Summary
I am solutions oriented and adept at finding best analytical solution for the problem at hand. I have experience with all phases of design and testing of power and telemetry sounding rocket subsystems, satellites communications subsystem performance monitoring, testing, specs and requirements, budgeting, contracts and spectrum management. I am a licensed PE in the state of Virginia and am looking for a challenging opportunity in my local commuting area. Prior to entering the engineering field, I’ve worked in the plumbing field and I have experience running stacks, soldering pipe, and pre-fabrication work making diverters for new apartments. I am a 1986 graduate of the US Army electrician school. I have also had summer jobs installing underground cable and roofing (built up and rubber). I have an excellent safety record and driving record. Currently, I live on a working chicken farm which demands all kinds of construction and repair skills. I seek to change fields and learn new skills. I have a strong desire to learn how to weld as I believe this skill to be extremely useful to me.

Employment History
General Engineer
10/2009 - Current USAF Washington, DC
I perform as a System Engineer and perform program management functions for Air Force programs.
Electronics Engineer
03/2008 - 10/2009 US Army Ft Lee, VA
As an electronics engineer in the Army's Movement Tracking System (MTS), I frequently wrote SOW's, conducted complicated, comprehensive testing of entire systems represent the MTS program in the Software Blocking arena, perform various cost analysis to determine the reasonableness of engineering proposals, and perform various engineering analysis. I also designed and conducted tests of MTS equipment and software to the high standard required of equipment used by our warriors.
Electronics Engineer
02/2001 - 03/2008 NOAA Suitland, MD
I performed as team lead on Sarsat (Search and Rescue Satellite Aided Tracking) ground station projects, managed NOAA (National Oceanic and Atmospheric Administration) Sarsat ground stations, performed as COTR(Contract Officer Technical Representative) on NOAA Sarsat ground station contract worth in excess of five million dollars, performed as COTR on a four million dollar program and engineering support performance based contract, and performed as technical lead for the US at international Cospas-Sarsat meetings. I wrote, reviewed, presented, and defended papers at international meetings. I responded to actions of a technical nature on behalf of NOAA's Direct Services Division. Such actions included interactions with the NTIA/ITU regarding NOAA Sarsat instrumentation on board NOAA spacecraft, link budget analysis, interference analysis, defending NOAA Sarsat spacecraft instrumentation specs in NASA working groups, various spectrum management activities, and writing specs for ground stations. I worked on financial budgets for Sarsat ground stations and engineering support activities.
Systems Engineer
02/1999 - 02/2001 Computer Sciences Corp. Suitland, MD
Performed as a systems engineer for the NOAA Sarsat program. Designed and executed tests of the space segment (both Low Earth Orbiters and Geostationary spacecraft) and ground segment (beacons and ground stations). Developed link budgets and performed link analysis. Represented NOAA at NASA communications working groups where spacecraft specs were developed and defended. Wrote and presented papers in international forums. Represented NOAA at various national spectrum management meetings. Taught class to foreign frequency managers. Performed interference analysis. Used engineering principles to analyze system data to assure correct functioning of the system.
Power Systems Engineer
06/1997 - 02/1999 Computer Sciences Corp. Wallops Island, VA
Performed as a NASA Sounding Rocket Program power systems engineer. Was responsible for all aspects of the electrical power systems from project inception through launch. Designed and tested power systems and pyrotechnic circuits. Was responsible of in-flight timed events. Designed and tested wiring harnesses and ground support equipment. Attended and produced presentations for design reviews and launch readiness reviews. Designed and launched over six power system payloads. Was cross trained as a telemetry engineer on sounding rockets.
