Managed the Government Furnished Property Program that has a value of 1.2 billion dollars; Conducts Audits of the program and ensures that Lockheed Martin is in compliance with the FARS regulations; Conducts audits on 40-60 percent of program annually onsite at customer locations; throughout the U.S. and OCONUS as required. Provides guidance as the FSO which ensures the operations of all the respective programs by reviewing and providing the guidance in conjunction with the respective corporate and government guidelines. This ensured a smooth operation from the division level downward in all areas of business and IT areas of operation.

All of the operations were IAW Industrial Security (NISPOM, JAFAN 6/0, COMSEC, 8700, 8500, etc.…) and RMF. Ensured the site received 8 consecutive superior ratings on the DSS Inspections concerning all programs.

Developed, conducted, supported, or assisted in governmental reviews, internal corporate evaluations, or assessments of the overall effectiveness of facility and personnel security processes. Planned, directed, or

coordinated security activities to safeguard company assets, employees, guests, or others at worksites in CONUS or OCONUS.

Ensured that all pre-award documentation met the governmental and corporate guidelines when developing them for contractual award processes. Developed, integrated and monitored the security/contractual actions of three subordinate facilities (Aberdeen Proving, MD, Sierra Vista, AZ and OCONUS).

In support of the previously mentioned. Established a relationship with the Organizational directors

(LM) and Government Contracting representatives to ensure that the proper security environment of the subordinates within the required areas of operation were established and maintained. Managed and mentored three subordinate FSO’s and there to ensures regulatory compliance with NISPOM, JAFAN, COMSEC, OPSEC, RMF and FARS at their respective locations in support of the R2, R23G S-3, CNTPO, and NextGen contracts. This included the reporting, assessment and guidance for SIPRNET, JWICS and other actions at their locations concerning their operational procedures and contracts

Managed the JPAS, SIMS and NATO in accordance with the previously mentioned. All of the previously mentioned programs operated under the regulations and guidelines that were developed and implemented under my purview in conjunction with cooperated and governmental requirements. Audited and maintained all COMSEC and Operational material (radios, computers, LANS,) supportive of the respective contracts and task orders. These auditing actions were completed by DCMA, DSS and COMSEC annually at our facility. The value of the previously mentioned was $365 million dollars on average.

Managed the Security Program for the respective (Security/IT) programs which had over 3.1 billion dollars in assets (fiscal, property) Responsible for implementing and maintaining all Personnel/Physical/Contract and Antiterrorism programs across the Line of Business and ensures governmental compliance with all DOD and Government customers worldwide. These actions were in support of the R2, R23G, S-3, CNTPO and Next Generation Contracts that supported the previously mentioned. Management specifics are listed below: The lifecycle of the network threats and attack vectors and methods were part of the standard operating procedure (SOP). This required knowledge was a part of the interdiction process that ensured the security and transmission of the required data once it was completed and ready for mission (operational) use.

The work stations were in compliance with the respective guidelines (data, data spillage, security, program oversight, virtual access and operation). The previously mentioned were under my authority and oversight and subject to the detection, monitoring, correlation and prevention of any cyber threats against the government and supporting units in the U.S. and abroad. Ensured the operations were utilizing the most effective equipment and software by establishing and maintaining and effective operational guideline and procedure. This allowed the data to have minimum preparation and implementation costs and to be effectively used for respective mission support. In addition the operational guidelines would have the most effective form of security available to the respective program.

The R2, R23G, S-3, CNTPO and Next Generation programs required that the threat detection analysis, network analysis, cyber mitigation, forensic analysis be tantamount to configuration and operation of the virtual environment. This allowed for the security and validation of the respective operation in support of the programs in any environment. The programs operated at a rate of 98 % with minimal reported incidents.

Ensured that all of the software engineers reported to the respective installation or worksite in compliance with the regulations and training (i.e. 8700). Ensured that they were aware of the guidelines of incident handling and triage within the SOP. These actions were utilized on the contracts within the cleared worksite and monitored by the government.

UNITED STATES ARMY Mar 1985 to Mar2007

Earned series of promotions and progressed through leadership positions of increasing responsibility during outstanding military career. Excelled in multiple positions at key locations throughout the continental United States and worldwide; Highlights of experience and responsibilities include: The following positions were worldwide and the pocs are no longer listed/ valid as I retired from service. Communications Manager – Transitioned to Lockheed Martin (Security/IT manager) Liaised between deploying U.S. Army units and departments to ensure the support the Global War on Terror. These communication systems of the respective units were operational and in compliance with all governmental and U.S. Army guidelines. Ensured that all the respective communications managers worked within the NPRNET/SIPRNET guidelines and Countermeasures Protocol. Once these units were in theatre and established communication lines were validated.
