PERSONAL PROFILE
I have demonstrated an experienced commercial & operations management function with solid foundation in traditional quantity surveying and cost controls through a variety of procurement routes including traditional and design/build. I can offer a wide variety of contract and project management experience, including contract administration, a high level of commercial awareness, discretion, including operational change management controls as part of a mega-build project structure, or as a stand-alone system on more conventional projects. I believe building the right team is tantamount to successful project execution, and I expect the highest order of resource from those around me. I have a background in business unit management and strategic implementation of commercial and procurement procedures, including bid finalization and tender qualifications. Awareness of current UK health and safety legislation whilst pursuing a viable financial outcome to the project is a paramount driver, based on robust cost control and strict contract administration whilst allowing flexibility when common sense dictates. I particularly enjoy commercial & project management and contract administration, take off work, final cost forecasting and value management, procurement which I apply with a hands on and results driven attitude. I have also experience management of staff including construction side and commercial disciplines. Construction economics is of great interest to me and I enjoy applying this to the construction industry, to gain value from the degree I completed in Economics in 1999, which was then followed by QS degree. Rider Levett Bucknall, Senior QS and Senior Cost Engineer / Manager
Working with Turner International on the Heart of Doha, Qatar which is a US$ 6 Billion urban regeneration in the centre of the historic area. Monitoring & administering consultant packages in excess of USD 30 million, assessing claims and overseeing consultant contract development and execution (FIDIC White Book ). Performing a contract manager role on developing contracts, bid conditions and administration of the contract, and assessing claims thereto. The scheme, being mixed use, consists of retail, residential, commercial, hotel cultural and community construction projects, covering an area of 35 Hectares. RLB have been appointed master cost planner for the main project and construction supervisor for the phase 1 construction works which include infrastructure carried out under the FIDIC contract form. Duties on this project include the processing of change orders, assessment of compensation events and contract administration covering main contractors and subcontractors. Site based Qatar, office based in London
MASDAR city (UAE) infrastructure cost planning and procurement for this $4 billion eco-city plan. Development of the phased master cost plan and detailed cost plan for phase 1a for Foster and Partners architects in conjunction with Mott MacDonald engineers. Office based in Dubai, Abu Dhabi and London. Work packages involved HV, MV, LV networks, Distribution Management Systems, Photovoltaic Electric and other renewable energy sources including Geothermal. District Cooling, Treated Waste, Telecommunications Networks, Vacuum Waste Systems and Sewerage and Wastewater Engineering, Rail, Metro and Rapid Transport Infrastructure and Utilities costing, design evaluation and cost feasibility studies.
Buccement Bay, St Vincent Grenadines (Caribbean) - Senior QS and cost manager for the global private practice, based in St Vincent & London. Projects involved have been carrying out a due dilligence study on behalf of the bank for a prestigious $100 million resort development in St Vincent including master plan budgeting, cost and cash forecasts, and project deliverables checklists, analysis of contract and program and client recommendation on staffing and resource.

