Experience: Oct 2020 – May 2026 Koniag Government Services. I led a team over-seeing.renovation/conversion of two floors of a commercial building from warehouse spaces to government office spaces and a SCIF over a two-year period. Then I continued managing the facility while coordinating renovation office spaces in two other government-owned buildings and the Pentagon. All of this required establishing and monitoring security protocols for the locations and coordination of construction tasks with the Washington Headquarters Services contractors and various accrediting agencies. As facility manager I managed the parking program for assigned personnel at the Pentagon, Mark Center, and the renovated building. I was the POC for facility occupants for all problems concerning office assignments, furniture, and environmental concerns. Building maintenance/repairs were also funneled through me. I coordinated and obtained building access for visitors and meeting attendees to our four sites on an as-needed basis. .

August 2007 to Jan 2020- (SBI Technologies Corp, Columbia, MD to Feb 2013 and Delex Systems, Herndon, Va to Jan 2020) Contractor Program Security Officer supporting NAVSEA on-site at the Washington Navy Yard, Washington, D.C. and Assistant FSO at Delex Headquarters in Herndon, VA.

I provided security oversight and training to a 35-person office performing Development/Acquisition of highly classified equipment/systems for the U. S. Navy. I improved the security posture, procedures and documentation (SOPs, SPPs, AISSP) of the office to the extent it achieved a SATISFACTORY security review in 2008, a SUPERIOR rating in 2009, and COMMENDABLE and SATISFACTORY ratings since then. Prior to 2008 the office had not passed a security review for 8 years.

As the Top Secret Control Officer I resolved issues concerning control and accountability of Top Secret material and reduced holdings from approximately 1200 items to 49.

I worked with the subject matter experts to help revise the Critical Program Information as the basis for re-writing and editing the revised Program Protection Plan and OPSEC plan. This led to re-writing the Security Classification Guides for three programs and 18 sub-compartments, making them much more specific. Subsequent efforts were made to de-conflict the security classification guides with related Special Access Programs and with programs in other services.

I revised and edited Security Test Plans and Transportation Plans to protect equipment and test data.

Wrote and edited DD254s for contractors working on the program outlining what organization would provide security oversight for the contract and what security regulations and requirements would be imposed (JAFAN, etc.).

Facilitated and led the process of getting two computer networks accredited and operating through the Risk Management Framework system.

Developed and conducted Annual Security Refresher Training for all office personnel to include program specific training, as appropriate.

- Primary point of contact for the office and Program Manager for all security questions and situations.

COMSEC Team Leader for the office, keeping track of encryption devices, training requirements, repairs, and inventories.

Member of the Insider Threat Team for the office.

September 1985- December 2006: U. S. Navy Program Security Officer (PSO) I held progressively more responsible positions from Security Specialist, to Assistant Program Security Officer, to Program Security Officer. During that time I provided security oversight for various classified programs having between 5 and 25 different contractor facilities, Navy Offices/ Laboratories and test facilities and having between 1,500 and 5,000 active personnel. I conducted yearly security reviews for my assigned facilities in accordance with the NISPOM, NISPONSUP, DCID/6 series, and JAFAN security manuals.

I helped revise and edit the Program Security Manual, which subsequently was adopted by the Pentagon and became the Special Access Program Security Manual.

I presented quarterly security briefings as part of the Security Awareness Program.

I managed the Access Roster for an SCI program for a year.

I performed pre-construction reviews and accredited over 20 Program facilities (SAPFs) using DCID/6 series, NISPOM and JAFAN requirements, conducted security reviews, formulated corrective actions plans and monitored compliance.

I was always on the COMSEC team or was the COMSEC Team Leader.

I adjudicated over 4,000 Program Access Requests for my assigned programs and advised program personnel and Program Managers on all security related questions.
