Associate Director — Program Management Oracle Practice Technical Program Manager
•Earned expanded program authority on a $10M Oracle Fusion Cloud HCM program (60 countries, 70,000 employees, ADP GlobalView integration, 100-plus resources) after first stabilizing a stalled functional and payroll track. Executive sponsor extended the mandate to full technical and data workstream oversight across a separate SI. Introduced Agile Scrum, stack-ranked the RICEF backlog with business owners by priority, and moved the program from waterfall to accelerated sprint delivery. Governed every RICEF component from TDD through unit test and sprint acceptance. The result: measurable gains in velocity, quality, and requirements clarity before a line of code was written.
•Named Oracle Fusion Cloud HCM engagement lead through a Big 4 firm for a major renewable energy client. Managed 25 resources and 2 direct-report PMs within the Big 4 governance framework, delivering on scope, schedule, and quality commitments.
•Directed the data governance, ETL, and data quality workstream on a $1B Oracle Fusion Cloud transformation, requiring simultaneous data extraction from both SAP and Oracle EBS. Dual-platform source complexity of this kind is rare. Conversion standards were adopted program-wide.
•Led the Oracle JD Edwards workstream within a pharmaceutical manufacturing PMO operating across GxP-compliant VAL and Production environments under strict change control. Coordinated SAP integration alignment and supervised one offshore PM. Program outcome: $50M in documented benefits realization.
•Named Systems Architect on a data center consolidation initiative for a major medical device manufacturer, governing technical architecture, environment design, and migration sequencing across a one-year engagement.
•Currently directing an Oracle Cloud Infrastructure (OCI) platform upgrade across 17 regulated pharmaceutical environments, migrating to Oracle Linux (OEL) with formal GxP change control, regression testing protocols, and minimal-downtime cutover sequencing across each environment.

•Directed the upgrade, redevelopment, and integrated testing of Oracle JD Edwards EnterpriseOne for a global wine and spirits importer and distributor. Coordinated more than 250 program redevelopments with an offshore team, driving integrated testing to confirmed system readiness at go-live.
•Directed an Oracle JD Edwards EnterpriseOne 9.1 implementation for a global pharmaceutical manufacturer in EMEA, serving as interim program lead. Oversaw integration with five international banks using SEPA standard transactions, coordinated testing across six organizations and global locations, and established change control procedures to protect validated code integrity.

•Collaborated on-site with a manufacturing client’s South Africa division for eight months, implementing Oracle JD Edwards OneWorld Xe across financials, sales and distribution, logistics, manufacturing, and shop floor maintenance. Coordinated data migration from World A7.3 and integrated payroll through the Sage payroll application.
•Delivered Oracle JD Edwards EnterpriseOne HR, payroll, and financials implementations for multiple public sector clients, including city governments, municipal organizations, and a Southern California water district. Scope spanned applicant tracking, leave management, employee self-service, job costing, and work-order management.
•Implemented Oracle JD Edwards EnterpriseOne Financials and Job Costing for an oil and gas engineering firm in Houston, coordinating configuration, testing, and go-live across a hosted, VPN-connected delivery environment.

Senior IT Program Manager
•Served as Scrum Master across development and testing workstreams simultaneously, introducing Scrum to Cigna’s IT delivery organization and running all sprint ceremonies for both technical and QA teams. The practice expanded well beyond the initial pilot.
•Managed an SAP integration program spanning Collections and Disbursements and Financials modules. Directed Agile and waterfall delivery tracks concurrently within the same portfolio, applying unified RAID governance across both delivery tracks.