Senior Cost Engineer for SKANSKA Civil Engineering, £60 million civil engineering structures on Olympic Park
Skanska had a contract to build structures, bridges and highways including deep drainage and marine civils. Contract is NEC Option C. Duties involve estimating, loss and expense claim preparation for compensation events, procurement, analysis of tenders, budgeting and cost forecasting & quote preparation for Skanksa, liasing with and design coordination of consultants, Contract administration of variation control procedures. Client facing skills particularly with the involvement of the Olympic Delivery Authority, who are involved at all levels. Particular projects have included £750,000 target cost of concrete underpass, £1+ million new bridge widening over A12 highway, including take off and unit rate pricing, detailed measurement and submittal of target costs for £3,500,000 site wide deep drainage scheme. Works have also involved design and cost feasibility studies and re-pricing on +£5 million underpass utilizing jacked box installation procedure including contractor design. Identification and production of compensation event notices, early warnings, submittal of target costs in close liaison with Project and Commercial Manager & Client.
Sept 2007 – Nov 2008
Work on new build 19 apart-hotel in Cambridge, value circa £4,500,000 for private client. Concrete frame structure on CFA piles, Metsec cladding with zinc architectural façade and glazed penthouses. Works were of a very high standard with a high level of IT, mechanical / electrical and multimedia installations all fully integrated into the buildings. JCT DB200. Tendering and award of subcontracts, measurement & valuation, cost reporting and final account negotiation, estimating and cash flow forecasting, procurement scheduling and execution. Regular client facing skills required – they were private property developers who understood the construction process and liked to get involved. This project achieved zero dayworks through strict subcontract management techniques and a strong team. Certain amount of project / site management also undertaken due to staff shortages.
May 2007 – August 2007
Site based freelance QS (via Hill McGlynn), client Geoffrey Osborne Ltd contracted by London Borough of Redbridge. Target cost (Option E) NEC external works package, estimating, preparation of tender documents and bid analysis, subcontract orders, final account negotiation. Works include 3000m2 tarmac areas with all associated groundworks, drainage, paving, tarmac, fencing etc. External works value £750,000. Delivery of time critical project due to impending start of school year. Project returned over 15% gross margin on external works.
(Johnston International Limited, Belize, Central America)
August 2005 – April 2007
Las Terrazas, Belize – New Build 39 Condominium & hotel resort facilities on an island which posed significant logistical challenges, complete with driven piling, precast flooring system and brickwork frame, M&E, extensive internal joinery, external and infrastructure works involving public utilities. Duties covered liason with client and their reps, and design team appointment. Contract value 12 million US Dollars, form of contract AIA (American Institute of Architects). This type of contract is similar to a JCT Private Without Quantities. Variation to the standard QS function included value engineering & estimating phase II of the works and budgeting for client property sales, alongside buying materials and preparing tender documents through to award of subcontracts. This project started off with a tight tender, but returned a 6% margin due to effective change management. Management of a junior QS was also undertaken as a training role for him to progress elsewhere in the company.
Also worked as project QS on a US 3.5 million dollar Callender Hamilton cantilever steel bridge including piled abutments, steel frame construction, earthworks and roadways including deep drainage. Detailed measurement and cost forecasting undertaken here.
May 2004 – May 2006
Project QS for a variety of Government funded projects including land reclamation and bridge construction
TVET Stann Creek, educational training facility, value USD 3 million, final bid submission through site establishment to handover. Main works included site reduced levels, strip and pad foundations with ground beams and concrete frame buildings, with blockwork, plastering, M&E, steel or concrete roofs. 2nr steel frame buildings. Infrastructure works and access roads, car parks incl deep drainage. Total building size approx 30,000 sq ft .Some variants to the standard QS role were the preparation of project finance plans for the Government of Belize and the formulation and implementation of specifically designed contract forms.
TVET Cayo, edu. Training facility, value USD 2 million, works similar to above.
Marine Parade Boulevard, value USD 12 million. Works included filling of 350,000 cubic yard burm with dredged material, forming in-situ sea defence around site and construction of loop road around area for future development. Works included demolition of hospital and new deep drainage.
Various other tenders, estimates and smaller works also completed during 3 yrs.
Tracto Belize Ltd. Dredging company owned by Johnston which turned over around USD 1.5 million p.a. and had 2nr cutter suction dredges, 2nr tug boats / tender boats, CAT 320B c/w spud barge, various other floating plant. Company specialized in the formation of offshore islands, coastal hurricane repair and sand mining subject to license. Company also did bulk earthmoving in marshland areas if required. Commercial tasks involved monitoring of estimating, budgeting, management of other quantity surveyors, cash flow, payroll hours, plant returns, diesel & cost of sales monitoring, development of contractual forms to suit each project, and project management at an operational level when required to do so. Dredging projects typically led to +40% gross margin.

