 Detail the ICT based Information Systems currently in use by each Counterpart institution above and determine how effectively they are meeting the needs of the institutions as well as user understanding of those systems. Also report on current technical support for each system, i.e. whether there is in-house technical support or if the same is outsourced. This should also include network and communications infrastructure.

 On the basis of the above, assess Somaliland government’s ICT needs (in terms of both Hardware and information systems) and propose the most cost-effective way of meeting them in the medium term (over the next 5 years).

 Propose options for SIDP in the next 2 years in terms of prioritization of systems to deploy.
