Served as Director of Department of Public Works, Master Planner & Real Property with Area Support Group - Department of Public Works, Kandahar Afghanistan via Civilian Expeditionary Workforce.
Operating TDY via Civilian Expeditionary Workforce, assigned to Area Support Group, Kandahar, Afghanistan. Initially assigned as Real Property, then dual hatted as the Master Planner. By way of the ASG Commander, Mr. Heyen was promoted to DPW Director for KAF ASG. As Director of Public Works, provided solutions to complex, major construction programs, master planning architectural standards, and/or real property accountability, which ensure the execution of the program. Facilitate the resolution of technical and project management conflicts. Resolved program issues, concerns, or problems that may set legal and/or administrative precedence. Continuously developed an extremely high performing team and developed processes to achieve success on every front while assessing and providing strategic direction for resolution of mission-critical issues. Leading in developing a 25 million dollar plan to identify, assess, and execute a Facilities Transition Plan to ensure that over 850 facilities had a path to receive repairs and would subsequently be sustained with Operations & Maintenance services enduringly. As well, that plan was ultimately presented to and endorsed by Brigadier General Conley. To date, more than 90 % of those facilities have been validated and are currently under active change orders to make repairs.
As DPW Director in the development and implementation of the strategic plans, policies and change management initiatives, and provided leadership and direction regarding the current LOGCAP/ TO 4 Contract, currently with DynCorp and liaison with LSO / ACO with ACC / RCC Command. Worked directly for and served as member of the DPW Management Team and overall advisor and expert consultant in planning, organizing, managing, integrating, and evaluating all upcoming projects in conjunction with the Performance Contractor supporting ASG-DPW programs and activities.
Maintain Tabulation of existing and required facilities, indicating specific use category and unit of measure on all requirements of future construction, existing permanent and temporary assets. Prepare plans for future installation development (roads, utility systems, storm drainage, recreation and tree cover). Coordinate with realty officers in the development and administration of policies, plans, and programs for the acquisition, accounting, management, and disposal of real estate.
Actively involved on critical projects such as Dining Facilities and Hospitals driven from the most senior level at Kandahar Air Field, establishing execution plans, developing scope of works, and defining specifications. Responsibilities included but were not limited to developing, implementing and evaluating all programs and policies to ensure the timely delivery of programs and services in support of ASG-DPW 60 / 90 / 1 year strategic objectives. Directed Real Property Service Projects via Change Order processing; assumed accountability for the success of its programs, functions, and activities; and monitored the progress of the organization toward its goals bi-weekly evaluated and made appropriate adjustments.

Organized current MSOW (Master Schedule of Work) & Transition trackers (DynCorp required CDRL’s), and prioritized sites to determine those facilities vital to KAF Operations that were in jeopardy of no longer receiving BLS Services and/or being removed from MSOW. Hence, notified command & DPW, working numerous PPR/CO packages to USFOR-A for funding to repair these priority locations.

Administering Repair and Restoration of all Operating DFAC’s on FOB KAF via PPR/CO process, possibly the largest project under LOGCAP Contract to be conducted.
Assigned the Re-Numbering Project of all facilities on KAF to remove redundancy and alphanumeric per Army Guidelines. Set up a street addressing process to de-conflict years of previous problems.

Maintained funds status to ensure inaccurate obligations do not occur or NULO. TDY (November 2013) Contingency Contracting Administration Services (CCAS Volunteer) as (ACO) Administrative Contracting Officer – Lead Contracting Officer at Camp Leatherneck, Afghanistan. Responsibilities in Afghanistan included monitoring contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements. Negotiated with contractors for consideration when delinquencies occurred. Reviewed requests and met with the customer (06 – Colonel) / Adjutant of Lieutenant General of Camp and contractor to assure understanding of the requirements. Provided management of DCMA's combat support functions surrounding deliberate planning, doctrine, and policy; command and control for current operations and Combat Support Team responsibilities assisting warfighter readiness and mobilization of Contingency Contract Administration Support (CCAS) operations. Responsible for the process of workload acceptance related to combat support operations.
Key Achievements:
Due to DCAA delay’s and the abundance of hybrid contracts, the need to perform price / cost analysis on the various costs elements of a major contractor was necessary to finalize and close out contracts; in turn developed recommendation via self-initiated price/cost objectives for negotiations (PNOM) documentation, evaluated the contractors experience, productions, and technical ability on current and previous orders as to manufacturing, overhead, general and administrative expenses, and profits, forecasted price trends, economic factors and efficiencies in production for future accounting, and negotiated rates for close out.
