Mr. Boyer possesses 39 years of Contractor experience as a, Senior Director, Director, program manager, knowledge expert, software developer, system engineer, and project leader in database system development, and software and system engineering. Extensive experience based on information technology software architecture, design, development, testing, evaluation, implementation, management, and migration. This includes experience as a software developer, in several programming languages and operating systems. The past 30 years have emphasized management roles, as a Senior Director, Director, Program manager, Project Manager, Proposal Manager, System Engineer, Software Development and Database Development Manager primarily in support of the efforts of the Departments of Energy, Defense, Interior and Justice. Mr. Boyer has a thorough understanding of the software/system development lifecycle and process development and implementation. This experience includes over 22 years supporting Military/Intelligence (IC) programs. SPECIALIZED EXPERIENCE:

Senior Director and Director. Mr. Boyer has served as Program Director for Amyx, Inc., managing the MSS EASI contract at DTRA/JIDO, as well as Program Director for Sotera Defense Solutions supporting USDA FSIS IT Operations. Mr. Boyer also served as Director of IT Operations for Inscope International, supporting the Intelligence Division of the Department of Energy. Previously, Mr. Boyer served as the Senior Director for the GeoEye Analytic, PMO. He managed a group of five Senior Program Managers, responsible for more than 30 programs, supporting SOCOM, SOUTHCOM, AFRICOM, NSA, DIA, NGA DHS and DOJ activities associated with predictive analytics and geospatial intelligence. The combined area of responsibility for the PMO was 125 employees and revenue of over $32 Million annually. Previously, Mr. Boyer has served as Director of an IT/Cyber Practice, managing a large overseas IT program based at USAREUR, overseeing more than 100 employees. He has provided expertise in the areas of budget development and management, financial forecasting, manpower forecasting for upcoming programs and contract management (as a prime and subcontractor). Mr. Boyer has enjoyed significant Profit/Loss responsibility experience and is well-versed in risk assessment and mitigation.

Program and Project Management. Mr. Boyer has served as the program manager for multiple IT and operational support programs for the Defense Intelligence Agency (DIA), the United States Army, Army Reserves, Army National Guard, Air Force, Navy and the Department of Health and Human Services. Mr. Boyer has provided oversight for programs supporting the Counter-Intelligence Field Activity (CIFA), the Transportation Security Administration (TSA) and the Air Force Office of Special Investigations (AFOSI). Mr. Boyer has served as Program Manager at both the Business Management and Technical Operations Management for a large-scale for a military Software Development project, overseeing personnel, technical

(Java/Oracle development) and contractual operations. He has supervised all aspects of a project involving a commercial proprietary procurement software package, including software development, testing, configuration management, and quality assurance and database configuration. Additionally, he has tracked and managed financial aspects of the project, including labor expenditures and profit projections. He has developed statements of work, work breakdown structures, technical white- papers proposal writing, and request for proposal writing. Mr. Boyer has also participated in business development efforts in the military sector and has experience in developing teaming relationships with outside contacts for proposal efforts. He has also conducted performance reviews and delivering feedback to employees. He has also served as Contract Transition Manager on multiple occasions.

Contract Management. Mr. Boyer possesses twenty (20) years of experience supporting customer specific contracts as well as IDIQs (DEIS II, DIESCON III, ICE2, ITES, ITES2, ITS-SB, R23G, DHS EAGLE, E-SITE, CIO-SP3 Alliant SB, OASIS, EAGLE II, SITE, SIA, SIA II, Mojave, CNTPO, DISA ENCORE, ENCORE II, and ENCORE III) and their associated task orders, GWACs (VETS), and BPAs. He has vast experience as both a prime and sub-contractor. He is well-versed in managing FFP, FFP LOE, T&M, CPAF and CPFF contracts and task orders.

Information Technology Analysis and Management. Provided analysis to the Justice Integration Initiative staff on all technical disciplines, including platform architecture, software development, and communications and networking, and configuration management. Produces analytical whitepapers designed to assess customer requirements, define technical solutions and to serve as a framework for Statements of Work.

