GOVERNMENT EXPERIENCE

Noth Carolina Department of Health and Human Services Project Manager (2013-2016)

Managed the NC DHHS Women Infants and Children (WIC) Program and a fourstate consortium (Alabama, North Carolina, Virgina, West Virginia) implementing a groundup technology solution (ERP) for federal and state policy implementation to roll-out electronic benefits to participants. This effort reduced fraud and abuse which had significant financial implications, increased participation compliance with policies and allowed participants to utilize monthly benefits in a timely manner. Oversaw contract with selected vendor (CSC) to include SOW management, deliverable management, financial accountability and change orders. Ensured project plans (MS Project/Smartsheet/JIRA) effectively maintained project schedule and deliverable milestones. Coordinated User Acceptance Testing (UAT) and facilitated strategic sessions to identify bugs and develop solutions. Maintained detailed documentation, RAID logs and developed RACI for partnership alignment of responsibilities. Conducted change management assessment to include stakeholder identification, change impacts, readiness assessments, strategic communications (end-user and senior government executive level), established Change Control Board (CCB) and corresponding governance processes.

Office of the Secretary of Defense Change Management Lead/Senior Consultant (2004-2013)

Led Department of Defense 2D Barcode and Radio Frequency Identification (RFID) Asset Management initiative for all four services to support executive directives to streamline asset identification, reduce fraudulent items from entering supply chain (millions in cost-savings) and increase warfighter readiness.
