Engineering work experience includes environmental permitting, operating, and compliance; environmental and engineering consulting; due diligence; project management; contract administration; project engineering; direct supervisory management; and extensive technical report writing.

A sampling of work history is as follows:

Have over three years of environmental permitting, operating, and compliance experience. Prepared applications for and administered numerous NPDES discharge, IDPH public water system, and USCOE dredging and construction permits. Negotiated numerous permit issues with multiple state and federal agencies, resulting in time and cost savings. Developed strategies to minimize non-compliance situations. Conducted dam integrity inspections and developed dam emergency action plans (EAPs) and O&M plans. Resolved dam integrity deficiencies, by designing and implementing embankment stabilization plans. Updated 33 CFR 154 and 40 CFR 112.20 facility response plans (FRP) and 33 CFR 105 facility security plans (FSP). Prepared/administered SWPPPs. Developed groundwater management zone and monitoring plan, in resolving groundwater impact. Prepared responses to USEPA information collection requests. Managed/minimized spill incidents, through regulatory reporting and follow-up corrective action. Managed waste streams from power plants. Conducted internal environmental audits. Completed Illinois Non-Hazardous Special Waste and Tier II Annual Reports. Developed waste disposal options for both bag house residue and coal ash. Developed / presented numerous EAP, O&M, SPCC, SWPPP, FRP, and FSP training.

Regional Manager of a small office, conducting environmental and civil engineering consulting.

Conducted over 50 Phase II limited subsurface investigations, in both Illinois and Missouri. Responsibilities included preparing proposals, coordinating drilling operations, advancing soil borings, installing monitoring wells, sampling soil and groundwater medias, analytical analysis, evaluating and characterizing extent of impact, and report preparation.

Managed remedial site cleanup projects, through the Illinois EPA Site Remediation Program. Conducted focused site investigations, developed remediation objectives, designed Remedial Action Plans, delineated the extent of soil / groundwater impact through transport modeling, and prepared Remedial Action Completion Reports. Applied for and received Municipal Brownfields Redevelopment Funds, to subsidize the projects. Efforts resulted in regulatory closure.

Managed five leaking underground storage tank (LUST) projects, through the Illinois EPA LUST program. Responsibilities included managing UST removals, free product monitoring and delineation, developing corrective action plans, conducting subsurface investigations, delineating the extent of soil and groundwater impact through transport modeling, preparing Corrective Action Completion Reports, and preparing reimbursement packages for accessing reimbursement funds under the Illinois EPA LUST fund. Efforts resulted in IEPA issuance of No Further Action closure letters.

Provided environmental consultation for two roadway and bridge construction projects, which extended through USEPA Superfund sites. Responsibilities included site and waste stream characterization; contamination delineation; preparation of waste disposal options and costs; preparation of Health and Safety Plans; coordination between USEPA, IEPA, and contractor; and preparation of waste manifests.

Developed and implemented numerous SPCC Plans and tank integrity testing programs for industrial facilities.

Have over ten years experience conducting Phase I Environmental Site Assessments (Phase I, ESA). Conducted over 475 Phase I, ESAs for property transactions involving industrial, commercial, and residential properties throughout the United States and Canada. Responsibilities included the following: environmental field inspections; historic research of site usage; potential contamination identification; interpretation of analytical results; preliminary lead-based paint, asbestos, radon, and lead-in-water surveys; Resource Conservation and Recovery Act (RCRA) waste characterization; and extensive technical report writing. Reports met ASTM, Fannie Mae, Freddie Mac, Standard & Poor's, and HUD guidelines.

Have over ten years experience conducting Property Condition Assessments (PCA). Conducted over 375 PCAs of industrial, commercial, and residential properties. Responsibilities included the following: conducting engineering inspections; identifying / proposing solutions for deferred maintenance items; developing cost estimates and projected expenditures; conducting follow-up repair inspections; and reviewing construction draw requests.
