facility Investigation (RFI) under an EPA consent order to characterize the extent and impact of volatile organic chemicals (VOCs) originating from previous manufacturing operations at East Petersburg.
• Determined the possible impact of VOC contamination on the IBM corporate headquarters water supply at Armonk, NY.
• Determined the groundwater budget for the State of North Carolina.
