Marketing Chairman

Professional Resource Network (PRN) – Manteca, California, November 2010 to Present

Volunteer position to assist Professional, Technical and Managerial job seekers. This is a networking; career search organization (Job Club) called “Experience Unlimited” sponsored by the California Employment Development Department (EDD). My duties included promotion of its members and recruiting new members that are in job transition. PRN provides free resources and workshop training in resumes/cover letters, Problem-Solution-Result (PSR) and interview & salary negotiations. Many guest speakers are scheduled for weekly membership meetings to address job transitions issues.

City Engineer / City Surveyor / City Traffic Engineer

City of Galt – Public Works Department, January 2008 to October 2010.

Responsible for engineering design, capital improvement program (CIP) delivery, development services and field inspection in the City’s Public Works Department. Supervise two engineers, two technical staff and two field inspectors. Administer budgets, prepares correspondence, council staff reports, primary point of contact with State and County involving transportation projects. Oversight of specialty consultants performing engineering services to the City to deliver projects on time and within budget.

Served as City’s project manager for the Central Galt Interchange project during PS&E development to bid opening day.

Assistant Director of Engineering

Mid Valley Engineering – Stockton, California, February 2006 to October 2007.

Duties as responsible design engineer for newly established Stockton branch office include project management and staff development for the firm’s Stockton and Northern Nevada land development clients. Oversees branch office engineering staff of seven engineers, designers and technicians. Coordination with corporate office for resources and Nevada branch office for project management.

Chief, Encroachment Permit Branch

California Department of Transportation – Headquarters, Sacramento, 1998 to 2006.

Directs and oversees the statewide encroachment permit program of 12 District offices, 240 staff, and editor of Caltrans Encroachment Permit Manual, sets policy, approves exceptions. Improved cost recovery for private sector permit activities on State highways. Concurrently managed and transferred the Outdoor Advertising (ODA) Branch duties and staff of eight from the Right of Way Division to Traffic Operations Division. Responsible for responses to inquiries from political, Legislature and Agency which dealt with Encroachment Permits and ODA issues.

Associate Transportation Engineer

California Department of Transportation – District 10, Stockton, 1991 to 1998.

Squad supervisor of three engineers who’s duties included traffic safety studies, developed highway operational improvement projects, intergovernmental review (IGR) analysis, CEQA mitigation; master highway corridor planning and encroachment permit plan review. Also assisted the Planning Division and Right of Way Division.

Engineering Division Manager

Nolte & Associates - Manteca, California, 1987 to 1991.

Developed the new Manteca branch office for Nolte & Associates. While supervising three design squads, I established consulting services to cities, county and land developers in all phases and disciplines of community development and public infrastructure.

Project Engineer

Kjeldsen-Sinnock & Associates - Stockton California, 1984 to 1986.

Managed commercial and industrial land development projects, performed water resources and flood plain management studies as levee Reclamation Engineer. Heavy emphasis on reclamation, hydrology studies, design and construction. This position was part time and held in conjunction with responsibilities with CSI Subsurface Conductance measuring and provided a valuable broadening of scope in reclamation and hydrology expertise.

Principal Engineer/Partner, CSI Subsurface Conductance 1982 to 1986.

Received a research grant for applying conductance technology in the Sacramento-San Joaquin Delta Levee systems. Successfully developed a low cost method to detect potential subsurface levee problems, and subsequently entered into consulting with reclamation districts. Presented and obtained priority funding from the Levee Maintenance and Subventions Program (Way Bill 1985). Surveyed 800 miles of Delta Levees in the mid 1980’s.
