WORK EXPERIENCE
Michigan 2007 to Present
Senior Geologist performing and managing multi projects for U.S. Army Corp of Engineers (USACE). Prepared statements of work, proposals, technical evaluation, projects budget control, invoicing, projects tracking, reporting, and close out. Acquired extensive experience in all geology fields including but not limited in the field of environmental geology conducting all phases of environmental site assessments, including initial site visits and work plan development. Related activities include use of aerial photography, digital data for computerized mapping and analysis, as well as preparation of topographic and subsurface maps. Field experience includes surface and subsurface soil and sediment sampling, surface water and groundwater sampling, monitoring well design and installation, assessing hydrological conditions, well log interpretation, drilling, as well as providing geotechnical field observation for building and grading projects. Duties included implementation of field and laboratory testing programs and writing the final report. List of completion of more than 50 projects performed is available upon request.
Dr. Al-Saffar has managed the removal of underground storage tanks (USTs) in Michigan. At many of these sites he also coordinated subsurface investigation and remediation activities. Remedial technologies used have included free product removal, natural attenuation, and dig and haul. Dr. Al-Saffar duties included: project management, site oversight, and report preparation including Initial Assessment Report (IAR), Final Assessment Report (FAR), Free Product Recovery Report (FPRR), and Closure Reports.
Dr. Al-Saffar performed and supervised all aspects of over 10 environmental site assessments according to ASTM and CSA methodologies as Senior Geologist, at commercial and industrial properties. Phase I ESAs in Michigan require evaluation and reporting of soil characteristics, geologic, hydrogeologic, and topographic conditions of properties in addition to historic uses of the property and adjoining properties for identification of recognized environmental conditions. Includes review of relevant maps, Municipal and State/Provincial government reports and site reconnaissance. The facilities have included automotive sales facilities, just-in-time processing plant, gasoline refinery, chemical storage facility, residential and commercial properties, schools and hospitals, office and maintenance buildings, undeveloped properties, and leaking underground storage tank sites.
URS Corporation 2005 – 2007
Project and Program Manager, Facilities Sector, U.S. Army Corps of Engineer (USACE), Gulf Region Division (GRD), Baghdad, Iraq. The Facilities Sector managed $2.9 billion worth of reconstruction projects. Prepared statements of work and managed contracts and task orders. Coordinated logistics and detailed program status reports in the areas of procurement, shipments, installations, and training. Prepared purchase requests and commitments for over 1,000 contracts across 19 Project Codes. The position required close contact and coordination with Iraqi government ministries, high-ranking U.S. military officers, and senior consultants from U.S. State Department. It required decision making as a fiduciary of the U.S. Government and program execution within the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations (DFAR) requirements.
Petroleum Research Center, Baghdad, Iraq 1993 – 2003
Geologist, Oil and Minerals Exploration Sector. Assisted in the assessment of recoverable hydrocarbons in southern and western Iraq. Performed many projects and researches in the field of stratigraphy for clastics and carbonates, sedimentalogy, geochemistry, and rocks and minerals. Interoperated the results of exploration and wrote technical reports, including daily and weekly geological reports and final wells history reports. Utilized geologic information to identify tectonic- and stratigraphic sequences in order to provide an accurate assessment of petroleum resources. Worked as a projects controller and planer to control projects progress to meet the time frame. Worked as a Quality Control/Quality Assurance manager and review the final reports.
