OVERVIEW:

For many years I’ve worked as a writer, consultant and nonprofit administrator for agencies and businesses

dedicated to what is currently deemed socially responsible investment and innovation. I’ve been primarily

involved in a number of creative projects for youth and adult services, youth development, community

empowerment and educational advancement, often using participatory tools and connectivity technologies. I’ve

helped secure in excess of $10 million in start-up and continuing operational grants from a range of funding

sources. What’s interesting is that a number of these projects have become iconic representations of activism and

impact across the nonprofit/business sector and even globally. You know some of them. Ask me about the details!

My interest currently focuses on broadening my writing opportunities and working in partnership with new or

emerging efforts that ensure the charitable side of the teeter-totter of blended business values gets to showcase the

value of its weight in credibility and profitability. Innovation is in the air, and it is imperative that those with a

commitment to empowerment don’t get left without traction!

RECENT Nonprofit / Community Service Initiatives (Selected)

Professional Development Consultant, First 5 Solano County: In May, 2012, wrote $630,000 grant to

help provide quality improvement training and coordination for collaborative of infant/toddler and

preschools across Solano County. To be fully funded in June 2012. Also, helped write the draft and

project narrative elements of the State of California’s local CARES Plus Phase I initiative to offer college

and professional skills advancement to early childhood educators and childcare personnel for Solano

County. Project includes sections on using online training and gaming tools for learning. The project was

granted start-up funding and is expected to receive significant additional dollars in ongoing funding. The

proposal was identified as being the best written and prepared packages the state had received on this

topic. Secured in excess of $300,000 in supportive and program funding.

Consulting Grant Writer, Grant Writing Partnership: Served as a consultant to prepare a proposal

package of Title 1 (Low Income) schools. Recently completed a school library and multi-media resource

proposal for $250,000 equipment, software and neighborhood networking Literacy for Life Initiative. The

project was not funded due to cutbacks in available funds. The consulting agency went out of business

before I could help them secure new clients.

Grant Writer, Latino Resource Center on Alcoholism, Addiction and Community Involvement,

Latino Commission on Alcohol & Drug Abuse (Alameda County): Developed and wrote a 5-year

NIH/NIAAA Specialized Alcohol Research Center grant application for $8 million to focus core

scientific research within community-service alcohol & drug settings for Latinos. Over two years, I

prepared approximately 20 packages averaging $250,000. December 2007-November 2009. Proposed use

of social media tactics for organizing against drug sales and supportive of recovery.

Grant Writer, Priority ONE Licensed Family Child Care Initiative, Solano County Licensed

Family Childcare Network and Solano County Office of Education. Developed and continue to refine

series of foundation and business LOIs for a Priority ONE family child care initiate to reduc e the eligible

waiting list and to empower family care providers. Original application sought $400,000 to create a

network of family child care services to enhance and expand the availability of critically needed services

while integrating research-supported educational elements that facilitate transition to public schools.

Project awarded $250,000 through alternative funding source because it was seen as such a good project.

Grant Writer, Benicia Unified Schools, Put together Career Technical Education/Physical Education

Enhancement grant applications for the Calif. Dept. of Education. Prepared separate application proposals

seeking funds earmarked for outstanding extensions of existing school programs. Both applications

received funding, with a CTE grant of $19,000 to purchase equipment and supplies, and Physical Ed.

Elementary school grant of $70,000 to increase health/wellness activities at 4 schools. June-Oct. 2007.

EARLIER ACCOMPLISHMENTS (Writing and Administrative):

May 2001- March 2004

Executive Director, California Coalition for Youth/California Youth Crisis Line (www.CalYouth.org),

Sacramento, CA. Fully responsible for all agency management, board interaction, fund raising, public policy

oversight, legislative liaisons, and youth empowerment directions.

February 1998 – April 2001

Assistant Director, Xanthos, Inc., Alameda, CA. (www.Xanthos.org). Primarily responsible for general, ongoing

fund raising for seven major program components, community partnerships and capital purchase/renovation

campaigns for family counseling, education, mental health training and project services for runaway/homeless

youth. Helped double the agency’s overall operating and program revenues from about $2 million to nearly $4.

September 1992 – September 1995

Executive Director, Oakland Men’s Project, Oakland, CA. Served as first executive director, where I helped

increase budget from $80,000 to over $250,000 while implementing recognized anti-violence and gender-

awareness initiatives, including the boy’s component of the first Take Our Daughters To Work Day activities.

January 1986 – July 1992

Development Consultant, Rubicon Programs, Inc. Richmond, CA. (www.RubiconPrograms.org). Undertook the

several fund raising initiatives that included securing federal and state funding for transitional and supportive

housing, critical care counseling, money management, and education/vocational training skills for persons with

severe mental disabilities and formerly homeless men. Agency’s annual budget was about $600,000 and has

grown to nearly $14 million and is now recognized as a national entrepreneurial project for highly vulnerable

populations in need from our early efforts.