Project Surveyor for a 650K pounds new build gymnasium / boat house for Cambridge University. This project made a 4% gross margin, as expected by the company.
January 2003
Worked on design and financial “repair” of the 10 million pounds St.Edmundsbury Cathedral project, accounting to Commercial Manager / Project Surveyor. Work involved extensive ecclesiastical stone works and scaffolding to the tower (specialist subcontractors). Change management was the key to recovering value to this project.
June 2002 – July 2003
Responsibility as project surveyor for 750K pounds refurbishment / new build of grade one listed building, under JCT form of contract (without quantities). Variations involved the re-valuation of groundwork and external work packages to the value of 110K pounds. Client was a London property developer with a high level of understanding of building works, and an incredible eye for detail. Nonetheless the project returned a margin and this can be attributed to effective change management as the clients design was not complete, thus opening the door cost recovery through variations.
May 2002 – August 2003
Worked as project surveyor reporting to commercial manager on 5 million pound new build private house, design and build with extensive external works involving road & bridge construction. QS duties here were mainly procurement based, including preparation of tender documents, drawing analysis and take off, measurement and valuation for sub and main contract and the close out of subcontract accounts. The contract was let on the basis of a two stage tendering process.

Prepared detailed take-off and estimate for small development (250K), involving some design of premises to suit client requirements (this was necessary due to the nature of the architect involved).
February 2002
Worked with senior surveyor on new build, design and build contract. 2,400 sq.mtr office block with façade retention required to the listed buildings involved. M&E package was a specific responsibility of mine here, together with procurement of structural frame subcontractor and demolition contractor. Office handover completed virtually snag free to a very high standard
February 2001 – June 2002
Warren Hill House, Newmarket – 6.2 million pounds new build residential property in traditional style complete with passenger lift, 25 metre swimming pool, 1.2 million pound joinery package and hi-technology intruder protection systems. £800,000 york stone paving externally with 1 km of tarmac roadway banded with cobbles. The contract faced situations such as the Architect being fired mid-term and replaced by the interior designer (Colefax & Fowler, London). 65nr subcontractors involved including nominated. Unusually for a project of this size, the IFC form of contract was used, client request.

Commercial and administrative backup to Northern England and Northern Ireland divisional quantity surveyor. Sites in operation were JDW Elgin (1.2 million pounds new build public house, groundworks, substructures, blockwork frame, steel roof), and JDW Dumfries. Duties covered a wide range of tasks as mentioned above often in the absence of direct in-office guidance.

Refurbishment and fit our of former supermarket premises in Beckenham, Kent to form public house for Bass Leisure Retail PLC. Works included confined space groundworks, utility connections, blockwork internals and façade, plastering and all finishes including joinery and granite. Much time spent on ensuring early procurement of subcontractors on a labour, plant and material basis.
October 1999
Refurbishment of London Underground buildings at Baker Street station to create a new JD Weatherspoon public house. Works included demolition & major structural alterations in close proximity to an active underground train line in close liaison with LUL management and the design team. The form of contract here was JCT’98 with quantities. QS duties involved procurement of subcontractors and materials, and the measurement and take off of extensive ornate plaster castings and decoration due to the intricate nature of the building at Baker Street station.
June 2000
Construction of new build JDW public house in Sydenham, London on a brownfield site, works involved extensive steelwork, piling and party wall support – Contract value circa 800,000 pounds. This project involved a notably high level of co-operation with the local council because of tenants who opposed the development including adoption of careful contracting principles. QS duties include the ascertainment of loss and expense due to client led changes, and the finalization of subcontract accounts.
July 1999
New build, design & build twenty-one bedroom hotel extension, conference rooms and cocktail bar complex for Regal Hotels PLC. Works involved concrete pre-cast flooring in brickwork frame and extensive internal joinery with a high level of interior décor.

Pre- Professional Experience
Prior to embarking on QS career path in 1999 I had various holiday / vacation jobs including a formwork carpenter internship and property development on a practical level - total duration around 6 months spread over several years before and during college. This mainly occurred due to the lack of clerical jobs available in the Cambridge area at that time and I also found myself drawn to the building industry from general interest. This has culminated in an increased understanding of the construction process at a practical level.