System Engineering. Conducted needs assessments to facilitate purchase of hardware such as servers, personal computers, routers, modems, and software and database development tools. Also responsible for developing hardware and communications documentation, regarding system implementation, concept of operations (CONOPs), security, and communications. Mr. Boyer has actively participated in the installation of network cabling operations, applying hands-on experience with Fiber-Optic and Copper cable installation and termination.

Software Development. Experienced in all facets of software development, across multiple operating system environments and programming languages. Has managed multiple software development and maintenance efforts across the creative, testing and deployment lifecycle. Possesses substantial experience in the development of military, financial and scientific software applications. Mr. Boyer participated in the creation of functional system documentation, to act as a blueprint for future software development. Mr. Boyer has also developed User Manual Documentation, Testing and Use Case Scenario Documentation and Information Assurance/System Security Accreditation Documentation.

Testing and Quality Assurance. Responsible for developing test plans for system migration processes, developing tele- communications and network testing plans for system migration process, Internet protocol testing plans at remote sites. Defined software testing plan for new release implementation at customer sites. Implemented pre-delivery checklists and quality assurance plans for hardware, software, and communications implementations. Participated in a “Fast Install” procedure, assessing management/development processes in a successful effort to gain SEI-CMM Level 3 certification.

Site Surveys, Exercise Deployment Management. Conducted more than a dozen site surveys at military, civilian and commercial locations to determine communications and hardware implementation requirements. Also responsible for preparing deployment of hardware, software, and communications equipment to military demonstrations. CHRONOLOGICAL EXPERIENCE:

August 2023 to Present, Program Director at V2X, Inc, managing the Mojave Contract at NGA. Mr. Boyer oversees V2X Operations with a staff of 75 employees, in support of the Mojave Contract at the National Geospatial Intelligence Agency (NGA). Responsible for day-to-day execution of the contract and two task orders involving software development and professional services delivery. Specifically, Mr. Boyer oversees a Task order working with the Human Development (HD) Directorate, providing support to strategic planning, process improvement initiatives, training support, career service activities, and communications efforts. Mr. Boyer oversees a second task order, supporting the NGA Installation Operations Office (SIO). The support includes, Logistics Management (facilities management and contract acquisition support), as well as support for the planning, design, and construction of sustainment, restoration, and modernization projects for the NGA Campus East

(NCE) facilities. We develop, manage, and maintain all “as-built” final drawings for NCE facilities using the Computer-Aided Drafting and Design (CADD) software. We also provide software development using a “Software as a Service’ (SaaS) support for facilities management using Archibus, the system of record for facilitates collection, exchange and analysis of NGA space-related data.

February 2023 to August 2023, Program Director at Amyx, Inc, managing the MSS Contract for the OCIO at DoE/NNSA. Mr. Boyer is the Contract Mission Support Services (MSS) Program Director to support the Office of the Chief Information Officer of the National Nuclear Security Administration at the Department of Energy. He leads a staff of professionals that provide subject matter expertise on a multitude of cross-cutting support functions and activities to assist the Government in providing Contract, Acquisition and Administrative activities, Policy Management, IT/Cyber Audit Coordination, Data Call Management, Records Management, IT Investment and Capital Planning, Budget Formulation and Execution, Privacy Initiatives and FOIA Coordination, Business Process Management and Section 508 Compliance. Mr. Boyer was the Prime Contractor technical manager in a customer-facing relationship, supervising 30 employees and four subcontractors. Primarily responsible for overseeing PMO operations, Help Desk Services, Network/System Engineering support (NIPR, SIPR, JWICS) and Enterprise management. Guided the Intelligence Division CIO’s PMO, managing new projects and initiative. Coordinated project resources

