RE: APPLICATION FOR THE POSITION OF MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) OFFICER

Dear Hiring Manager,

I am writing to express my strong interest in the position of Monitoring, Evaluation, Accountability and Learning (MEAL) Officer with Save the Children International. With extensive professional experience in Monitoring, Evaluation, Strategic Information, Health Informatics, data quality management, and public health programming, coupled with a strong academic background that now includes a Diploma in Public Health, I am confident in my ability to contribute effectively to the Better Care for Small and Sick Newborns in Zambia project.

Over the years, I have successfully supported the implementation of Monitoring and Evaluation systems within large-scale donor-funded health programmes, particularly those funded by USAID. My experience includes data collection, verification, analysis, reporting, data quality assessments (DQAs), health information systems strengthening, performance monitoring, and providing technical support to health facilities to improve data accuracy and programme performance. I have worked extensively with electronic health information systems such as SmartCare, DHIS2, DATIM, and other digital reporting platforms, ensuring high-quality data is available for evidence-based decision-making.

In my previous roles with Pact Zambia, CIDRZ, and DAPP Zambia, I collaborated closely with district health offices, provincial health teams, implementing partners, and healthcare workers to strengthen data management systems, improve reporting timeliness and completeness, mentor facility staff, and support continuous quality improvement initiatives. These experiences have equipped me with strong skills in data cleaning, validation, analysis, visualization, report writing, and translating programme data into actionable insights for management and stakeholders.

Academically, I hold multiple postgraduate qualifications, including a Master of Project Management, Master of Theology in Divinity, and I am currently an MPhil in Monitoring and Evaluation Candidate. My recently acquired Diploma in Public Health has further strengthened my understanding of health systems, disease prevention, health programme implementation, epidemiology, and public health interventions, making me well suited for health-focused MEAL responsibilities.

I am particularly drawn to Save the Children's commitment to improving child survival and strengthening newborn healthcare systems. The opportunity to contribute to the implementation of the Better Care for Small and Sick Newborns in Zambia project aligns perfectly with my passion for improving health outcomes through robust monitoring systems, data-driven programming, accountability, learning, and continuous quality improvement.

Beyond my technical competencies, I bring strong analytical thinking, excellent communication skills, stakeholder engagement experience, capacity-building abilities, and a commitment to maintaining the highest standards of data integrity, safeguarding, professionalism, and ethical conduct. I thrive in multidisciplinary environments and am passionate about using quality evidence to improve programme effectiveness and ultimately save lives.

I would welcome the opportunity to discuss how my experience, technical expertise, and commitment to improving public health outcomes can contribute to the success of Save the Children International. Thank you for considering my application. I look forward to the opportunity of an interview.

Yours faithfully,

Victor Kangwa
