Director of Proposal Development – Hyperion, Inc. – February 2024-August 2024
Returning to Hyperion at our company president’s request, I took on the role of Director of Proposal Development, working with our Federal and Commercial Operations Managers to produce compelling and competitive proposals for varied efforts, including Inside Plant (ISP), Security System, and Outside Plant (OSP) proposals for the U.S. Army, NASA SEWP VI, the VA and the USAF.
Proposal Manager – Excentium, Inc. – August 2023-January 2024
As the Proposal Manager at Excentium, Inc. I was tasked with managing our Proposal Development, coordinating data calls as a Prime Contractor as well as Subcontracting. I was heavily involved in our bid for a Cybersecurity contract with the Jet Propulsion Laboratory as a sub to All Points, LLC, as well as our bid for a Polaris GWAC and the pursuit of a SEWP VI bid. As a small company, many of our tasks were varied as we supported more than a dozen other companies, prompting me to develop a data call tracking system that allowed our organization a cloud based, one stop shop to find all open opportunities, their status, due date as well as cloud-based links to all pertinent files.
Director of Development - Hyperion, Inc. – October 2022-July 2023
At the request of the company president, I accepted the challenge of organizing Hyperion’s new Development Division. My responsibilities included organizing our Communication, Energy and Security Programs RFP and RFQ response process, including training the head of each Program and their employees how to manage the Federal RFP process. My extensive experience while at Hyperion and Telos Corporation, provided me with the proper skills to educate our team members on proper proposal responses, including achieving an active voice, demonstrating our past performance as it relates to the RFP and providing references for successful and most importantly relevant projects.
General Manager of Engineering Systems – Hyperion, Inc.- 2019-2022
Supporting numerous military contracts both in the US and abroad including, Security System Installation Support, and Engineering and Proposal Management for our resident RF Engineers. I provided Divisional General Management, including financial goal management and successful Security and Engineering project management. I provided extensive customer management and stakeholder engagement to ensure customer satisfaction both with the products installed, and technicians providing the work. Provided our Security Systems installation engineers with over the phone technical support when needed as well as instruction in proper customer proposal development, and customer satisfaction approaches, and continuous process improvement.
Capture and Project Manager – Enterprise and Wireless Systems – Hyperion, Inc. – 2011-2019
During this time at Hyperion, I served as Business Development Manager of our Commercial DAS business line, Federal Wireless business line, Proposal Manager for the Enterprise Systems Division, both Federally and Commercially. Developed Hyperion’s standard Wireless Proposal Format, developed a SharePoint portal for Proposal Organization, and oversaw the production and final product of all Wireless Proposal Documents. I also developed Hyperion’s standardized DAS and Wireless Division proposal format, defining key proposal components and areas of responsibility within our division. I was responsible to train our internal staff on proposal components, effective writing, and proper RFP/RFQ response strategies, as well as providing guidelines for preparing a MS Project Integrated Master Schedule, and how it relates to successful Project Management from the inception of a technical solution.
Additional projects captured by and delivered during this time included: Won a position on Booz Allen Hamilton’s S3 Subcontractor list in an effort to utilize our European assets in support of the US Army Global Information Grid (GIG) Facility at Heidelberg and other EUCOM installations. Developed an IPTV solution with VBrick Systems to provide EUCOM with a viable base wide communication consolidation solution. I led a successful proposal effort to perform a network wide battery backup upgrade at the Heidelberg GIG Facility and the Grafenwoehr Telecommunications Facility (TCF). Performed Project Management of TCF and GIF backup upgrade with a 60-day window to mobilize, secure materials and perform installations at both facilities with cleared installation personnel after the original project team failed to provide cleared personnel capable of performing the installation.
Project and Program Manager, Telos Secure Networks Division – 2005-2011
Highly Successful project management as a Deputy PM within Air Force and Air National Guard projects led to a promotion to Program Manager responsible for Southwest Asia Blanket Purchase Agreement (SWA BPA) which was a Commercialization Support contract with the US Army. My duties there included overall proposal management of all efforts under the SWA BPA, partner selection, requirements analysis, response and pricing of any selected RFPs that our team responded to. Selected as Project Manager for several large Air Force and Air National Guard (ANG) WLAN installation and infrastructure (ISP and OSP) upgrade efforts after successfully acting as deputy PM on several smaller efforts. Assisted our WLAN engineers with product development, lab testing and prototyping equipment acquisition and design of lab layout.
Key Contributions
Lead Proposal Manager for the SWA BPA; Developed new key business in the SWA AOR, successfully captured 3 large OSP/ISP/Networking proposals under the SWA BPA for Army customers in Afghanistan, with one year revenue generation of over $6 million. Acted as proposal manager, pricing manager and project manager once awards were in place.
Lead successful implementation of 4 Area Distribution Node (AND) Facilities and over 30 communications rooms at Kandahar Airfield for the 101st CAB. Lead successful implementation of dedicated fiber run at Warrior Camp Alpha at Bagram Air Base, Afghanistan. Implementation included 31,000ft of dedicated OSP fiber between two secure end building nodes at TF Odin, Bagram. Developed risk mitigation strategies for personnel in SWA to provide personnel reach back and create a temporary living headquarters for our teams in the region.