WHEREAS, Allan Shore, a distinguished California resident, has brought credit and distinction to

himself through his active participation in local and state activities, and it is appropriate at this time to

highlight his many accomplishments and to extend to him special honors and the highest commendations;

and

WHEREAS, A respected leader in the Alameda area, Allan Shore has amassed 15 years of experience in

community-based social, education, and health services, and at the present time is employed by Xanthos,

Inc., which each year provides comprehensive assistance to more than 7,000 individuals and families in

the East Bay and Alameda; and

WHEREAS, At the present time he is a member of Alameda’s Transit Committee and Fourth of July

Parade Committee, the Alameda Kiwanis Club, the working committee of a children, youth and families

collaborative and the Design Review Committee of the Alameda Point Collaborative’s Building 101

social services support center, and he was a founding member of Out On The Island and is a past

President of the East Bay Lesbian/Gay Democratic Club, and is a former member of the Executive

Committee of the Alameda County United Way’s Funding Emphasis Task Force, and a political

appointee to the Drug Abuse Advisory Board and the Human Relations Commission, both in Contra

Costa County; and

WHEREAS, Allan Shore has contributed extensively to the people of California through his support and

defense of one of the nation’s most precious rights the right of citizens to organize and participate in

our democratic political system, and he has recently completed his second term as President of the City of

Alameda Democratic Club, and under his leadership, the club was selected by the Alameda County

Democratic Central Committee as Club of the Year for 2000; and

WHEREAS, The contributions that Allan Shore has made to the people of California have been

invaluable, and he has made a lasting impression on those individuals with whom he has been associated,

now, therefore, be it

Our Recommendations for AC Transit board

We've found there’s good reason other than electing people to office for having political campaigns.

The best candidates think creatively about what can be done to improve the quality of daily life, and

ideas flow.

The AC Transit campaign for the at-large seat and Ward 3 has produced a bumper crop of creative-

thinking candidates. ….

In Ward 3, an area that covers Oakland, Piedmont and Alameda, two candidates are challenging veteran

director Alice Creason, who cites her long list of endorsement and 10 years on the board as evidence

she’s the best candidate. She also has a healthy campaign fund, and will be hard to beat.

Creason, former mayor of Piedmont, has served well but we think its time for a change in the district’s

representation. We think Allan Shore is more in tune with the positive changes underway at AC

Transit.

Shore, who lives in Alameda, is our choice as successor to Creason. Shore is committed to

restoring bus service that has been drastically cut, including evening and owl service, and says

he’ll be aggressive in finding new sources of funding at the state level.

Shore has been a community and nonprofit professional with community organizing agencies for

the 14 years he has lived in the East Bay. He has worked successfully to improve neighborhoods,

reduce homelessness, and maintain safe streets. Now he wants to apply his skills in working with

the community to the AC Transit board.

He believes AC Transit is behind in its use of high technology in its operations, and thinks the

board needs to listen more often to people who ride the buses before making decisions.

Our picks for Alameda Council Alameda City Council

Five Island residents have spent the past few months trying to convince voters they should be elected to

the Alameda City Council seats occupied by incumbents Al De Witt and Barbara Kerr, who are seeking

re-election. We believe one of them, Allan Shore, has made a strong enough case to merit our

endorsement. And we would like to see De Witt serve another term.

From our perspective, Shore would bring the energy and persistence needed to help shape the

future of a city still searching its way through a post-Navy base closure age, changing

demographics and pressures brought by the Bay Area’s jobs-housing imbalance.

Shore, assistant director of Alameda-based nonprofit Xanthos, long has championed public transit

and intends to link the Island with regional transit systems. He also intends to do all he can to

improve bus and ferry service, which he considers essential in preventing Alameda from choking

on traffic that new housing developments and businesses threaten to generate.

Like many of the other candidates, Shore also sees affordable housing as one of the top issues

facing Alameda and promises he will fight to make sure teachers, police officers and other lower-

paid workers won’t be priced out of the city.

In De Witt, we believe Alameda will continue to benefit from his steady guidance and familiarity with

the city and its issues. De Witt, who as a child grew up in an Alameda housing project and later became

a U.S. Army colonel, is a strong advocate of youths. He played an instrumental role in getting the

Cityview Skateboard Park started and in pushing for construction of a teen center at the former Navy

base.

De Witt has the respect of his council colleagues and even of his political opponents, who consider him

a shoo-in for re-election. We believe he has the leadership and vision to help the city convince

developers to build an adequate supply of affordable housing and that he will push for the proper mix of

housing, business development and recreation activities at Alameda Point.

It is also worth noting that De Witt and Shore are firsts in Alameda history, the former being the

first African-American councilmember and Shore, if elected, the first openly gay councilmember.
