OBJECTIVE:

To obtain a project and/or engineering lead position with an environmental consulting firm, corporate/plant environmental management services, or government agency that offer challenges and growth.

QUALIFICATION SUMMARY:

As a project engineer and/or project manager in various environmental consulting and construction management organizations, I have successfully applied and gained valuable experience in pursuing, performing, and managing projects varying from well-defined engineering tasks with limited budgets to multi-discipline environmental remediation/construction projects in millions dollars for government and commercial clients. These projects typically involved site characterization, contaminant delineation, pre-design investigation (PDI), groundwater/soil remedial design (RD) and remedial action (RA), environmental assessment, spill prevention/clean-up, environmental compliance and permitting for all environmental media, as well as landfill cell and cap construction management. Utilizing project-tracking programs, e.g. MS Project, I consistently accomplished my project management assignments on time, within budget, and according to established scope of work. Routinely, these assignments required preparation of proposals and cost estimates, establishing contract with clients, preparing technical specifications and bids, subcontractor procurement, setting up WBS tasks and milestones for effective internal/external labor and material utilization, monitoring project cost and schedule, submitting periodic project status reports, communicating with clients and project personnel, and coordinating project closure-out and/or case closure.

Based on my background and continuing updating on environmental rules and regulations, I have successfully contributed to facility permitting, operation and maintenance, and regulatory reporting tasks in accordance with wastewater, storm water, groundwater, chemical use/storage, air, and waste management regulations in CERCLA, RCRA, TSCA, CWA, and various state and local codes. While more recently on applying remedial technologies such as in-situ and ex-situ chemical oxidation, in-situ bioremediation, and natural attenuation for site remediation tasks, my technical expertise in site remediation also include successful applications of conventional remedial technologies, namely, source removal, groundwater pump and treat, air stripping, carbon adsorption, air sparging, soil vapor extraction (SVE), soil washing, in-situ stabilization, slurry wall, etc.

WORK AND MAJOR PROJECT EXPERIENCE:

Senior Engineer/Project Manager; American Geosciences, Inc.; Murrysville, PA; Oct. 2008 – July 2010

Performed and managed projects efficiently and effectively, resulted in significant cost savings and foreseeable completion of remediation. These projects involved site characterization, site monitoring, contaminant delineation, compliance evaluation, designing and field implementation of approved remedial approaches, pre-/post-remediation monitoring, preparation of completion and quarterly progress reports and site/case closure documents in accordance with facility’s permits and/or regulatory requirements for brownfields. Also, worked with state regulators and developed/negotiated favorable modifications of existing permits. Major projects and accomplishments included:

• Groundwater Bioremediation and Permit Modification – Locomotive Manufacturing Facility in Idaho, resulted in significant cost savings in monitoring and greatly shortened duration for remediation.

• Site Monitoring, Natural Attenuation, and Closure under Wisconsin Voluntary Party Liability Exemption (VPLE) Program – expected approval of case closure and client’s property transfer shortly in Wisconsin.

• Site Characterization, Remediation Planning, Regulatory Approval, RA Oversight, Engineer’s Certification, and Liability Release – various stages of projects primarily in Pennsylvania’s Act 2 program.

Efficiently managed projects and performed various engineering tasks within EPA Region 3 RAC program for project sizes up to approx. $3 M, provided support in qualification packages and cost proposals for RAC program and commercial clients, also performed engineering tasks for Navy contract and other commercial projects. Served as a Construction Project Manager for owners and a consulting firm primarily in waste management industry to manage concurrently for projects including initial site (“greenfields”) development, site improvement, new cell or landfill design and construction, and closure of completed cells. Managed projects, located in PA, WV, TN, KY, NC, AL, and MS, from inception (cost estimates, proposals, subcontracting, and site preparations) to completion (permit to use and initial operations), and responsible for project values over $10 M. Participated in the design processes to assure their constructability, supervised construction contractors and construction quality assurance (CQA) providers to control quality, cost, and schedule, oversaw design and construction of supporting components such as leachate collection, storm water management and landfill gas collection and removal systems, attended meetings with regulators, consultants, and subcontractors to assure all regulatory requirements were met and permits to use were obtained, and maintained all design and construction documents for owners. • Participated a large RI/FS for a former nuclear weapons fuel production facility in Fernald, OH.

• Characterized, delineated and removed pesticide and VOC contamination at a site in Delran, NJ.

• Performed site characterization and removal action project for a PCB site in Cherry Point, NC.

• Conducted various UST site characterization and remediation projects in PA, NY, and NJ.

• Managed design and implementation of an in-situ soil stabilization project in Findlay, OH.

• Performed and managed tasks of design and permitting for remediation and/or closure of abandoned or inactive landfill facilities in PA and MD.

Served as a Sanitary Engineer in PADEP-BWM for the Southwest region, my primary responsibilities included:

• Reviewed 20+ permit applications for new and expansion hazardous and solid waste management TSD facilities, in accordance with engineering principles and state and federal environmental protection rules and regulations.

• Led permit review team and performed office and field evaluations of landfill design and construction.

• Provided regulatory consultation to permit applicants, the general public, and representatives from industries, municipalities, consulting firms, and interest groups.

Research Assistant; Environmental Engineering Laboratory, Civil Engineering Department, University of Pittsburgh; Pittsburgh, PA; April 1980 to April 1986.

Studied environmental engineering and worked as a Research Assistant in the Environmental Engineering program, conducted wastewater treatment process design, bench- and pilot-scale system installation, implementation, maintenance, laboratory analysis, data collection, and statistical analysis for research projects in biological and physical processes, including compartmentalized aerobic activated sludge process, anaerobic digestion, anaerobic fixed-film reactor, wet air oxidation, physiochemical destabilization, sludge dewaterability, and wastewater nitrification.
