ANDREW MINOT NICHOLSON, PE-PLS

Ocean Engineer, Surveyor, Contractor.

Andrew Nicholson’s career spans over thirty years of experience in the Ocean/Coastal/Civil Engineering & Construction industry. He earned a Bachelor of Science Degree with honors in Ocean Engineering and a Master of Business Administration from the Florida Institute of Technology. Mr. Nicholson is registered in Pinellas County as a Marine Contractor and throughout the State of Florida as a Professional Civil Engineer, Professional Land Surveyor and Certified Building Contractor.

His professional career, a uniquely diversified background, includes positions as the Director of Public Services/City Engineer/Airport Manager for DeLand; City Engineer/Public Works Director/Utilities Director for Safety Harbor; Regional Land Development Engineering Manager then Vice President of Coastal Engineering at George F. Young, Inc.; and Oceanographic and Civil Engineer for the City of Clearwater. Since 1979, Mr. Nicholson has owned and operated Challenger Enterprises, Inc., a small consulting firm specializing in construction, engineering, surveying and environmental permitting services. In addition, he retired as Lieutenant-Commander, Civil Engineering Corps, in the U.S. Naval Reserve following service of 31 years, having served his last five years as Military Construction Program Manager for the United States Special Operations Command based at MacDill Air Force Base, Tampa managing projects worldwide for the U S Navy Seals.

His civil engineering works included commercial site plans, industrial and residential subdivision development, minor & major road works, storm water projects and utilities work. While at Clearwater, he was a design engineer on the SR 60 ByPass (the Bayfront Loop) project through downtown to the Clearwater Beach Causeway. While with George F. Young, he directed the design of the Tampa Road (SR 584) widening through Palm Harbor from US 19 to US 19A. While at Safety Harbor, he master planned the improvements of 9th Avenue North through the industrial park area from Main Street north to Marshall Street, reconstructed South Bayshore Boulevard from the Main Street to the south city limits, upgraded 7 downtown streets and completed repaving of all city streets. He also established and trained the storm water maintenance section of the Public Works Department and replaced significant portions of the water mains in the old downtown area. While at DeLand, he master planned the Alabama Avenue realignment in the Painter’s Pond area completing the downtown traffic circulation loop, completed major improvements at the Airport including a complete rebuild of Runway 5-23 and completed the Airport Storm Water Master Plan including the entire industrial park.

He is a Past-President of the Kiwanis Club of Safety Harbor (2 terms), the Clearwater Marine Aquarium (6 terms), the Tampa Bay Post, Society of American Military Engineers (3 terms) and Past-Master, Tampa Bay Lodge, Free and Accepted Masons, Safety Harbor.

Over the last several years, he has been called upon to study and develop new approaches to safe, well managed mooring fields for marina facilities.

A significant portion of his latter works involves coastal development of marinas, beaches and other works. He was the author of the Pinellas County Beach Management Plan element of the Florida Comprehensive Beach Management Plan which provided for over $50 million in beach construction and maintenance projects for Pinellas County alone over a ten year period. These projects often involve preparation for hurricanes and lesser coastal storms. While Director and President of the Florida Shore & Beach Association, his staff began to sponsor and conduct the annual National Hurricane Conference bringing together local government emergency response teams, policy makers, the news media and meteorological professionals to enhance our understanding and ability to survive and recover from these storms.

Mr. Nicholson was a State Director for eleven years and a two-term State President of the Florida Shore and Beach Preservation Association, together with being the Founder and Chapter President of the Pinellas Chapter. He has served as Director and President of the Clearwater Marine Aquarium, Director and President of the Tampa Bay Post Society of American Military Engineers; Past Master of Tampa Bay Lodge, No. 252, Free & Accepted Masons in Safety Harbor; and member of other Masonic appendant bodies, Director and two-term President of the Kiwanis Club of Safety Harbor.

A recipient of several honors and awards, Mr. Nicholson has been recognized for his special achievements and for his commitment to community service, research and authorship of several technical papers, along with leadership in local government projects. Mr. Nicholson’s contributions to his clients’ projects are strengthened by his effectiveness in the environmental permitting arena. In 1991, Mr. Nicholson was the organizing chairman of the “Paint Your Heart Out, Safety Harbor” project which over the years has painted more than 80 houses for the elderly and the infirm in that city through volunteer efforts and donations similar to the old barn raising spirit of early America.

Mr. Nicholson’s involvement with the Clearwater Marine Aquarium, working with other board members and volunteers, included long hours of demolition and reconstruction of parts the building to make possible the development of the Aquarium as we now know it. Mr. Nicholson has been a Director at the Aquarium since l974. With his help, the property was purchased from the City of Clearwater. Mr. Nicholson initiated the involvement of the US Naval Reserve in undertaking many projects over the years for the Aquarium as training activities for these reservists.