October 2011 to December 2012, GeoEye Analytics, Inc. Senior Director, PMO: Mr. Boyer was responsible for the oversight and day-to-day operations of all programs within the company, supervising over 125 employees and responsible for over $32 Million in annual revenue. Primarily responsible for managing contractual interaction between the company and the customer base, providing support and guidance to the Program Management staff, identifying new opportunities, and developing corporate strategy for creating a robust pipeline of ongoing business. Mr. Boyer was engaged in Business Development, Proposal Development, Proposal Pricing, Strategic Planning, Financial Management, Business Capture and facilitating proposal teaming discussions at the Corporate Level for Intelligence and Predictive Analytical Programs. These programs were focused on the analysis of geospatial features, as well as the development of geospatial software products and tools that could be utilized in both desktop and cloud computing environments. Technical initiatives included serving as an Agile Application Development Scrum Master for custom applications to perform predictive analytics.

February 2011 to October 2011, SOS International Limited, Director, Information Technology and Cyber Practice: Mr. Boyer was responsible for the oversight of all technical programs within the company, supervising over 100 employees and responsible for over $16 Million in annual revenue. Primarily responsible for identifying opportunities and developing corporate strategy for creating a robust Information Technology Practice. Mr. Boyer served as Senior Program Manager for the ITSS program, overseeing intelligence and technical support for USAREUR in Stuttgart, Germany, Vincenza, Italy, and Camp Bondsteel, Kosovo. Mr. Boyer’s staff supported Network Engineering tasks (Active Directory Management), for NIPR, SIPR and JWICS Networks, as well as system administration task and Help Desk Support (Tier 1-3). Mr. Boyer participated in the development and refinement of System Administration procedures, to support daily and weekly system server maintenance and backup activities and to support Continuity of Operations (COOP) objectives for supporting desktop application suites and Information Assurance Tasks, such as installing regular IAVA patches and maintaining virus protection at the Enterprise Level. August 2008 to January 2011, Allied Technology Group, Mission Solutions Division, Deputy Division Manager: Mr. Boyer was responsible for the management of multiple programs associated with Information Technology Services and National Security Operations, with general oversight of about 70 employees. These programs focused on technical services such as help desk support (Tiers 1-3) and desk-side troubleshooting support using an ITIL inspired methodology at five DIA locations, system (Solaris/Windows) and network administration (Active Directory across JWICS, SIPR and NIPR networks), logistics management (Receiving, imaging and installation of new desktops and servers and destruction of decommissioned computers and hard drives), administrative support and intelligence and operational analysis for the Defense Intelligence Agency (DIA), the United States Army, Air Force, Navy and the Department of Health and Human Services. Allied Technology Group launched an initiative to obtain a corporate CMMI Level 3 Accreditation and Mr. Boyer led the team that reviewed and developed Project/Program Management processes for the effort.

September 2006 to August 2008, Lockheed Martin Mission Services, Inc. Counter Threat Support Group, Deputy Section Manager/Program Manager: Mr. Boyer was responsible for the management of multiple programs based at the Counter-Intelligence Field Activity (CIFA), at CIFA Prime, CIFA West and CIFA North. Mr. Boyer’s tasks included management of the CIFA Helpdesk

(Tier 1-3) and Network Support operations for CIFA North (NIPR, SIPR and JWICS, using Active Directory), at the Defense Counter- Intelligence Data Center (DCIDC), management of the Helpdesk at CIFA Prime (Tier 1-3) and management of the IT Hardware Operations at CIFA West (Sun Servers running Solaris OS). January 2005 to February 2006, Lockheed Martin Information Technology, Inc. Counter Threat Support Group, Program Manager: Mr. Boyer managed a staff of 75 technical staff members, across three task orders with a combined value of $12 Million, supporting the Portico application software development project with the Counter-Intelligence Field Activity (CIFA), under the Department of Defense. This task involved the management of two major sub-contractors and four small sub-contractors. Mr. Boyer had direct supervision over project teams providing software development (JAVA), system engineering (Solaris Admin), network administration.
