Summary of Experience
Retired in 1995 after a 22 year naval career. Work experience consists of new construction, add-on additions, refurbishment of existing facilities, renovations to accommodate updated or new equipment, removal and storage of fixtures and equipment, and building and equipment maintenance and upkeep. Preparation of buildings scheduled for decommissioning and demolition of a number of facilities. Post 1995 employment consists of the following: Project Manager for Sears Home Central. Assistant Project Manager, Superintendent and/or Quality Control Manager for SNAP Contracting Corporation, Goel Services Inc, and Turner Denny Construction. Considerable experience with government contracts including drawings and specifications, forms, procedures, documentation and other general administrative requirements. Experienced operator for all heavy equipment. Extensive understanding of OSHA regulations and requirements with several OSHA certifications. Computer literate with experience using USACE Prima Vera and RMS computer based reporting and tracking systems. Some experience with LEEDS projects.

Quality Control Manager for addition to Communications Farm Server Building, Ft. Lee, Petersburg Virginia.
04/01 - 08/08: Delaware Cornerstone Builders/Goel Services, Hyattsville Maryland
Assistant Project Manager, Superintendent and/or Quality Control Manager for a number of government contracts in several states. Contracts involved construction of a new Army Motor Pool and Transportation facility and various smaller construction projects. Hangar and concrete runway with adjacent asphalt apron suitable for use by all military aircraft. Building refurbishment, and relocation of several buildings. Demolition of reinforced bomb assembly and storage facilities, high explosive bunkers, and barricaded railroad sidings and tracks on three large weapons stations. Power plants, processing facilities and associated utilities. Installing, cutting and capping, and rerouting electrical power, high pressure water and steam lines, gas lines, and various other utilities. Several projects involved extensive HAZMAT abatement, environmental cleanup, and wetlands management.
02/99 - 01/04: SNAP Contracting Corporation, Norfolk Virginia
Superintendent and/or Quality Control Manager for various projects on the following government installations in southeastern Virginia : NWS Yorktown, Cheatham Annex, NOB Norfolk, Norfolk Naval Shipyard, NAS Oceana, NSA Northwest Transmitter Site, Deep Creek Annex, Langley Air Force Base, Ft Monroe and Ft. Eustis. Larger construction projects included an addition to, and refurbishment of two wings at Portsmouth Naval Hospital. Strike Fighter Building addition and renovation, and refurbishment and construction of offices, storage areas and workspaces on Hanger Two Hundred, NAS Oceana. Two large demolition projects on NWS Yorktown, and demolition of a 650 foot slipway located inside the restricted area for the nuclear reactor re-coring and decommissioning building. This project involved the use of both conventional and barge mounted cranes.

Determined job specifications , construction needs and requirements, and ordered materials. Assigned projects to various subcontractors, resolved subcontractor charges and labor issues. and inspected finished work to ensure compliance with all codes and standards. Conferred with customers to ensure customer satisfaction. Acquired building permits and interfaced with various government and historical societies to obtain design approval.
09/96 - 04/98: Planning Systems Incorporated, McClean, Virginia
Assigned through contractual agreement to the Office of Naval Intelligence, Suitland Maryland, and Naval Special Warfare Research and Development Center, Carderock, Maryland. Provided setup and support for fixed and mobile warfare systems. Evaluated performance of new systems and equipment upgrades and provided test and evaluation input.
02/96 - 09/96: American Concrete, Virginia Beach, Virginia
Managed personnel, equipment use and maintenance, operator practices, material inventory, mix designs, and tests to provide a variety of concrete mixes for industrial and residential job sites. Position required knowledge and use of concrete specific and conventional heavy equipment, mix design, additives, reinforcement, and site preparation.
Naval Experience
Naval experience includes 17 years spent in overseas duty assignments, a number of which were set in remote locations. Duties involved overall operational management and performance of the team. Developing operational plans and procedures, overseeing training and qualification, and interacting with military and civilian organizations in the U.S. and various foreign countries to obtain materials and services required, arrange logistic support, and manage delivery and storage of materials, and building or installing whatever the project stipulated.
